ACCOUNTABILITY
The Security Technical Manager is accountable to the Security Manager of the Coega Development Corporation (Pty) Ltd.
 
MANDATE
The Security Technical Manager’s mandate would be derived from the Terms of Reference (T.O.R.) approved by the Executive Manager: Operations
 
DESCRIPTION
 
RESPONSIBILITIES AND OBLIGATIONS
The primary objective of this role is to ensure security technical management whereby current and future CCTVs technical impact assessment issues are dealt with efficiency and effectiveness thereby ensuring adherence to our local bylaws and ensuring a security coverage is always on acceptable standard for all within the SEZ and surroundings. Below are some requirements for the Security Technical Manager (STM) operational and functionalities however not limited to and as determined by the Security Manager:
  • Perform basic technical implementation tasks, such as customer configuration updates and reviewing the quality of customer integrations.
  • Conducting TSCM surveys and inspections to monitor for evasive radio frequency signals and perform a wide variety of physical and technical security related functions at Abbott facilities inspecting for technical penetrations, hazards, and physical security weaknesses that could result in the unauthorized access to sensitive material and proprietary Intellectual Property belonging to CDC.
  • Lead assessment and communication of top security risks
  • Manage information security portfolio of initiatives and roadmap, including long term strategic initiatives short term projects.
  • Manage high visibility cross-functional projects and ensure on-time execution and delivery.
  • Build in transparency and efficiency in project execution, while leading prioritization, conflict resolution and continuous forward movement
  • Ensure clear and periodic communication throughout project / program lifecycle to various internal and external stakeholders, including senior executives.
  • Identify and generate metrics to measure value delivery and drive improvements.
  • Manage vulnerability governance process across various Engineering and IT teams.
  • Drive process improvements across the various security and external teams
  • Implements and oversees processes, programs, and tools to support information assurance, regulatory compliance with the 3rd party/vendor risk management team, and executes internal control, governance, and risk management activities to ensure secure delivery of internal initiatives.
  • Monitors and analyzes technology risk trends and advises IT and business management regarding appropriate IT policies, procedures, and practices with the goal of safeguarding information assets, strengthening internal operations, and achieving strategic objectives.
  • Leads, develops, and maintains the Physical Security IT risk management strategy.
  • Ensure all software propriety systems procurement for CDC Physical security operations.
  • Liaison with local emergency authorities and propose technical solutions on crime related matters affecting the SEZ.
  • To update management and resolve any technical systems failure within the relevant priority fix and repairs guidelines.
  • Update and maintain new and current system software to commission new and existing project.
  • Use technical engineering concepts including software to trouble shoot complex faults with aim of ensuring systems down time is minimum.
  • Responsible for several components of project or a complex component of a larger project.
  • Fully developed professional able to work without direct guidance or daily direction from others.
  • Works independently applying in-depth knowledge of multiple Information Security technologies (IDS/Firewalls/Anomaly Detection), as appropriate.
  • Performs sophisticated analysis of Information Security related logs and log data to surface potential Information Security risk and concerns for resolution.
  • Have the ability to identify business problems and work across organisational boundaries and develop program/product technology strategies.
  • Have a technical consulting background and experience, driving programs via communicating and influencing internal stakeholders, external customers, partners, system owners, and/or technology partners.
  • Be comfortable working within a fast pace, fast changing dynamic environment to complete objectives/ goals.
  • Have a strong understanding of security/cyber principles and associated technology risk management.
  • Experience in designing and implementing an overall security architecture (e.g., logical, physical, system integration)
  • Strong experience in solutions design, defining and/or implementing security technologies, and solutions to deliver information security & other IT capabilities across multiple layers of the IT architecture.
  • Threat Intelligence and Modelling
  • Security technologies (e.g., firewalls, security event monitoring, intrusion detection and prevention, malware detection)
  • Application security System Development Life Cycle (SDLC)
  • Software programming, new product design and development
  • Compilation of detailed product specifications documents and recommendation for acquisitions of security systems both software and hardware
  • Prepare monthly reports on technical issues, damages, and redundant security systems.
  • Monitor all installations, maintenance, repairs and provide timeous report.
  • Digitisation of all security working documents.
 
STANDARD COMPLIANCE DUTIES
Furthermore, the incumbent has to be aware that:
  • You are aware of and have access to the CDC’s SHEMS.
  • You are aware of your responsibilities and duties as laid out in the CDC’s SHEMS.
  • You are aware that you work in a safe and environmentally friendly manner.
  • You ensure that the company’s housekeeping standards are maintained throughout your area of responsibility.
  • You report any unsafe conditions or acts which you cannot rectify yourself to your SHE representative or to the Senior SHE Project Manager as soon as possible.
  • You report all SHE incidents which occur within your area of responsibility promptly and in the correct format.
  • You are totally familiar with your responsibilities in terms of the CDC’s emergency plan.
  • You communicate to the Senior SHE Project Manager any required changes to the SHEMS prior to implementing these changes.
  • You timeously complete and correctly record any corrective action which needs to be taken to rectify a SHE matters.
  • You give full co-operation to, and participate in (as required), the CDC’s internal and external SHEMS audits.
You have the authority to:
  • Immediately stop any person(s) on CDC property from committing an unsafe or destructive act or omission.
  • Take whatever immediate steps you deem necessary to prevent injury or environmental damage when confronted with an unsafe or destructive condition.
Additionally, ensure that:
  • During your period of employment and subsequent thereto, you shall keep confidential and shall not make use of, directly or indirectly, and shall not disclose any of the CDC’s trade secrets or confidential information or those of its subsidiary or associate companies or those of other persons who have made disclosures to the CDC under conditions of confidentiality, other than to persons authorised by the CDC or those employed by the CDC who are required to know such secrets or to have such information for the purpose of their employment with the CDC.
  • You shall not, without the written permission of the CEO, be directly or indirectly employed for gain in any business or pursuit other than that of the CDC. Such permission will be granted only if the CEO is satisfied that the activity is not in conflict with the CDC’s interests, and that the Employee’s ability to fulfil his/her duties to the CEO satisfaction will not be impaired.
  • It is conditional that you and/or no immediate relative or member of my household be employed by an organisation in direct competition with the CDC, without the CDC’s written approval. COMPETENCIES AND REQUIREMENTS
  • National Diploma in Computer Science, Information Systems Management, Engineering, any related technical field of study or equivalent;
  • Minimum of 5 years experience in a similar environment;
  • A minimum of code 08 Driver’s Licence;
  • PSIRA registered;
  • Knowledge of Physical Security Information Management Systems (PSIMS) - (Access/IDS/CCTV/AI);
  • Computer Literacy and Administration skills;
  • Excellent problem-solving skills;
  • Good communication and interpersonal skills;
  • Strong attention to detail and well organized.

ACCOUNTABILITY
The Assistant Manager: Processes & Systems is accountable to the Programme Manager – Technical Procurement of the Coega Development Corporation (CDC).
MANDATE
The Assistant Manager: Processes & Systems is mandated by the Chief Financial Officer (CFO) to take responsibility for the development and maintenance of procurement processes and systems of the CDC, under the direction of the Programme Manager – Technical Procurement.
 
DESCRIPTION
 
RESPONSIBILITIES AND OBLIGATIONS
The Assistant Manager: Processes & Systems is responsible for two key functions: first, developing and maintaining the workflow processes and systems that support the procurement process of goods and services, including construction works, in line with the regulatory framework, i.e. CDC policies, Treasury prescripts, CIDB prescripts, etc., to ensure efficiency and compliance; and second, acting as the Procurement Officer for designated Business Unit/s, managing its /their procurement activities from planning to execution. The key responsibilities include the following:
Workflow Development
  • Develop draft workflow process flows in MS Visio in line with CDC policy, procedures and relevant prescripts.
  • Consult with stakeholders to finalize workflow processes.
Timeline schedules
  • Develop draft timeline schedules in MS Project for procurement processes.
  • Consult with stakeholders to finalize timeline schedules.
Systems Development
  • Develop templates to promote standardization in the procurement process.
  • Develop spreadsheet-based tools to support the procurement process.
  • Research solutions to enhance automation of spreadsheet-based tools and solutions.
  • Assist ICT in the development of web-based and other applications to support the procurement process.
Capacity Building
  • Share information with clients on new systems developments, lessons learnt, common errors, etc.
  • Conduct regular workshops and/or demonstrations with internal clients on the use of tools and applications.
Advisory Services
  • Provide guidance to SCM on the use of tools and applications.
  • Prepare procedures for the use of tools.
  • Support internal clients with ad hoc queries.
  • Support internal clients with trouble-shooting of spreadsheet-based tools.
Sourcing and Supplier Management:
  • Identify potential suppliers and conduct negotiations to secure advantageous terms.
  • Evaluate and compare supplier proposals and make recommendations for approval in line with the CDC thresholds as outlined in the Delegation of Authority Document.
  • Maintain strong relationships with existing suppliers to ensure a reliable supply of goods and services. This includes monitoring supplier performance, addressing issues, and working collaboratively to improve procurement processes and quality of Service Providers awarded contracts by the CDC.
Contract Negotiation:
  • Negotiate contracts and agreements with suppliers to secure favourable terms and conditions.
  • Ensure compliance with legal and regulatory requirements in all contracts.
Cost Management:
  • Identifying cost-saving opportunities and negotiating favourable terms with suppliers. This involves analyzing market trends, conducting price comparisons, and leveraging the organization's purchasing power to secure competitive prices.
Procurement Process:
  • Manage the end-to-end procurement process, from service request to contract award.
  • Ensure compliance with organizational policies and procedures.
Market Research:
  • Staying informed about market trends, innovations, and changes in the public procurement industry.
  • Conduct market research to identify new suppliers.
Risk Management:
  • Identify and mitigate potential risks in the procurement process.
  • Develop contingency plans to address unforeseen issues.
Reporting within SCM:
  • Providing regular reports to the Procurement Manager on procurement activities and their impact on the CDC’s revenue generation and flag any areas requiring management intervention to improve turnaround times.
Cross-Functional Collaboration:
  • Collaborating with various Business Units within the CDC to align procurement activities with broader organizational objectives and to address various departmental needs.
Ethical and Legal Compliance:
  • Ensuring that all procurement activities adhere to CDC procurement policy and procedures, public procurement prescripts and ethical standards. This includes promoting fair competition, preventing conflicts of interest, and maintaining transparency in supplier relationships.
 
REQUIREMENTS
  • Relevant Degree/Diploma in Supply Chain Management any related, or equivalent;
  • Minimum 5 years proven experience as a Procurement Officer or in similar role;
  • Experience in public sector procurement processes and reporting standards;
  • Demonstrated experience in using or implementing procurement systems;
  • Exposure to or involvement in process mapping, Standard Operating Procedure development, or workflow optimization projects;
  • Knowledge of the PFMA, BBBEE Act, PPPFA and Transformation Charters;
  • Strong analytical skills and attention to detail;
  • Advanced level skills in MS Excel and the development of spreadsheet models;
  • Intermediate level skills in MS Word, MS Visio & MS Project;
  • Familiarity with digital procurement platforms and automation tools;
  • Basic systems analysis and process improvement capabilities;
  • Strong planning and coordination skills;
  • Self-discipline and high motivation;
  • Personal credibility and professionalism;
  • Good presentation, report writing and communication skills;

​HANDYMAN OPERATIONS: PROPERTY DEVELOPMENT ESTATE AND MAINTENANCE

 
ACCOUNTABILITY
To administer, coordinate, and implement all onsite technical and maintenance-related activities, carry out administrative work, and provide feedback and information to the Facilities Manager for CDC-owned buildings. This also includes coordinating onsite activities and completion of paperwork by service providers/contractors.
 
MANDATE
Ensures that the sites are maintained in a good operational manner. Provides timeous updates of the progress on tickets and calls logged on the system to the Facilities Manager responsible for the site.
 
DESCRIPTION
 
KEY PERFORMANCE AREAS
 
Technical and Maintenance Activities:
  • Ensures that the sites are maintained in a good operational manner.
  • Provides timeous updates of the progress on tickets and calls logged on the system to the Facilities Manager responsible for the site.
  • Performs routine on-site inspections to ensure that service providers and contractors adhere to the CDC’s codes, quality, safety and contractual requirements.
  • Conducts routine maintenance and as well as preventative and planned maintenance activities.
  • Provides first line tiling, basic electrical, carpentry and plumbing maintenance work, (including repairing broken locks, doors and replacements of fused bulbs etc)
Ohs / She Compliance:
  • Cleans and maintain work areas, including machinery and tools, to ensure a safe working environment.
  • Ensures all installations, repairs and maintenance meets SHE specifications and requirements.
  • Ensures all installations, repairs and maintenance meets the requirements of the relevant codes and standards
Administration:
  • Files and submits routine maintenance-related inspection sheets.
  • Provides recommendations and sound technical advice to tenants and professional staff on identified maintenance-related matters.
  • Submits orders as required.
  • Reconciles water meter readings with the metro readings in order to manage wasteful expenditure or identify leaks on the system, and submits to the Utilities department for processing                                                                            
 
COMPETENCIES AND REQUIREMENTS
  • Matric (National Senior Certificate, NQF 4) or equivalent.
  • National Certificate (NQF 4) / Trade Test Certificate as a Handyman / Electrician / Carpenter / Plumber / Builder.
  • 2 years of Handyman experience within a building environment.
  • Ability to carry out all technical-related activities (first-line maintenance).
  • A generalist / maintenance all-rounder with the ability to work with onsite personnel including Security.
  • Experience as a Caretaker.
  • Basic knowledge of maintenance procedures and relevant tools.
  • Good communication skills.
  • Problem-solving.
  • Basic to intermediate proficiency in MS Office.
  • Strong work ethic (honesty, reliability, trustworthiness, attention to detail, confidentiality).
  • Valid Code B or EC driver's license.
 
COMPLIANCE AND ETHICS 
The incumbent is required to: 
  • Uphold the CDC’s Code of Conduct and Ethics Policy, demonstrating ethical behaviour and contributing to good corporate governance. 
  • Actively participate in and adhere to the CDC’s Quality, Safety, Health, Environmental, Information Security and IT Service Management System (SHEMS) policies and procedures. This includes a responsibility for identifying and reporting potential risks and incidents related to safety, security, and quality, and for contributing to the ongoing improvement of the CDC's SHEMS. 
  • Be familiar with and adhere to the CDC emergency preparedness plans.
  • Maintain confidentiality regarding CDC trade secrets and Information Security policies.
