DEPUTY CITY MANAGER: FINANCIAL SERVICES
PERMANENT APPOINTMENT

ANNUAL TOTAL REMUNERATION PACKAGE: NEGOTIABLE IN TERMS OF GOVERNMENT GAZETTE NO. 37500 OF 29 MARCH 2014; PLUS PERFORMANCE BONUS.
REQUIREMENTS: • A Grade 12/Matric Certificate • At least an NQF Level 7 in the field of Accounting, Finance or Economics, or Chartered Accountant (SA) • A post graduate NQF Level 8 qualification is essential • A Master’s degree (MBA/MBL) will be an added advantage • 15 years’ experience, of which at least 7 years’ must have been at a senior management level in a municipal environment • Verifiable experience to manage a municipal financial environment, at least a Grade 5 Municipality upwards • Proven ability to engender at least one clean audit managing corroboratively within a municipal environment• Demonstrate ability to manage a financial environment at a Treasury non delegated Municipality • A valid driver’s licence • MFMP or Certificate of Competency against minimum competency levels of 2007 issued in terms of the MFMA under Government Notice No. 493 in Government Gazette No. 29967 of 15 June 2007 • Proven experience in successful institutional transformation in the public or private sector • Advanced understanding of Council operations and delegation of Powers.
KNOWLEDGE: • Advanced knowledge and understanding of relevant policy and legislation • Advanced knowledge and understanding of institutional governance systems and performance management• Extensive knowledge of Financial services • Good knowledge of Supply Chain Management Regulations and the Preferential Procurement Policy Framework Act,2000 (Act No.5 of 2000) • Knowledge of good governance • Knowledge of Financial related legislation • Knowledge of coordination and oversight of all specialised support functions.
KEY PERFORMANCE AREAS: • Lead and direct the Financial Services Department (Budget, Revenue and Supply Chain Management) • Implement an Integrated Development and Strategic goals of the budget and treasury • Implement a Service Delivery Budget Implementation Plan • Prepare and implement the Municipal budget • Prepare Annual Financial Statements and other legislative financial management reports • Perform duties and functions delegated to the Deputy City Manager (Financial Services) by the Municipal Financial Management Act • Manage efficient provision of Municipal services • Establish, operate and maintain support structures, processes and systems • Provide visionary and innovative leadership to diverse workforce, to ensure optimal utilisation of the Council’s resources in terms of implementing its strategic objectives articulated in the IDP and in the fulfilment of its legislative mandate • Provide support and advice to Council and City Manager.

Appointment is subject to the signing of an employment contract and performance agreement in terms of Section 56 of the Municipal Systems Act. The appointment and Conditions of Employment will be in accordance with the applicable and relevant local government legal framework.
