Job purpose
To provide effective secretariat services to the Mayoral Committee and the Executive Mayor’s strategic meetings, and to perform related administrative functions and sequences
Appointment requirements
- T11: Grade 12 and studying towards a career-related tertiary qualification
- T12: An appropriate three-year career-related tertiary qualification (degree or national diploma) in a study field related to the position
- At least two years’ relevant working experience in secretariat support to various committee and subcommittee sittings
- A valid Code B driving licence
- Computer literacy (good working knowledge of the Microsoft Office package)
- Must undergo a criminal record check and such a person shall allow their fingerprints to be taken by the Tshwane Metro Police Department at own cost
- Willingness and ability to work after hours

Primary functions
- Provide secretariat support to the Mayoral Committee and Executive Mayor’s strategic meetings, and perform related administrative functions and sequences
- Coordinate specific logistical requirements associated with convening meetings
- Guide and capture discussions accurately through minute-taking during meetings in accordance with the different terms of reference
- Formulate recommendations and resolutions in accordance with decisions of the Executive Committee and subcommittees
- Develop action plans for the implementation of resolutions

Job purpose
To manage an executive secretariat service to the Office of the Executive Mayor
Appointment requirements
- An appropriate career-related tertiary qualification (three-year national diploma or degree) in Public Administration, Management or any other study field related to the position
- At least nine years’ working experience in administrative support services with four years of managerial experience
- Compliance with MFMA unit standards as prescribed by Regulation 493 of 15 June 2007, as published in Government Gazette 29967 of 15 June 2007, will be an added advantage
- A valid Code B driving licence
- Computer literacy

Personal attributes and/or competencies
Sound knowledge of the relevant legislation that governs employment practices, such as the Local Government: Municipal Finance Management Act, 2003 (Act 56 of 2003), Employment Equity Act, 1998 (Act 55 of 1998), Skills Development Act, 1998 (Act 97 of 1998), Basic Conditions of Employment Act, 1997 (Act 75 of 1997) and Labour Relations Act, 1995 (Act 66 of 1995); knowledge of corporate governance; in-depth understanding of government strategic thinking and policies in relation to human capital management and how these can practically be applied; considerable knowledge of modern policies and practices of public personnel administration; ability to understand and interpret policies and procedures and explain these to others; ability to efficiently and effectively administer personnel systems; ability to establish and maintain effective working relationships with employees, City officials, labour unions and the general public; knowledge of the principles and practices of municipal budget preparation and administration; ability to plan activities, goals and objectives of staff members and the department and monitor compliance to same as dictated by group policy; knowledge of the principles and practices of project management; being a healthy person; ability to work long hours and meet deadlines; ability to visit outside the workplace if and when needed or attend meetings after hours

Job purpose
- To manage the compilation of agendas and logistical arrangements for the Mayoral Committee and other meetings of the executive
Appointment requirements
- An appropriate career-related tertiary qualification (three-year national diploma or degree) in Public Administration, Management or any other study field related to the position
- At least eight years’ working experience in administrative support services
- Supervisory experience will be an added advantage
- A valid Code B driving licence
- Computer literacy
- Must undergo a criminal record check and such a person shall allow their fingerprints to be taken by the Tshwane Metro Police Department at own cost
- Competency requirements of the post
- Good written and verbal communication skills; advanced management skills; ability to work under pressure; basic background of property law and principles; advanced knowledge of the MPRAA; basic knowledge of other legislation relevant to local government; ability to cope with stress
Primary functions
- Compile agendas and logistical arrangements for the Mayoral Committee and other meetings of the executive
- Ensure the accurate recording of deliberations at various meetings and compile minutes from the meetings
- Ensure that statutory requirements and applicable legislation are complied with
- Oversee the work of committee secretaries
- Ensure a climate conducive to promoting and sustaining motivational levels, productivity and performance by directing and controlling outcomes associated with the use, productivity and performance of personnel within the section
- Monitor and control the section budget so that income and expenditure are in line with Council requirements
- Ensure the rendering of a secretariat service to the Mayoral Committee and other meetings of the executive
- Arrange Mayoral Committee meetings and other meetings of the executive
- Coordinate correspondence (two or more departments or directorates involved)
- Arrange all logistical matters pertaining to presentations to be made at Mayoral Committee meetings and other meetings of the executive
- Arrange all budget conferences organised by the Mayoral Committee for all councillors
- Ensure that the City of Tshwane complies with acts of Parliament and government regulations
- Thoroughly edit and fine tune all reports emanating from different departments to ensure that all relevant information (such as comments from the relevant department) are included before the inclusion of the reports in the Mayoral Committee agenda
- Ensure that the confidentiality of politically sensitive materials and information emanating from the Mayoral Committee are not disclosed
- Coordinate and monitor the printing of Mayoral Committee agendas and other meetings of the executive
