REQUEST FOR EXPRESSION OF INTEREST FROM A NURSING AUXILIARY/ENROLLED NURSING ASSISTANT (1 POST); COMMUNITY HEALTH NURSE (1 POST) AND ADMINISTRATIVE OFFICER (1 POST) TO MANAGE THE CLINICAL AND OPERATIONAL ASPECTS OF A PRIMARY HEALTHCARE CLINIC IN A DEFINED GEOGRAPHIC AREA IN TSHWANE: SIX MONTH PERIOD WITH EFFECT FROM 1 JANUARY TO 30 JUNE 2019
NURSING AUXILIARY/ENROLLED NURSING ASSISTANT
In support of the National Health Insurance (NHI) pilot programme that aims to improve access to high quality public sector healthcare services, the City of Tshwane has embarked on an initiative to improve and expand access to healthcare services by contracting a Nursing Auxiliary/Enrolled Nursing Assistant to render services to the community and households.
QUALIFYING CRITERIA
- Registered with the Nursing Council as a Nursing Auxiliary
- Must be acquainted with standard operating procedures and policies of the primary healthcare standard treatment guidelines
- Must have working experience at primary healthcare facilities
- No criminal record or dismissal for misconduct at a previous place(s) of work
PRIMARY FUNCTIONS TO BE PERFORMED PER DAY, FROM MONDAY TO FRIDAY
The Nursing Auxiliary/Enrolled Nursing Assistant will be responsible for the rendering of basic functional primary healthcare services within the following statutory scope of practice:
Providing basic nursing care and treatment to patients with stable and uncomplicated health conditions in all settings
Providing healthcare to patients with complicated health problems or unstable conditions under the supervision of a professional nurse
Providing basic emergency care
Assessing and screening health status through basic observation, interaction and measurements
Developing nursing care plans to meet basic health and nursing needs
Managing all aspects of delegated nursing care
- Weighing babies, children and adults
- Measuring temperature of adults, babies and children
- Measuring blood pressure
- Testing urine
- Testing haemoglobin
- Obtaining specimens (e.g. sputum)
- Doing pregnancy tests
- Testing blood glucose (finger prick only)
- Doing eye testing
- Nebulising patients
- Collecting sputum
- Taking pap smears
Maintaining continuity of care through reporting and communicating with caregivers and members of the healthcare team
Obtaining a complete medical history of clients according to protocol
Giving informal demonstrations to patients, peer groups and students
Executing tasks with regard to the PHC package of services
Issuing ready-packed and labelled family-planning medicine
Administering intramuscular injections (immunisation)
Handling wound care
Referring patients to professional nursing practitioners
Recording patients retained in clinic-retained records
Recording medical results in pathology and patient record files
Rendering basic reception tasks in the absence of the clinic clerk, for example drawing and filing client records
REMUNERATION: R186 859,00 per annum
The Nursing Auxiliary/Enrolled Nursing Assistant will be contracted through a City of Tshwane contract.

COMMUNITY HEALTH NURSE
In support of the National Health Insurance (NHI) pilot programme that aims to improve access to high quality public sector healthcare services, the City of Tshwane has embarked on an initiative to improve and expand access to healthcare services by contracting a retired Community Health Nurse to render services in a PHC clinic.
QUALIFYING CRITERIA
- Registered with the Nursing Council as a Professional Nurse
- Must be acquainted with standard operating procedures and policies of institutional pharmacy and primary healthcare standard treatment guidelines
- Must have working experience at primary healthcare facilities
- No criminal record or dismissal for misconduct at a previous place(s) of work
PRIMARY FUNCTIONS TO BE PERFORMED PER DAY, FROM MONDAY TO FRIDAY
The Community Health Nurse will be responsible for rendering basic functional primary healthcare services that are part of a PHC package that was defined following detailed consultation with national experts and provincial staff and entails the following services (broadly outlined):
- Women’s reproductive health
- Management and prevention of genetic disorders and birth defects
- Integrated management of childhood illness (IMCI)
- Immunisation
- Adolescent and youth health
- Management of communicable diseases
- Sexually transmitted infections
- HIV/AIDS
- Tuberculosis
- Trauma and emergency
- Victims of sexual abuse, domestic violence and gender violence
- Chronic diseases and geriatrics
Execution of PHC functions within the statutory scope of practice, which entail the under-mentioned actions with regard to all categories of PHC patients/clients:
- History taking
- Assessment
- Diagnosis of diseases/problem identification
- Clinical case management plan
- Evaluation and revision where indicated
- Recording (manually/computerised)
The activities reflected above further entail the independent execution of a combination of any of the under-mentioned functions:
- Consulting patients/clients
- Doing complete physical and psychosocial assessments of patients/clients assisted by diagnostic data and medical evaluations
- Interpreting and utilising assessment findings and problems identified so as to plan and provide appropriate care towards the patient’s optimal level of wellness; requesting the execution of certain diagnostic laboratory tests/samples as well as interpreting the outcome and executing certain interventions based thereon
- Counselling patients, for example on HIV, termination of pregnancy and adolescent conditions, for psychological support and assistance with acceptance of problems or diagnosis and associated decision-making
- Prescribing and/or issuing medication within the framework of statutory requirements, protocols and procedures
- Managing medical emergency situations emerging from the daily execution of clinic functions and walk-in emergencies, for example cardiac respiratory cases and fractures, with appropriate case management
- Tracing of patients and their contacts
- Identifying/diagnosing statutorily notifiable communicable diseases and notifying the relevant authorities according to the Health Act
- Preventing and controlling communicable diseases through disease surveillance, case follow-up, disease outbreak control and prevention of epidemics; applying epidemiological principles
- Preventing medico-legal hazards through high-quality nursing practice and quality assurance measures
- Liaising with and referring patients to appropriate and relevant health professionals, outside agencies, institutional groups, resources and/or a higher level of care, i.e. hospitals
- Mediating between patients/clients and others through consultative exchanges on behalf of
patients/clients
- Implementing ethical codes of practice and decision-making and maintaining a professional code of conduct (ethical, professional and legal requirements)
- Executing medical and diagnostic procedures, for example HIV testing
- Implementing infection control measures according to policies and procedures to prevent health hazards in the workplace and among the public; applying other general health and safety mechanisms according to legislative and policy requirements
- Executing programmes/projects, for example HIV/AIDS and immunisation campaigns
- Recording and registering documents and other pertinent data in a concise manner and consistent with the approved system of documentation and legal requirements; ensuring an effective and continuous service
- Fostering good public relations while interpreting the philosophy, goals, objectives, policies and procedures to patients and the public (patient advocacy role)
- Demonstrating and maintaining effective/courteous relationships with consumers and acting to resolve consumer problems/complaints to the benefit of consumers and the image of the employer and the nursing profession
- Maintaining patient confidentiality as per statutory requirements
- Facilitating interdisciplinary collaboration
- Liaising with medical staff to coordinate medical and nursing management of patient care
- Collaborating with other members of the PHC team to optimise patient-care acts as patient-care facilitator
REMUNERATION: R333 914,00 per annum
The Community Health Nurse will be contracted through a City of Tshwane contract.

ADMINISTRATIVE OFFICER
In support of the National Health Insurance (NHI) pilot programme that aims to improve access to high quality public sector healthcare services, the City of Tshwane has embarked on an initiative to improve and expand access to healthcare services by contracting an Administrative Officer to render services to the community and households.
QUALIFYING CRITERIA
- Grade 12 or equivalent qualification
- Relevant experience in administrative support
- Computer literacy
- Code 14 driver’s licence with a professional driving permit (PrDP)
PRIMARY FUNCTIONS TO BE PERFORMED PER DAY, FROM MONDAY TO FRIDAY
The Administrative Officer will be responsible for driving the mobile clinic, rendering administrative support and record services in the primary healthcare clinic to ensure effective service delivery by:
- Providing a client reception, admission and appointment service:
- Admitting clients on computer or facility registers (where applicable)
- Making appointments with the hospital, private medical practitioners and other institutions
- Placing clients in the relevant queue
- Inserting and updating personal data on client records
- Retrieving and filing client records
- Applying archive procedures
- Receiving and filing X-ray reports on client records
- Tracing contacts
- Issuing reminder letter to attend service
- Recording client information for X-ray purposes
- Keeping an electronic register on TB patients
- Keeping a paper-based register on TB patients
- Preparing documents for defaulter tracing
- Requesting, tracing and transferring client records from other facilities according to prescribed procedures
- Computerising and recording client records transferred from one facility to another
- Tracing of lost records on request and making and sending duplicates thereof
- Arranging emergency transport/ambulances in case of facility emergencies on request of professional facility staff
- Maintaining facility registers and relevant statistical registers, eg laboratory registers and minimum data records
- Maintaining confidentiality in respect of all personal and medical client information
- Compiling and submitting an attendance register weekly to the Chief Community Health Nurse
- Preparing agendas, taking and typing minutes of meetings
REMUNERATION: R186 859,00 per annum
The Administrative Officer will be contracted through a City of Tshwane contract.
