DEPARTMENT: FINANCIAL MANAGEMENT
 
1 X MANAGER: CREDITORS MANAGEMENT - REF: FIN/HO/ACCS/CRED/001 (HEAD OFFICE)
 
REQUIREMENTS AND COMPETENCIES: Grade 12 plus B Degree in Financial Accounting/Management Accounting/ Cost Accounting or equivalent with atleast 4 years supervisory experience in a municipal financial management environment. An in depth understanding of Creditors Management including budget procedures and allocations. The incumbent must be in possession of valid Code EB driver’s license; Computer literate – Office applications.
 
RESPONSIBILITIES: Analysing operating expenditure trends and advice the Senior Management on possible monthly financial targets. Manage the processing and payment of invoices from contractors and suppliers. Ensure alignment of budget against invoices due for payment. Do quality assurance of information that goes into the Municipal Financial System and advice on any possible deviations. Ensure proper record keeping of all relevant documentation for future reference or for audit purposes. Ensure MSCOA compliance with regards to all processes followed/undertaken. Assessing the adequacy of internal controls and procedures related to creditors management and presenting recommendations outlining approaches aimed at improving controls and processes. Asses employee’s performance on quarterly and annual basis. Drafting and reviewing policies and by-laws to comply with legislation for the creditors management services in terms of the Local Government and Municipal Systems Act and ensuring implementation and compliance thereof.
 
SALARY SCALE: R 767, 555.09 – R999, 327.88 per annum (TASK GRADE 16)
 
 
 
 
 
 
1 X MANAGER: VALUATION – REF: FIN/HO/MVAL/VAL/001 (HEAD OFFICE)
 
REQUIREMENTS & COMPETENCIES: Grade 12 plus B Degree in Real Estate specialising in Property valuation or equivalent with atleast 4 years supervisory experience in municipal valuations environment. An in depth understanding of valuations of properties in terms of relevant legislation, general recognised valuations standards and methodologies. The incumbent must be in possession of valid Code EB driver’s license; Computer literate – Office applications. The incumbent must be registered with the South African Council for the Property Valuers Profession (SACPVP) as a professional valuer.
 
RESPONSIBILITIES: Provide professional guidance with respect to valuations and undertakes research for the valuations of all specialised type of properties, including income producing, non-income producing, commercial, industrial, agricultural, special, airspace, time share and servitudes. Communicating with the senior management and establishes critical property valuations priorities for implementation and providing inputs into the appropriateness of the property valuation strategy against planning policies, architectural trends and economic forces. Monitoring sequences with respect to the formulation of Property Valuations proposals, project mapping, scoping and providing guidance with respect to the interpretation of procedures and requirements. Determining and planning the physical location of maps, plans and drawings, sourcing information relating to conditions and activities in the property market, and analyzing sales transactions and trends over given periods. Monitoring, analyzing and interpreting information contained in aerial photography, cadastral compilations topographical maps, guide plans, building and general plans, and generating reports to support the valuations roll updating of information. Responsible for the compilation of the valuation roll, planning and coordinating Valuations undertaken by subordinates, maintaining sound records of property ownership/ sales data/ cadastral information/ building records/ etc, and maintaining the accuracy of the Valuation Roll. Responsible for the re-valuation of properties and ensuring that all statutory requirements are adhered to.
 
SALARY SCALE: R 767, 555.09 – R999, 327.88 per annum (TASK GRADE 16)
