REQUIREMENTS AND COMPETENCIES: Grade 12 PLUS B Degree/NQF Level 7 in Risk Management or equivalent qualification; Registration as Member of the Institute of Risk Management of South Africa will be an added advantage. An in-depth application of the principles, systems and regulations associated with specific acts of Local Government and broader policy regulations, as well as Risk Management with 4 years relevant experience at least 2 in supervisory level within Local Government environment. RESPONSIBITIES: Providing advice to heads of internal departments on the re-alignment of specific processes, roles and responsibilities to maintain compliance with statutory legislation. Preparing investigational and productivity reports referring to statistical data and qualitative information of the Section for consideration and inclusion into Council and Sub Committee reports. Coordinating revision of policies and procedures for the implementation of the compliance manual and its related activities to prevent illegal, unethical, or improper conduct. Collaborating with other internal municipal stakeholders such as Internal Audit, Legal services, etc. to direct compliance issues to appropriate existing channels for investigation and resolution. Consulting with municipal legal services as needed to resolve difficult legal compliance issues. Managing the performance risk assessment audit so that the chief Risk Officer and the performance committee can be informed of the different operations and department of the municipality. Coordinating the preparation of the relevant reports and documents necessary for carrying out an effective and efficient risk process. Making sure that the relevant risk committee authorities have timely access to records and all relevant information of the Municipality to enable them to perform their respective functions.

RESPONSIBILITIES: Monitoring and evaluating the application of occupational safety principles in the municipality. Capacitating all managers within the municipality on implementing Occupational Safety measures and providing advice on dealing with issues. Managing and controlling procedures and sequences associated with the implementation of the COID Act. Evaluating and presenting reports to the immediate superior detailing the section’s performance against specific measures. Discussing and/ or investigating workplace accidents/ incidents, seeking reasons from supervisory personnel on any non-compliance/ deviation and providing direction on courses of action for execution. RESPONSIBILITIES: Providing solicited and unsolicited advice on council secretariat administration related policy objectives. REQUIREMENTS AND COMPETENCIES: Grade 12 PLUS B Degree /NQF Level 7 in Insurance and Finance or equivalent qualification with 4 years relevant experience at least 2 at supervisory level in Insurance field. Associate Member (AIISA) or Fellow Member (FIISA) of the Insurance Institute of South Africa will be added advantage. (IISA) Continuous Professional Development (CPD) credits in line with FSCA. RESPONSIBILITIES: Designing and implementing insurance programs, assessing risk insurance programs, and reviewing policies/coverage to ensure proper protection. Supervising staff, conducting performance meetings, and establishing standard operating procedure (SOPS). Managing and updating the Municipality’s Insurance Portfolio by consulting the asset registers and liaising with the Insurance Brokers to ensure that all insurance risks are adequately covered Reporting on insurance claims to the Assets Management Officer for submission to the Management and Finance Standing Committee for information and decision-making, and ensuring that insurance claims are completed timeously. RESPONSIBILITIES: Coordinating the personnel movements and vacation leave of personnel in all the municipal departments and various regional centres in the municipality. Verifying personnel movement against the post establishment report and providing internal and external information of the post establishment. Coordinating the process and record keeping of new appointments and creating new employees on the payroll system to ensure accurate salaries are paid at the end of the month. Capturing personal information of the newly appointed employees in the system which includes department, occupation and post level, which is linked to salary scales, and to ensure that employees get paid by the end of the month. Giving and or review rights of existing users on payday system as per their Job description. REQUIREMENTS AND COMPETENCIES: Grade 12 PLUS National Diploma/NQF Level 6 in Human Resources Management/Industrial Psychology/Labour Relations/Legal Management or equivalent qualification with at least 3 years’ proven experience in initiating, cheering and representing the employer at Bargaining Council level. Candidate must have a valid driving license and applied computer literacy. RESPONSIBILITIES: Reporting directly to the Senior Labour Relations Officer. Provide advice on Labour Relation matters. Conduct investigations on reported cases and make recommendations. REQUIREMENTS AND COMPETENCIES: Grade 12 PLUS B Degree/NQF Level 7 in GIS Planning and Surveying / Geomatics /Town Planning 5 years’ relevant experience in management level in town planning and GIS database. The incumbent must have depth knowledge of a discipline or function with the ability to understand the significance of strategically important areas of the organization in the medium to long term and be in possession of valid driving license.
RESPONSIBILITIES: Providing solicited and unsolicited advice on Spatial Planning and GIS related policy objectives. Providing technical input to support Council in undertaking its obligations and to support management decision making as required. Providing leadership in reviewing decisions that have been made, with specific emphasis on governance and Spatial Planning and GIS management implications and/or alignment to relevant legislation, regulations and policies. Developing/Managing the development of models and scenario plans to support decision making processes. Designing a policy and strategy, ensuring that they are in line with all Spatial Planning and GIS, Local Government frameworks, Municipal Systems Act, MFMA; and catering for the municipality needs. Evaluating the environment of the municipality and comparing it with other municipalities. Presenting strategy and policy for Spatial Planning and GIS provision and needs to the General Manager. Providing input to council on responses to Spatial Planning and GIS planning, practices and procedures. Consulting with municipal Departments on legal matters as needed to resolve difficult legal compliance issues. Responding to alleged violations of rules, regulations, policies, procedures, and code of conduct working with municipal Departments by evaluating or recommending the initiation of investigative procedures. Providing reports on a quarterly basis and as directed or requested, to keep the management informed of the operation and progress of compliance efforts. Developing effective compliance training program, including induction training for new employees as well as ongoing training for all employees and managers working with Corporate Services department.
SALARY SCALE: R 974,405.00 – R 1,264,866.20 per annum (TASK GRADE 17)
1 X CHIEF ADMIN OFFICER: REAL ESTATE (HEAD OFFICE) REF NO: CIT/HO/REM/003
REQUIREMENTS AND COMPETENCIES: Grade 12 PLUS National Diploma/NQF level 6 in Property Management/ Real Estate Management or equivalent qualification with at least 3-4 years relevant experience at least in property management. The incumbent must be computer literate – Office application. Must be in possession of valid driving licence.
RESPONSIBILITIES: Processing the signing of Lease Agreement and electricity connection forms and arranging for payment of advance rent and housing deposit for assignment of leases. Updating the Lease Agreement to ensure that it is accurate by checking that all details are correct, and explaining rent payments and Lease Agreement to the tenant. Verifying that tenants comply with lease agreements through interviewing and issuing warning letters to defaulters. Processing rent/ instalment accounts by checking computer printouts daily and implementing laid down Council procedures on defaulters. Processing the termination of tenancies when tenants give notice to vacate the property or is evicted. Raising Debit note when tenants are responsible for cost of repairs, making arrangement for payments if necessary, and arranges to cancel Debit note when tenants disputing the cost.

1 X TOWN PLANNER ASSISTANT (HEAD OFFICE) REF: CIT/HO/LUM/LAND/009
REQUIREMENTS & COMPETENCIES: Grade 12 PLUS National Diploma/NQF level 6 in Town & Regional planning or equivalent qualification with at least 2-3 years relevant experience in municipal environment. Must be in possession of valid driving license.
RESPONSIBILITIES: Preparing, examining and commenting on developmental proposals (local/ site scale) with due consideration given to spatial, social, functional, temporal, morphological and perceptual dimensions impacting on design. Graphic presentation material to scale for the approval sequence, information and publicity purposes, including guiding divisional technical personnel on specific applications in respect of creating realistic impressions of the finished project.
Capturing and distributing applications for land use and land development on the town planning electronic approval system (TEAS). Executing site visits to investigate the potential impact of proposed land users and land developments. Coordinating and reviewing land use applications and site plans for compliance with Municipal Regulations and Statutory Compliance. Coordinating the preparation of proposals encompassing drawings, designs and cost estimates.
SALARY SCALE: R551,483.50– R715,886.16 per annum (TASK GRADE 13)
2 X BUILDING AND DRAINAGE INSPECTOR: (HEAD OFFICE) REF NO: CIT/CR/ADM/LUM/004/005
REQUIREMENTS AND COMPETENCIES: Grade 12 PLUS National Diploma/NQF level 6 in Building Science/Built Environment or equivalent qualification with at least at least 2-3 years, registration with relevant professional bodies will be added advantage. The incumbent must be computer literate – Office application. Must be in possession of valid driving licence.
RESPONSIBILITIES: Visiting specific work-sites and conduct inspections to establish that materials, the construction of the works and procedures are in accordance with approved design drawings, pacifications and statutory regulations (National Building Regulations and SANS codes of practice). Undertaking specific inspections at various stages of construction to check tolerances, compaction, etc., and compares findings with stipulated specifications/ requirements. Measuring and ensure conformity to specifications of screen walls, openings and interior angles and arches. Checking the use of protective materials and layers to prevent water penetration, crakes etc. Evaluating and comment on the adequacy of supporting structures, ventilation and waste water drainage systems. Informing the Senior Building Inspector on issues of non-compliance/ problems on site.
SALARY SCALE: R489,848.56 – R635,839.73 per annum (TASK GRADE 12)
