DEPUTY DIRECTOR: VALUATION SPECIAL PROJECT FOR 12 MONTHS 
 
The City of Johannesburg (CoJ), Group Finance Department has the following Project opportunity for a period NOT exceeding twelve (12) months. 
 
DEPARTMENT: Group Finance 
BRANCH: Property Branch 
DESIGNATION: Deputy Director: Valuation Special Project 
REMUNERATION: R899 127.21 (Annual Package) 
LOCATION: 66 Jorissen Place 
 
Minimum Requirements: 
• Degree in Information Technology or related at NQF 7 qualification. 
• The development of systems and software requires a broad knowledge of the information technology industry; problem identification and resolution and municipal policies and procedures to ensure the effective management of client specifications 
• 9 years’ experience in professional Information Technology experience including at least 3 year in a management capacity 
• Database and systems development (MS Access, MS SQL Server and IBM DB2 UDB) 
• Extensive knowledge of SQL 
• High degree of computer literacy 
• Microsoft.Net programming 
• Basics of SPSS 
• Report writing 
• Computer Literacy on SAP 
• Computer Literacy – Microsoft Office Applications – Word, Excel, PowerPoint 
 
Primary Function:
Development, maintenance, and enhancement of various property valuation models used by the valuation team in the valuation processes. 
Collation and interpretation of data from various sources to build valuation models. 
Continuous enhancement of the valuation models aligned to the business requirements and the Municipal Property Rates Act as amended. 
Property market research analysis to support the valuation process and development market information to aid valuers in the process of valuations. 
Compare/Analysis/streamline the various data sources to produce exception reports. 
 
Key Performance Areas: 
• Perform socio-economic analysis to inform the city’s valuation departmental targets and strategic goals. 
• Issue comprehensive and standard planning assumptions for the city. 
• Conduct and lead research initiatives to improve and enhance business operations such as existing property valuation systems and data. 
• Perform regression modelling and statistical analysis using systems such as SPSS to analyze large volumes of data in order to achieve project goals. 
• Lead and perform a cost-saving assessment to yield effective outcomes for various projects. 
• Prepare and submit reports. 
• Practice good governance and management. 
 
Leading Competencies: 
• Extensive knowledge about Local Governance Finance including the application of the Municipal Finance Management Act (MFMA) and the Municipal Property Rates Act 2004 as amended (MPRA). 
• Knowledge in econometrics or statistics, CAMA, data mining, coding to develop models, and extensive experience in utilizing those skills in a research environment. 
• Ability to analyses and interpret financial information. 
• Communication (verbal and written). 
• Problem-solving abilities; report writing; presentation and strategic orientation. 
• Organizational awareness alignment.
