UNIT HEAD (PROJECT MANAGER) SUBSTANCE ABUSE

• Registered with recognized and relevant regulatory councils/ bodies.

• Ten (10) years accumulative experience of which four (4) years in managerial field.
• Understanding and application of legislation related to the substance abuse field.

Primary Function:
Provide expertise in the field of substance abuse by leading, planning and managing key performance and impact driven indicators associated with the provision of integrated substance abuse response to local communities, stakeholders, civil society partners through the development of a multidisciplinary approach aimed at long term, sustainable programs in the city, coordination and implementation of business planning processes, performance management, monitoring and evaluation mechanisms with regard to the development and implementation of policies and strategies for the related programs.

Primary function:
Implement an integrated and professional social work service aimed at enhancing the social work service aimed at enhancing the social functioning of individuals, families, groups and communities affected by social ills such as food insecurity, illiteracy, ill-health, low income levels and broken family structures and other poor living environments, substance abuse, lack of access to developmental support services and building resilience against modern day social challenges using the community as a base for effective program planning and design, linkages to developmental programs in pursuit of pro-poor development which provides meaningful redress.
Key Performance Areas:
• Social research and planning are aimed at collecting demographic data, trends, patterns, assessing community needs and identifying assets within a given community to advocate and inform program planning.
• Intake services is a professional requirement aimed at collecting client information, case details and develop agreed upon planned interventions to address the presenting problem of both primary and/or tertiary clients.
• Group work is a professional service aimed at addressing the common needs of the clients, through support groups, therapeutic and educational groups.
• Community work services aimed at providing advocacy, empowerment, and developmental services to build community resilience. Integration and coordination of the provision of the professional social work integrated methods within a multi-disciplinary approach aimed at the holistic development of the individual, family, groups, and community.
• Crisis intervention of unplanned emergencies that require urgent attention or intervention as outlined in legislation like Disaster Management Act, Social Assistance Act, Childcare Act, Older Persons Act, CoJ policies or frameworks.
• Policy implementation consists of actively participating and providing professional services including knowledge and expertise for effective program implementation in line with approved CoJ policies and SOP’s.
• Social work student supervision forms part of continued professional development aimed at guiding students and social auxiliary workers in acceptable professional standards, ethics, and conduct.
• Social work administration of professional and confidential data management as regulated.

• Master’s degree in Social Science or other relevant field will be advantageous
• 7 - 9 years’ experience in development of Strategic Partnerships and IGR, on managerial level;
• Knowledge and experience must be extensive in Strategic Partnership and IGR development, and standards methodologies;
• Proven track record on Strategic Partnership and IGR development, and standards on latest projects and involvement thereof;
• Demonstrate experience in Project Management; and
• Must have a valid driver’s license.
Primary Function:
Direct and manage the Sub-Unit with regard to the department, directing and implementation of intergovernmental relations, strategic partnerships, and networking mechanisms in the Social Development Department.
Key Performance Areas:
• To direct, plan and develop objectives to ensure the identification and engagement of strategic partners to enhance the programmes and objectives of the Department.
• Establish, direct, lead, organize and control research activities in the field of Strategic Partnerships and Inter - Governmental Relationships (IGR) in order to determine trends and best practices within the various disciplines, locally, Nationally and Internationally and develop objectives to coordinate the development of research strategies in the Partnerships and IGR Sub-Unit.
• Lead, identify and define the immediate, short- and long-term objects/plans associated with the provision of Strategic Partnerships and services to the Department.
• Manages and monitors outcomes associated with the management and performance of personnel within the IGR and Strategic Partnership Sub-Unit.
• Direct, define and develop strategies, objectives and plans to coordinate IGR.
• Manages the implementation of financial controls/procedures and provides information to support financial planning processes in the Sub-Unit.
• Manages the implementation of procedures and systems associated with controlling document flow and quality systems/statutory and audit requirements regulating record keeping in the Sub-Unit.
• Strategically manage the budget and assets of the Sub-Unit.
