ASSISTANCE DIRECTOR: FINANCE

Minimum Requirements:
• Grade 12 / NQF level 4 plus BCom degree in Finance or Municipal Management or relevant NQF level 7 qualification.
• 6 - 8 years’ financial accounting experience with detailed knowledge of SA GAAP;
• Knowledge of GRAP /GAMAP will be n added advantage;
• Qualification and experience in terms of minimum competencies prescribed by National Treasury would be an added advantage;
• Preparation of annual financial statements in line with SA GAAP requirements;
• Preparation of monthly management accounts;
• Management of the external audit process;
• High levels of technical knowledge on financial systems, process and procedures.
Primary Function:
Provide a comprehensive and effective financial reporting service in compliance with MFMA and the Generally Recognized Accounting Principles to the department of Economic Developments Management and Stakeholders through the Finance and Procurement Directorates implementation of approved policies and procedures dictating financial reporting and recording requirements. Provide input into longer term objective setting and financial planning. Manage and execute accounting procedures associated with budget such that their finances are managed and reported accurately.
Key Performance Areas:
• Support the Deputy Director Finance in rendering the Finance and Procurement sub directorate to function efficiently and effectively in his /her absence.
• Identify the short to medium objectives of the directorate expenditure and income control functionalities;
• Manage and control the allocation of expenditure to correct votes / line -items;
• Manage and report on the implementation of specific procedures, systems and controls associated with key functional area embodies in the Finance and Procurement directorate;
• Manage application and sequences associated with recording, authorization and execution of expenditure transactions;
• Implement and coordinate the close -off procedures as well as the preparation of documents leading to the compilation of the department’s Annual Financial Statements;
• Coordinate the managing of Inter-and intra-company transaction.
