PERMANENT POSITION
 
This Vacancy is open to External Applicants AND Employees of the City of Johannesburg The City of Johannesburg seeks to fill an executive level position. Appointment in this position will be subject to the signing of a performance agreement, as well as disclosure of financial interests

Designation: Group Head: Strategic Supply Chain Management
Salary Range: R83 692.27— R104 613.95 — R130 764.68 pm (basic salary excluding benefits)
 
 
Appointment Requirements:
• A first degree and postgraduate qualification (NQF Level 7) in Supply Chain Management, Procurement, Finance or associated discipline;
• At least 10 year's relevant experience in Financial Management and budgeting and resource planning in either the public or private sector;
• Must have management experience;
• Thorough understanding of IT innovation in related industry/field and their potential application to the Unit function;
• Sound knowledge of the Municipal Systems Act 32 of 2000, Municipal Finance Management Act, 2004 and Municipal Fiscal powers and Functions Act, 2007; Companies' Act, VAT Act, Income Tax Act, Municipal Supply Chain Management, PPPFA and its latest regulations and BBBEEA;
• Sound knowledge of recent legislation, particularly relating to finance;
• Sound knowledge and ability to develop accurate, well-written and clear reports and documentation;
• Principles and practices of SCM and procurement administration;
• Principles and practices of municipal budget preparation and administration;
• Sound knowledge of Accounting policies, costing methodologies and ratio analysis;
• Sound knowledge of audit and risk management principles and practices;
• Principles and practices of administration and personnel management, supervision, training and performance evaluation;
• Knowledge of corporate governance;
• Transformation and change management ability;
• Business Acumen;
• Ability to read and interpret complex data, information and documents and analyse and solve problems;
• Ability to use math and mathematical reasoning;
• Ability to perform highly detailed work on multiple, concurrent tasks
• Ability to make high-risk decisions of a long-term and strategic nature;
• Comply with the MFMA unit standards as prescribed by Regulation 493 of 15 June 2007, as published in Government Gazette 29967 of 15 June 2007;
• No criminal record (excluding previous conviction/s relating to political activities in the previous dispensation);
• Will undergo security vetting;
• Regularly required to work after hours and spending time away from home; and
• Computer literate.
 
Primary Function: Responsible for the City's Supply Chain Management policy, approach, strategies, operations and administrative procedures, guidelines and standards, including contract administration.
 
Key Performance Areas: The incumbent is responsible and accountable for Capital Expenditure Monitoring and Oversight; Capital Expenditure Project Information Systems; Project/Contract Commercial Return on Investment; Group Procurement Office (procurement and disposal of goods and services); Group SCM Policy and Compliance; Group SCM risk management and controls; Administration management; Business Management of the Unit; People Management.
