DIRECTOR: ORGANISATIONAL DEVELOPMENT 
DEPARTMENT: Group Corporate and Shared Services 
BRANCH: Group Human Capital Management: Organisational Development 
DESIGNATION: Director: Organisational Development 
REMUNERATION: R67 622.85 pm (basic salary, excluding benefits) 
LOCATION: 158 Civic Boulevard, Metro Centre, Braamfontein 
 
Minimum Requirements: 
• Matric Certificate plus a bachelor’s degree in Business Administration, Human Resources, Organisational Development (OD), / Human Resources/ Human Behaviour, Human Psychology, or related field at NQF level 7. 
• Organisation & Work Study Certificate / Management Services Certificate or Diploma. 
• Minimum of 10 years Human Resource Management experience in a senior role followed by significant leadership experience in Organisational Development with a strong appreciation of the interplay between OD and Human Resource Management. 
• Knowledge of the local government environment. 
• Knowledge of City’s strategy (IDP), prescribed Methodologies, Legislation, Policies and Regulatory Frameworks 
• In-depth knowledge of organisational development principles, techniques, tools and how they can be practically applied. 
• Must have code 8 driver license. 
 
Primary Function:
Responsible for strategic planning, leading, directing and monitoring the implementation of OD, IDP programmes and ongoing interventions that foster a total systems approach to ensure alignment of business processes, systems, structures, people and organisational culture within the City’s vision, mission, and strategic priorities. Ensuring strict adherence to organisational development legislative and policy framework throughout the City. 
 
Key Performance Areas: 
• Contribute to the development of the Department and the Branch’s strategic planning process. 
• Lead the Directorate’s Service Delivery and Budget Implementation Planning (SDBIP) process. 
• Ensure sound directorate financial planning and budgeting processes. 
• Lead and facilitate the directorate’s performance management planning processes. 
• Lead and manage the development of the directorate’s Individual Learning Plans (ILPs). 
• Ensure effective and efficient operations in the directorate. 
• Ensure adherence to processes, procedures, systems, and policies. 
• Leading the recruitment, selection and placement processes for sourcing of suitably qualified staff for the directorate. 
• Provide sound leadership for the achievement of the directorate’s objectives. 
• Direct the delivery of the organisational development functions. 
• Implement good governance and effective risk management systems. 
• Ensure effective control of the directorate’s human and financial resources. 
• Ensure effective directorate assets management and control. 
• Ensure effective management of specific administrative and reporting requirements associated with the directorate and individual performance.

• Demonstrate experience in organisational development, with specific reference to organisational design, strategic workforce planning, organisational effectiveness and change management particularly those areas that relate to the needs of a rapidly growing and changing organization. 
• Programme and project management. 
• Research methods and principles. 
• Facilitation skills. 
• Excellent verbal (including presentation and public speaking) and advanced written communication (MS Visio, MS PowerPoint, MS Word, MS Excel). Computer literacy on basic Microsoft and Org Design programmes.
