CONSULTANT: ORGANISATIONAL DEVELOPMENT
DEPARTMENT: Group Corporate & Shared Services

DESIGNATION: Consultant: Organisational Development
REMUNERATION: R29 850,81 pm (basic salary, excluding benefits)
LOCATION: Metropolitan Centre, 158 Civic Boulevard, Braamfontein
Minimum Requirements:
• Grade 12 plus a 3 – 4-year Degree in Management Services or any Organisational Development related Degree at NQF level 7 PLUS a Diploma/Certificate in Work-Study or Management Services;
• 3 - 5 years' relevant experience in the Organisational Development environment;
• Must have a valid Code 8 driver’s license.
Primary Function:
Lead and manage the provision of strategic, tactical and operational Organisational Development interventions aimed at enabling departments and municipal entities to become more effective and efficient in delivering on their core mandate. Provide directive advice, guidance and oversight to executives, human resource department and managers with the aim of improving efficiency, drive revenue growth and retain talented employees through OD interventions.
Key Performance Areas:
• Implement Organisational effectiveness throughout the City;
• Conduct organisational design interventions citywide to align departmental structures with its objectives;
• Assist in managing the effects of change within the City;
• Implement Workforce Planning initiatives;
• Implement efficiency and effectiveness initiatives (i.e. productivity, BPR, etc.);
• Identify the objectives of job analysis and design;
• Prepare and introduce the job analysis;
• Conduct the job analysis;
• Develop job descriptions and job specifications;
• Identify critical components;
• Collect information about the job;
• Specify the qualification standard of a given job;
• Maximise the productivity of the section by optimising the effectiveness of its systems in order to enable achievement of objectives of the Sub Directorate;
• Safeguard and maintain the proper use of all assets;
• Comply with all relevant legislative frameworks including the City’s Code of Ethics, manage and mitigate risk effectively;
• Provide quality reports on the functions and performance of the section which are factual, accurate and complete; timely, and contributes to and supports the overall requirements of the Sub Section.
Leading Competencies:
• Analytical skills e.g. to assess the financial and operational implications of business based decision and actions;
• Good facilitation and presentation skills;
• Negotiation, innovation and initiative skills;
• Project management;
• Good communication skills (verbal and written), Conflict Resolutions skills;
• Emotional Intelligence.
Core Competencies:
• Sound knowledge in providing strategic advice and solutions on a range of Organisational Development;
• Significant experience and knowledge in facilitating workshops and forums;
• Significant experience and knowledge in researching best practice and comparison industry organisational development trends and providing appropriate recommendations;
• Demonstrated consulting and relationship experience at operational level;
• Understanding of strategy, prescribed methodologies, legislative, and regulatory frameworks governing a municipality;
• Principles of organisational development related principles.
