MANAGER: COLLECTION DEVELOPMENT 
DEPARTMENT: Community Development 
BRANCH: Library and Information Services 
DESIGNATION: Manager: Collection Development 
REMUNERATION: R42 403,58 pm (basic salary, excluding benefits) 
LOCATION: 22 Solomon Street, Vrededorp 
 
Minimum Requirements: 
• Grade 12 plus a Four-year tertiary library qualification, BBibl or equivalent at NQF level 7 (480 Credits); 
• 5 - 10 years’ professional library experience. 
 
Primary Function:
Coordinate and manage collection development city-wide within the context of facility development. Evaluate relevant data and knowledge so as to be able to develop and coordinate facility planning and recommend policies in support of LIS Children, Youth and Adult Services. Monitor, evaluate and communicate the effect of policies, procedures, library standards and facility standards for Children, Youth and Adult Services. Manage the selection and procurement of operational capital items, repairs, and maintenance expenditure for LIS, as well as identified capital projects. 
 
Key Performance Areas: 
• Manage and control the implementation of city-wide collection development; 
• Ensure and manage LIS input into major operational projects and capital projects; 
• Support the operational services and development of facilities in terms of book collections through policies, regional support and new service development; 
• Coordinate and communicate LIS maintenance needs and issues; 
• Manage the human resources of the department; 
• Manage and control the financial functions of the Children, Youth and Adult Services section.

Minimum Requirements: 
• Grade 12 plus a Bachelor’s degree in Business Administration, Public Administration or Business Management (NQF level 7); 
• A post Graduate qualification in Public Administration or related field is preferred; 
• At least 10 years of experience at senior administration management level in a large enterprise; 
• Proven track record of providing a strategic support service to an executive at a similar level; 
• Experience in supervising multiple, diverse service functions simultaneously with a string supervisory and team leadership skills; 
• Ability to work with various levels of personnel in a fast-paced environment; 
• Experience compiling and managing budgets; 
• Excellent verbal and written communication skills; 
• Previous experience in National/Provincial/Local Government Policy, Legislation and protocols; 
• Business administration, public administration or a closely related field and fiscal management experience involving payroll, purchasing, and budgeting and supervisory experience or an equivalent combination of education and experience. 
 
Primary Function:
Ensure the provision of strategic, analytical, and administrative support and transversal business solutions to enable the Executive Director: Community Development and the reporting Units to deliver on their mandate effectively and efficiently. 
 
Duties will include; 
• Management and administration of the office of the Executive Director; provide executive support, administrative and secretarial services by developing, implementing and monitoring the relevant strategies, policies, procedures, systems and Standard Operating Procedures; 
• Manage information flow and correspondence through the Executive Director and Unit Head offices; administration management for the department; departmental planning and budget management; 
• Financial administration and reporting, procurement and expenditure management; 
• Performance management coordination in support of the Executive Director. 
• Develop support networks and contacts that will enhance the functioning of the Executive Director’s office and the department, to assist the department in delivering on their objectives.
