DESIGNATION: Group Head: Application Development & System Support 
REMUNERATION: R1 539 968,50 – R1 884 327,64 pa (all-inclusive cost to company) 
LOCATION: JD House, 27 Stiemens Street, Braamfontein 
 
Minimum Requirements: 
• Grade 12 plus Bachelor’s or Master’s Degree in Information Technology, Computer Science, Information Systems or related field (NQF level 7); 
• 10 to 15 years’ experience of IT and business/industry work experience, with at least 8 years of leadership experience in managing multiple, large, cross-functional teams or projects and influencing senior level management and key stakeholders; 
• Must have a valid driver’s license and own transport. 
 
Primary Function:
Oversee all activities that optimize the value, cost, and risk of application products both SAP and Non-SAP. Provide leadership, vision, and direction to the applications organization to ensure it will contribute to the company achieving its goals. Work with CIO and other IT leaders to develop overall IT strategy in the context of the business strategy and initiatives of the City and its MOEs. Define and enhance methodologies and practices for the application life cycle management in line with best practice and practical experience of continuous improvement, by providing support and facilitate innovative and experimental application work to test new ideas with bounced cost and time frames. Manage application group personnel, developing their skills and capabilities to meet the needs of the organization, as well as building on existing recruiting capabilities to address new needs and skills gaps. Ensure that National Treasury requirements in terms of mSCOA compliance is achieved, this includes both from SAP and Non-SAP perspective. 
 
Key Performance Areas: 
• Define a full system development life cycle management of programs; 
• Provide direction for technical and business resources; 
• Define the long-range strategy planning and manage policy development; 
• Provide leadership to cross-functional teams; 
• Lead the full systems life cycle process and be responsible for designing, coding, testing, implementing, maintaining and supporting application software;
• Prepare, monitor and control the annual departmental budget and interpret the financial requirements to suggest the most appropriate means of achieving its objectives; 
• Manage and control budgeting, expenditure and revenue, including procurement and stores; 
• Produce required financial reports; 
• Manage relationships with internal and external business/customers and coordinate systems analysis and application development activities; 
• Direct development teams in scheduling, technical direction, future planning and standard development practices and meet scheduled milestones. 
 
Leading Competencies: 
• Strong communication skills with a proven ability to understand key concepts and communicate effectively with technical staff, business stakeholders and senior management; 
• Proven ability to communicate technical concepts to non-technical people to enhance understanding and drive decisions that lead to positive outcomes; 
• Proven ability to collaborate, build relationships and influence individuals at all levels in a matrix-management environment (as well as external vendors and service providers) to ensure that segregation and overlapping roles are identified and coordinated; 
• Strong organizational skills, the ability to perform under pressure and management of multiple priorities with competing demands for resources; 
• Strong analytical, data-processing and problem-solving skills; 
• Proficiency in process formulation and improvement.

• 10 or more years of business experience in strategic and operations planning and/or business analysis; 
• 10 or more years of experience in at least 3 disciplines, such as business, information, solution or technical architecture, application development, middleware, information analysis, database management or operations in a multitier environment; 
• Must have a valid driver’s license and own transport. 
 
Primary Function:
Proactively and holistically help guide the City and its MOEs through transformation and optimization of initiatives, supporting the formulation of future strategy of the City. Help the organization achieve targeted business outcomes related to optimizing costs and mitigating risks in the technology environment of the City. Focus will be (but not limited to) engage business and IT stakeholders, creating and building relationships; Communicate the value of enterprise architecture and its portfolio of services; Design and build an EA team oriented around internal management consulting; Drive the evolution of the EA teams services and operating model; Facilitate alignment between business and IT and across the democratized IT landscape; Coach and mentor EA practitioners. Help the City’s GCTO, Executive Management Team and IT leaders (Citywide) facilitate the decision-making process and provide actionable recommendations on initiatives and policies to help the organization drive targeted business outcomes. Help the City’s executive team (through the office of the GCTO) to enable their future-state business capabilities that, in turn, drive the organization’s targeted business outcomes through the choice initiatives in which the organization chooses to invest in terms of technology. Help lead, prioritise and develop the overall enterprise architecture approach for the organization as a whole and communicate architectural direction. 
 
Key Performance Areas: 
• Lead the creation and/or evolution of the enterprise architecture function/program including coordination of an appropriately balanced pursuit of enterprise business, information, technical and solution architecture; 
• Lead the identification and analysis of enterprise drivers; 
• Analyse technology industry and market trends to determine potential impact; 
• Oversee systems administration, ensuring streamlined and efficient unit operations; 
• Lead the development of enterprise architecture governance structure based on business and IT strategies; 
• Oversee enterprise architecture implementation and ongoing refinement activities; 
• Direct development and execution of a communication (incl. Education) plan for enterprise architecture standards; 
• Lead the development of infrastructure strategy, architecture, service delivery standards and procedures for enterprise; 
• Lead the migration to new technologies, evaluate processing performance relating to machine utilization and reliability and forecast financial, physical and human resource needs; 
• Assist in developing and compiling the annual unit budget by reviewing and preparing budget estimates; 
• Prepare and present comprehensive performance reports to the Group Executive Director, City Manager, Council and City departments and assist with resolution of questions and issues; 
• Perform research and analysis of collated data in preparation of reports; 
• Ensure accuracy of reports; 
• Responsible for the overall enterprise-wide effectiveness and efficiency of data center technology systems and networks and ensure high levels of customer satisfaction maintenance; 
• Oversee and coordinate network/data operations, business continuance and restoration plans that isolate problems and implement pre-planned alternative routes or systems to restore service; 
• Ensure development of competent staff.

• Strong consulting skills, such as targeted communications, engagement management, stakeholder management and business development;
