Primary Function: Perform operational duties to enforce the provisions of the relevant Town Planning Legislation, National Building Regulations and Council's advertising signs and by laws to ensure legal compliance and to provide a public advisory service with regards to planning contraventions.
Key Performance Areas: Provide effective direction and support of the unit in terms of Support Services issues and requirements. Investigate queries or complaints from Councillors, Management, other internal Departments, Regions and members of the Public and carry out inspections/surveys. May be required to conduct follow-up/compliance inspections on town planning approvals to ensure that the development/construction complies with the approval conditions as well as to confirm termination or on-going contravention/illegal activity by generating inspection reports. Appointment Requirements
• A relevant B Degree in Law/Compliance/NQF level 7;
• A minimum of 10 years’ relevant legal and/or compliance experience in a senior management position in a large enterprise; and
• Basic knowledge of law and general management principles.
Primary Function: Advise the OCM with legal and compliance related services. This is done through the providing of effective legal and compliance management framework and appropriately resourced specialised regulatory compliance support.
Key Performance Areas: Lead Compliance within the OCM by providing strategic direction, focus and need to develop City wide compliance coverage plans. Lead, direct and advise on legal and compliance of multiple strategic and/or high-risk projects. Conduct legal analysis and researching legal matters. Manage the compliance of multiple projects within respective MEs/Departments. Promote, direct and apply professionalism in managing risk and compliance requirements and apply a thorough understanding of government practices and obligations. Direct the conceptualisation of relevant policies and enhance cooperative governance relationships. Engage with potential stakeholders to facilitate collaboration with the City of Johannesburg. Draft legal opinions, memoranda and briefing documents. Provide advice on labor law related employee issues. Determine financial compliance implications of strategic initiatives to ensure financial compliance objectives are met. Navigate the strategic change process to deliver optimal change solutions.

Appointment Requirements:
• University Degree in Town and Regional Planning (NQF level 7);
• At least 10 years of relevant professional experience in spatial and urban planning, including hands-on experience in economic planning and development, and Land Use Management & Systems; budgeting and financial management experience developing and financing spatial and urban development plans, including structuring and delivering infrastructure projects. Demonstrate ability to negotiate with project sponsors, financing parties, institutional investors and governments;
• Proven strong analytical capabilities, particularly in developing business plans, business development and conceptualizing concepts;
• Excellent communication (verbal and written), good organizational, computer software negotiation and good interpersonal skills required;
• Sound knowledge of government policies and applicable legislation including MFMA and Municipal Systems Act;
• Good knowledge and handling of Spatial & Urban Development Projects methodology and techniques;
• Exceptional knowledge in Infrastructure Planning, preparation, financing and implementation across the value chain; and
• Good understanding of local government processes, such as the IDP, SDBIP, budgeting cycle and procurement.
Primary Function: Coordinate and offer professional advisory services to the Office of the City Manager on the Spatial and Urban Development Projects of the City of Johannesburg, in order to achieve a spatial form and functionality of the urban environment of Johannesburg that will provide a resilient, liveable, sustainable urban environment – underpinned by infrastructure supportive of a low carbon economy and will lead to an improved quality of life and development-driven resilience for all citizens of the City of Johannesburg.
Key Performance Areas: Coordinate, direct and assume overall responsibility for the development and implementation of all necessary spatial development frameworks for the City. Monitor, control and influence the achievement of the spatial form of the City as per the relevant spatial development frameworks. Assist in the integration of all short, medium and long term planning that could impact on urban and spatial planning (including environmental planning, spatial planning, infrastructure planning, housing planning and transport planning as well as economic development. Build relationships with management (within the City) and other stakeholders (including national and provincial government, parastatals and other local authorities) so that an understanding is created of their requirements and these are incorporated into the policy and strategic planning process of the Department. Research, review, draft, recommend and implement relevant by-laws so that effective regulatory mechanisms are in place for Spatial and Urban Development Planning within the City. Assist the OCM to strategically align the Business Plan of the Department with that of the relevant Department and ME to ensure that strategic objectives of the Spatial and Urban Development Planning are met. Conduct external environmental analysis to identify new threats, opportunities affecting the spatial and urban development planning space to ensure delivery of quality services by the City. Perform analysis of services delivery trends and best practices associated with continuous improvement of the Spatial and Urban Development Planning functions.
