1. Department: Private Office of the Executive Mayor (POEM) 
Branch: Chief of Staff 
Designation: Assistant Director: Policy & Planning 
Salary Range: R43 684.21 pm (basic salary excluding benefits) 
 
Appointment Requirements: 
• Bachelor’s Degree in Political Science, Public Policy, Economics, Law or related field is required (NQF level 7); 
• Suitably qualified candidates as defined by Section 20(3) of the EE Act will be considered; 
• 6 - 8 years’ relevant experience in Local Government/Political Office/Legislature/Parliamentary/Public service discipline of which 2 years must be at a manager level; 
• Knowledge of local government, provincial and national political and legislative framework and dynamics; 
• Knowledge of public policy; 
• Computer literacy; 
• Ability to communicate effectively on high level; 
• Coordinating, good writing, time management skills; and 
• Ability to work without supervision. 
 
 
Primary Function: Provide strategic and professional leadership to ensure the delivery of high quality, efficient and customer focused development and management of the Policy and planning service for the City to ensure delivery of efficient research and analysis on a range of policies and strategic matters, including integrated planning processes, as relate to the cluster, relevant structure and matters impacting upon the City of Johannesburg, as well as providing strategic support on a range levels in order to support the functions on the Unit with a view to advising and informing the Executive Mayor and the Mayoral Committee in order to enable them to successfully achieve their political mandate. 
 
Key Performance Areas: Facilitate operational planning process and input into the directorates functional strategy. Facilitate the development of an effective and efficient section organizational structure and optimal utilization of the section resources for the accomplishment of Directorate objectives. Lead the Recruitment, Selection and Placements process for sourcing of suitably qualified staff for the Section. Provide sound leadership to the department. Support the Director Planning, Performance & Reporting to provide policy and strategic support and advice to the Executive Mayor and Mayoral Committee. Provide direction and oversight on behalf of the Executive Mayor and Mayoral Committee over integrated planning processes. Assisting the Executive Mayor and the Mayoral Committee to implement strategic projects. Manage the preparation, monitoring and control of the annual budget of the Directorate on behalf of the Director: Planning, performance and reporting. Manage the day-to-day functioning of the Policy & Planning unit in the Private Office of the Executive Mayor. Ensure effective control of Financial Resource of the Directorate. Ensure effective of the department Human Resource. Ensure effective implementation of policy and planning administrative support Programmes and Projects. Manage specific administrative and reporting requirements associated with the departments and individual performance.

Designation: Programme Officer: Service Delivery Excellence & Quality Assurance 
Salary Range: R22 215.52 pm (basic salary excluding benefits) 
 
Appointment requirements: 
• Grade 12 or Certificate and/or National Diploma in Public Administration/Administration/Project management/Public Relations or related field (NQF level 6); 
• Suitably qualified candidates as defined by Section 20(3) of the EE Act will be considered; 
• 1 - 3 years’ relevant experience in Service Delivery; 
• Knowledge and understanding of Service Delivery environment; 
• Sound knowledge of administration and office management; and 
• Computer Literacy and MS Office Applications. 
 
Primary function: Facilitate program development, seek proposal, manage projects, administer budgets and generally ensure that activities and programmes align with the goals and minion statements of the Service Delivery Excellence and quality assurance. 
 
Key Performance Areas: Support programme evaluation and research, including leading on the delivery of the research and development elements of programmes. Support day to day management of programmes. Programme policies, processes and documentation. Budget management for Financial viability of programmes. Provide quality documented information on the functions and performance in the area of authority which are factual, accurate, complete, timely and contributes to and supports the overall requirements of scheduled and unscheduled programmes as identified. Safeguarding and maintaining the efficient and cost-effective use of all assets in the area of responsibility in accordance with the City’s policies and procedures. Building and maintain strong relations with internal and external business units, entities, key stakeholder and peers to ensure the correct focus and support around Services Delivery Excellence and Quality Assurance. Manage specific administrative requirements associated with the section and individual performance. 
 
Leading Competencies: Improve Service Delivery. Provide Office Administration Support for the Unit. Resource management. 
 
Core Competencies: Ability to comprehend the varied activities of a large complex department sufficiently to handle the mass items passing through the Function/Unit Good knowledge of Administration and Office Management.
