1. Department: Housing
Branch: Public Housing Programme
Designation: Project Officer
Salary Range: R22 993.05 pm (basic salary excluding benefits)
Appointment Requirements:
• Grade 12/NQF level 4 plus Diploma in Projects Management/Business Administration or Public Administration;
• At least 1 - 3 years’ experience within Project Management/Business Administration or Public Administration;
• Basic Knowledge of Project Management and Business Administration;
• Valid driver’s license.
Primary Function: Provide administrative and project support as well as Project Coordination on all and or allocated housing development projects implemented by the Housing Department within the City of Johannesburg.
Key Performance Areas: Participate in the identification and conceptualization of new housing projects. Assist and participate in the procurements of service providers in terms of the MFMA 2003 in consultation with Group Strategic Supply Chain Management Unit (GSSCMU). Monthly valuation and cash flow management. Coordinate and monitor projects within the unit of the PHP. To efficiently and effectively assist the operational assets and resources of the section cost effectively in accordance with the legislative framework of the City’s policies and procedures. Provide quality reports on the functions and performance of the PHP section which are factual, accurate and complete, timely and contributes to and support the overall reporting requirements.
Leading Competencies: Conflict Management. Listening skills.
Core Competencies: Computer Literacy (Microsoft Project, Microsoft Word, PowerPoint and Excel), Good communication (verbal and written), Coordinating, Presentation and listening skills required.

2. Department: Housing

Designation: Operational Manager: Administration
Salary Range: R 28 456.44 pm (basic salary excluding benefits)
Appointment Requirements:
• Matric/Grade 12;
• Diploma in Public Administration/Information Management/Financial Management/Archives/Records Management (NQF level 6);
• At least 3 - 4 years’ working experience in Administration or Finance or in a similar environment.
Primary Function: Manage the Administration Support services in order to ensure an effective and efficient administrative support service to Housing and to ensure that all the Housing records are managed according to the requirements of the National Archives Act.
Key Performance Areas: Coordinate, manage and oversee activities in the Administration Division. Direct the management of telecommunication concepts. Manage the records of the Housing Department. Provide input into the strategic plan and development in Housing and the City. Build and maintain strong relations with internal and external business units, entities, key stakeholders and peers to ensure the correct focus and support around Housing. Efficiently and effectively manage the operational assets and resources of Administration cost effectively in accordance with the legislative framework of the City’s policies and procedures. Maximise the productivity of the Administration Section by optimizing the effectiveness of its employees in order to enable achievement of objectives of the Section and manage the human resources thereof. Manage all aspects pf the finance in control of Administration, including, but not limited to revenue, expenditure, assets and liabilities, in accordance with the legislative framework as well as the City’s policies and procedures. Provide quality reports on the functions and performance of Administration which are factual, accurate, complete and timely; and contributes to and supports the overall reporting requirements. Comply with all relevant legislative framework including the City’s Code of Ethics, manage and mitigate risk effectively.
Leading Competencies: Computer Literacy (Microsoft Project, Microsoft Word, PowerPoint and Excel); Knowledge of Municipal Systems Act and National Archives legislation; Knowledge about the Public Service Sector and Performance Management System; Knowledge of relevant standards as well as the statutory and regulatory framework that govern local government; MS Teams and other related Video Conference applications; In-depth knowledge of function principles, techniques and tools and how they can be practically applied; Knowledge of Corporate Governance, principles and practices of municipal organization, administration and personnel management. Basic knowledge of Project Management and Business Administration.
