Salary Range: R50 238.79 pm (basic salary excluding benefits)
Appointment Requirements:
• Bachelor’s degree in accounting / CTA or related field at NQF level 7 with SAICA board 1 an / or Board 2
• 7 – 8 years’ experience in the discipline of which 4 years’ experience at middle management level,
• Must have a valid driver’s license (Code 08).
• Knowledge of the local government environment.
• Knowledge of City strategy (IDP), prescribed methodologies, Legislative, Policy and Regulatory Frameworks.
• In depth knowledge of function principle, techniques & tools and how they can be practically applied.
• Knowledge of Corporate Governance.
• Knowledge of principles and practices of municipal organization, administration and personnel management.
Primary Function: To ensure effective and efficient management reporting in the City in line with relevant standards.
Key Performance Areas: Contribute to the development of the directorate functional strategic planning. Lead the development of the Sub- directorate operational planning process. Lead and facilitate the sub-directorate performance management planning process. Lead and manage the development of the sub directorate individual learning Plans (ILP’s) process. Organize both human and non-human resources for effective implementation of the sub directorate organizational structure. Lead the Recruitment, Selection and placement process for sourcing of suitably staff for the sub-directorate. Provide sound leadership for the achievement of the Sub- directorate. Lead and direct management reporting functions. Ensure effective control of the Sub directorate Human Resources. Ensure effective control of financial Resource of the sib directorate. Ensure effective assets and resource management and control of the sub directorate. Implement good governance and effective risk management systems. Manage specific administrative and reporting requirements associated with the sub directorate and individual performance.
Leading Competencies: Stakeholder Relations, Performance Management. Governance and Risk; Asset and Resources, Financial Management and Monitoring and Reporting.

• Matric/Grade 12 PLUS a Bachelor of Science Degree in Accounting Management or related fields, at NQF level 7;
• 7-8 years’ experience in the discipline, which 4 years are spent at middle management level;
• Knowledge of City’s strategy (IDP), prescribed Methodologies, Legislative, Policy and Regulatory Frameworks;

Primary Function: Lead, direct and manage the key performance and result indicators associated with the asset infrastructure Section of the Core Functional Accounting Directorate through the implementation of the laid down control procedures dictating fixed assets accounting, control and recording requirements to ensure the existence of and monitor asset management controls with respect to City of Johannesburg’s assets.
Key Performance Areas: Contributes to the development of the Directorate’s functional strategic and operational planning. Leads and facilitates Performance Management and the Development of the Sections Individual Learning Plans (ILP) planning process Organizes both human and non-human resources for effective implementation of the Section organizational structure. Leading the Recruitment, Selection and Placement process for sourcing of suitably qualified staff for the Section. Provides sound leadership for the achievement of the Section’s objectives. Manage the implementation of Infrastructure’s processes, procedures and policies. Ensure effective control of Human and Financial Resources and Assets Management of the Section’s. Primary Function: Lead, direct and manage the budget process and financial planning, revenue management, expenditure management, assets and liability management and procurement process in terms of the Municipal Finance Management Act, Treasury Regulations and other related Finance policies.
Key Performance Areas: Provide strategic input into the financial planning and budgeting of the Housing Department. Lead and facilitate the Sub Directorate’s Procurement process. Participate in procurement processes for service delivery in compliance to the Regulatory Framework. Build and maintain strong relations with internal and external business units, entities, key stakeholders and peers to ensure the correct focus and support around Housing. Maximize the productivity by optimizing the effectiveness of its employees in order to enable achievement of objectives of the Procurement Sub-Directorate. Financial management and control of the Sub-Directorate. Provide monitoring and reporting and governance and risk for the Sub-Directorate.

• 4 ye tertiary qualification/ NQF level 7 in Library and Information Science is required.
• 6 years relevant experience on management level in Library and Information Services.
• Working knowledge of Council policies and procedures.
• Communication (verbal and written), computer literacy; interpersonal, report writing, accuracy, Financial, conflict resolution, presentation and facilitation skills required; and
• Must have a valid driver’s license
Primary Function: Plan, lead and manage Library and Information Services and programmes in the Region in order to implement business processes to achieve performance objectives of the Directorate aimed at effective services delivery and addressing the knowledge, educational recreation and literacy needs of communities in the City.
Key Performance Areas: Plan and direct Library and Information Services in the Region. Direct the staff in the Region. Manage and control the financial functions. Direct the operational activities of Libraries in the Region. Coordinate, manage and monitor all administrative functions in the day to day running of the Library Information Services, regional office. Establish productive relations with other bodies and to promote the image and use of Libraries.
