FIVE (5) YEAR FIXED-TERM PERFORMANCE-BASED CONTRACT POSITIONS
(level 2)
The City of Johannesburg seeks to fill these Executive Level Positions.
Note the following in terms of all of the below mentioned position:
Appointment in these positions will be subject to the signing of an employment contract and performance agreement, as well as disclosure of financial interests.
The applicant needs to comply with the MFMA unit standards as prescribed by Regulation 493 of 15 June 2007 as published in Government Gazette 29967 of 15 June 2007. The applicant shall undergo a competency assessment in terms of Annexure A (competency framework for Senior Managers) Notice 21 published in Government Gazette of 17 January 2014. Applicant shall undergo security vetting. The Relevant MFMA Unit Standards for the above positions are preferred, however a grace period of eighteen (18) months will be provided to obtain the Unit Standards as per Publication in the Government Gazette No 40593, Government Notice 91 of 03 February 2017 by The Minister of Finance.

Appointment Requirements:
• A Postgraduate Degree (NQF level 8) in Law/ Public Management/ Administration/ Social Sciences or equivalent qualification in related field.
• A Master’s Degree (NQF 9) on the related field and or Management Competency Certificate will be an added advantage.
• Ten (10) years’ Executive Management Experience in a Municipal, Provincial or National Government Legislative environment
The applicant must have:
• Leading competencies: Strategic Direction and Leadership; People Management, Program and Project Management; Financial Management; Change Management; Governance leadership, Knowledge and understanding of legal prescripts, Interpretation of legislations, By-laws and Regulations, Networking and Maintenance of Sound Relations, Ability to operate in a Political Environment.

Primary function (KPA’s):
Support the Speaker of Council. Promote and Implement principles underlying the New Local Government Model. Develop and maintenance of Political and other stakeholder relationships. Coordinate Strategic Thinking Processes at administrative and operational levels. Strengthen, Scrutinize an oversight role of the Legislature. Manage Finances for the Office. Mitigate risks, integrate plans, define targets and measure for the Office of the Speaker. Define an Integrated Organisational and Departmental Structure within the Office of the Speaker. Ensure overall performance of the operational Units: Institutional; Stakeholder Relationship Management and Strategic Support. Compile and prepare documents / reports of the Office of the Speaker. Capacitate functional teams through acquiring, develop and retain skills in accordance with the strategic focus of the Office of the Speaker. Manage staff performance. Manage Change and Transformation. Promote, influence and coordinate a climate conducive to the buy-in and adoption, of the principles underlying the (legislative) mode, by the administrative level stakeholders (in Local, Provincial and National Government and organizations like SALGA) in order to achieve the successful implementation of the Johannesburg Government Model. Direct and lead the Office of the Speaker. Strengthen the Legislative Arm of the City of Johannesburg, through the research, development and implementation of the best practice system and processes of scrutiny and oversight (of the executive) and public participation.

2. Department: Office of the City Manager

Appointment requirements:
• A B-Degree (NQF level 7) in Health, Public Health Medicine (MMED) or Fellowship of the College of Public Health Medicine of South Africa.
• Registered with Health Profession Council of South Africa (HPCSA).
• Registered with College of Public Health Medicine of South Africa as a Public Health Medicine Specialist.
• Ten (10) years relevant experience as a Public Health Medicine Specialist.
• Knowledge of the MFMA, Treasury Regulations and other relevant legislative frameworks
• Knowledge of Health measurement and informatics; Social Sciences; Occupational Health; Communicable diseases, Environmental Health, Non-communicable disease; Organisation, development and management of Health Care.
• Knowledge of other business process feeding into and those dependant on the skills development process, processes, analytical thinking, understanding of the management and control of Non-Communicable Diseases.
• Computer skills to ensure ability to compile reports, keep database up to date; manipulate and analyse data; do presentations at meetings / training sessions / workshops etc. Coordinating skills, highly proficient with Microsoft Office Suite (MS Word, Excel, and PowerPoint).
• Skills required: Advanced Project Management, coordinating, Time management, Leadership and People Management.

Primary Function (KPA’s): Lead the development and oversee the implementation and evaluation of primary Health Care, public health and environmental health, Integrated Health Policy Planning, Finance and Management and Development Programmes for improved general health, well- being and increased life expectancy of the citizens of Johannesburg. Ensure compliance to National Legislation through reviewing, drafting, recommending and implementing relevant By-laws so that effective regulatory mechanisms are in place for Health and within the City. To Plan, Manage, monitor, govern and control the department’s operating and capital budget so that spending is in line with the Council’s requirements. Monitoring and Evaluation; Training and Mentoring; leads, supports and controls the financial management, budgeting and forecasting;

Appointment requirements:
• A B-Degree (NQF level 7) in Law or Public Administration.
• Must be admitted as an advocate or an attorney and has, for a cumulative period of at least ten (10) after having been so admitted, practiced as an advocate or an attorney.
• Qualified to be admitted as an advocate or an attorney and has, for accumulative period of at least ten (10) years in the administration of justice, public administration or public finance.
• Ten (10) years’ experience being a member of a Municipal Council.
• Knowledge of the MFMA, Treasury Regulations and other relevant legislative frameworks.
• Knowledge on local governments environment.
• Knowledge of City’s strategy (IDP), prescribed Methodologies, Legislative, Policy and Regulatory Frameworks governing the media and communications function.
• Knowledge on Corporate Governance.
• Knowledge of principle and practices of municipal organization, administration and personnel management.
• In depth understanding of strategy and policies in relation to the Office of the Ombudsman and how they can be practically applied on a day-to-day basis.
• Skills required: Computer Literacy (Microsoft Word and Excel); Good communication; coordinating and excellent writing.

Primary Function (KPAs’):
To strategically lead, direct and control the provision of an effective and efficient office of the Ombudsman by developing and implementing the Strategies, Policies, Frameworks, Standards, Systems and Processes to ensure that: Leadership is provided on the strategic approach and implementation of the establishment of the office of the Ombudsman. In order to provide Council with the assurance that COJ is a well governed and sustainable organisation. Has the responsibility to investigate the actions of municipal public officials authorities the creation of the office of the Ombudsman recognised: the growing power of municipal public authorities to affect people’s daily lives; the need for these municipal public authorities to be accountable for this power; and the desirability to creating a body that provides timely, accessible and low cost means for people to resolve their disputes with these agencies. To neutrally facilitate and provide confidential and impartial assistance in resolving grievances and disputes through effective investigation of findings and mediation of fair settlements between individual, group of individual, and or institutions or organizations.

Educational Requirements and Experience
• B degree in Social Sciences / Public Administration / Law / NQF level 7.
• A Post Graduate Qualification is a MUST.
• Comprehensive understanding of Community Development in local government.
• Must be a registered member of the relevant professional bodies.
• Ten (10) years’ extensive experience in Senior Management related to Community Development and within a public sector organization or in local government.
• Understanding of council operations and delegations of powers as well as parks and recreation management.
• Good knowledge of Performance Management system.
• Good Governance.
• Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No.5 of 2000).
• The incumbent should meet the standards set out in the Core Competency Requirements as per Regulations.

Primary Function (KPA’s):
To lead and direct the use of the City’s community facilities in terms of sport and recreation; art, culture and heritage; libraries and information services, conservation services and facilities to build social cohesion. To leverage and enhance the richness, quality, diversity, quantity and sustainability of the various offerings of the City. To ensure the availability and maintenance of community services in the City. Development, maintenance and upgrading of the City's sports, arts, culture, recreation, heritage, libraries and conservation services and facilities for the benefit of the communities of Joburg; To actively contribute to the positioning of the City of Johannesburg as a competitor among the leading and preferred cities in the world, but with a distinguishing African culture, offering sport and leisure opportunities and to promote and improve the unity and nation building of people in local communities. Provide access to information through libraries and information centres, and preserve the archival heritage of the city; Ensure that appropriate strategies, business plans, policies and procedures (covering sport and recreation; library and information services; and arts; culture and heritage services) are developed, approved, communicated to the relevant stakeholders and implemented so that community development strategic imperatives of the City are met. Build relationships with management (within the City) and other stakeholders (including national, provincial government and other local authorities) so that an understanding is created of their requirements and these are incorporated into the policy and strategic planning process of the Department.
