1. Department: Housing
Branch: Beneficiary Management and Allocations
Designation: Housing Officer X 4
Salary Range: R22 215.52 pm (basic salary excluding benefits)
Appointment Requirements:
• Grade 12 / NQF level 4 plus Diploma in Public Administration; Project Management or any other Social Sciences / Managerial diploma (NQF level 6)
• 1 - 3 years working experience in the housing and customer service environment.
• Computer Literacy – Microsoft Office Applications- Word Excel, PowerPoint; and
• Administrative Management.
Primary Function: Provide comprehensive assistance for the allocation process in relation to Council – Owned flats and Old Ade Facilities by ensuring that they are allocated properly in accordance with applicable policy, procedure and perform all duties pertaining to old Age Home allocations.
Key Performance Areas: Provide assistance for an effective and efficient administration and management of the housing allocation process in relations to Senior Citizens Accommodation Scheme. Assist in providing allocation of Old Age Homes and related units in compliance with applicable policies, legislation and departmental procedures, rules and regulations with a view to achieve departmental goal and objectives. Identify challenges of allocations in Old Age Home / Flats and other related Council owned units to assists in the development of innovative strategies which will enhance and advance departmental objectives in line with its vision / mission. Assisting in the performance of ad-hoc project as required from time to time through the implementation of special programmes as and when they arise as per SMT directive. Assisting in the consolidation of reports on all allocation Old Age Homes / Flats and Council Owned Stock Cases.
Leading Competencies: Housing Management, Attention to detail and quality focused; Customer and Service Delivery Management (Batho Pele) Ethics, Professionalism; Impact and Influence.
Core Competencies: Ability to function under stress; Time management; High level of confidentiality and organizational skills. Reporting Stats and reports writing.

Appointment Requirements:
• Grade 12 / NQF level 4 plus bachelor’s degree in Architecture or Landscape Architecture. (NQF level 7)
• 5 -7 years working experience in the field of architecture focusing on Urban Design project of which 4 years relate to middle / supervisory management experience.
• Understanding of various systems used within the city such as SAP, data management systems, electronic document management systems, outlook etc;
• Knowledge of the City of Johannesburg Council rules and procedures.
• Computer Literacy – Microsoft Office Applications- Word Excel, PowerPoint; and
Primary Function: Design of building, groups of building, spaces and landscapes, and establishing the processes that makes successful and sustainable human settlement development possible.
Key Performance Areas: Provide management and technical support. Maximize the productivity of the Project Packaging sub-directorate by optimizing the effectiveness of its employees in order to enable achievement of objectives of the Sub-Directorate and management the Human resources thereof. Manage all aspects of the fiancé in the control of the Programme and project sub-directorate, including but not limited to, revenue expenditure, assets and liabilities in accordance with the legislative framework as well as the with the City’s policies and procedures. Provide quality repot o the functions performance of the program end project sub-directorate with are factual, accurate and complete, timely; and contribute to and support the overall reporting requirement. Comply with all relevant legislative including the City’s Code Ethics, manage and mitigate risk effectively. Build and maintain strong relations with internal and external business units, entities, key stakeholder and peers to ensure the correct focus and support around Human Settlement Project Packaging Sub- Directorate.
