Branch: Chief of Staff
Designation: Deputy Director: Query Resolution and Rapid Response
Salary Range: R50 238.79 pm (basic salary excluding benefits)
Appointment Requirements:
Bachelor’s Degree in Public Administration / Management or related field at NQF level 7,
Suitably qualified candidate as defined by section 20(3) of the Employment Equity Act will be considered;
Seven (7) – nine (9) years’ experience in the discipline, of which 4 years’ experience is a middle management level.
Knowledge on the local government environment;
Knowledge of City’s Strategy (IDP), prescribed Methodologies, Legislative, Policy and Regulatory Framework;
In depth knowledge of function principles, techniques & tools and how they can be practically applied;
Knowledge of principle and practices of Municipal organization, administration and personnel Management.
Primary Function: Manage provision of Query Resolution & Raping Response services to ensure that the City is responsive to the needs of the community, through regional coordination, integration and monitoring of the service delivery at grass root level; through implementation of sound leadership, effective and efficient service delivery excellence and quality assurance procedures and processes.
Key Performance Areas: Contribute to the development of the directorate functional strategic planning. Lead the development of the sub-directorate operational planning process. Lead and facilitate the sub directorate Performance Management planning process. Lead and manage the development of the sub directorate Individual Learning Plans (ILP’s) process. Organise both human and non-human resources for effective implementation of the sub directorate organizational structure. Lead the Recruitment, Selection and Placement process for sourcing of suitably qualified staff for the Sub Directorate. Provide sound leadership for the achievements of the sub- directorates objectives. Manage the implementation of Core Query Resolution & Rapid Response processes, procedures and policies. Manage the monitoring and evaluation process in the regions. Ensure effective control of the sub- directorate human resource. Ensure effective control of Financial Resources of the Sub -directorates. Ensure effective assets management and control of the sub-directorate. Implement good governance and effective risk management systems. Manage specific administrative and reporting requirements associated with the sub- directorate an individual performance.

Appointment Requirements:
Grade 12 / NQF level 4 plus National Diploma or relevant NQF level 6 qualification.
Suitably qualified candidate as defined by section 20(3) of the Employment Equity Act will be considered;
Three (3) – four (4) years’ experience in Community Work.
Experience in Leadership.
Experience in mediation roles.
Understanding of Public Service Act and Regulations, Department policies and procedures.
Primary Function: Attend to all Rapid Response related cases reported through various channels of communication including marches, Walks-ins, community workers, Social Media, Emails and Hotlines. Identification of all hotspot areas in a particular corridor and developing appropriate mechanisms of addressing them.
Key Performance Areas: List major activities and contribution to the organization for which this post is held accountable. Provide appropriate interventions for Hotspot Areas. Avert Services Delivery Protests and Marches. Engage Stakeholders on Services Delivery Queries and Concerns. Consolidate reports on all Rapid Response Cases. To ensure that Executive Mayor communicates with stakeholders at all times or give feedback to communities regularly.
Leading Competencies: Planning, Organizing, Information management / filing, innovative and creative, confidentiality and problem solving.

Appointment Requirements:
A degree, preferably in Public Administration or associated discipline but the candidates with extensive relevant work experience and proven track record would be considered.
Suitably qualified candidates as defined by Section 20(3) of the EE Act will be considered.
3 – 5 years relevant experience in Public Administration in either public or private sector.
Minimum 3 years’ experience in administration.
It is essential that the candidate has Management experience.
Knowledge of Local government environment programmes and projects.
The ability to lead and improve processes and procedures within the POEM unit.
Primary Function: To establish, direct and manage support services in the Private Office of the Executive Mayor through the implementation and monitoring of policies, review and establish practice that will assist in creating a competent workforce in a positive climate to support business imperatives and enhance service delivery. Provide strategic advice on the mission critical initiatives with respect to development that’s aimed at supporting the accomplishment of the City’s Key Performance Areas and service delivery objectives.
Key Performance Areas: Implementation of support services. Monitoring of policies, practices and strategic management. Monitor and provide support services to the POEM business unit. To ensure effective support services to the business unit.
Leading Competencies: Communicate clearly and concisely, both oral and writing, Principles and practices of administration and personnel management, principle and practice of municipal budget preparation and administration, principle of supervision, training and performance evaluation, a demonstrated ability to develop a variety of well-written, clear and compelling products (reports, presentations, talking points etc.), public service environment, administration procedures, planning, audit principles and resource management
