THREE (3) YEAR FIXED-TERM PERFORMANCE-BASED CONTRACT POSITIONS 
(Level 2) 

This Vacancy is open to External Applicants AND Employees of the City of Johannesburg 
 
The City of Johannesburg seeks to fill this Executive Level Position. 
 
Note the following in terms of all of the below mentioned position: 
 
 
Appointment in these positions will be subject to the signing of an employment contract and performance agreement, as well as disclosure of financial interests. 
 
The applicant needs to comply with the MFMA unit standards as prescribed by Regulation 493 of 15 June 2007 as published in Government Gazette 29967 of 15 June 2007. The applicant shall undergo a competency assessment in terms of Annexure A (competency framework for Senior Managers) Notice 21 published in Government Gazette of 17 January 2014. Applicant shall undergo security vetting. The Relevant MFMA Unit Standards for the above positions are preferred, however a grace period of eighteen (18) months will be provided to obtain the Unit Standards as per Publication in the Government Gazette No 40593, Government Notice 91 of 03 February 2017 by The Minister of Finance.

1. Department: Office of the City Manager 
Branch: Health & Social Development 
Designation: Executive Director: Health (POST WITHDRAWN 24 FEBRUARY 2021)
Job level: R2 055 005 – R2 601 272 – R3 147 538 per annum 
 
Appointment requirements: 
• A B-Degree (NQF level 7) in Health, Public Health Medicine (MMED) or Fellowship of the College of Public Health Medicine of South Africa; 
• Honours Degree will be an added advantage 
• Registered with Health Profession Council of South Africa (HPCSA); 
• Registered with College of Public Health Medicine of South Africa as a Public Health Medicine Specialist; 
• 10 years relevant experience as a Public Health Medicine Specialist; 
• Knowledge of the MFMA, Treasury Regulations and other relevant legislative frameworks; 
• Knowledge of Health measurement and informatics; Social Sciences; Occupational Health; Communicable diseases, Environmental Health, Non-communicable disease; Organisation, development and management of Health Care; 
• Knowledge of other business process feeding into and those dependant on the skills development process, processes, analytical thinking, understanding of the management and control of Non-Communicable Diseases; 
• Computer skills to ensure ability to compile reports, keep database up to date; manipulate and analyse data; do presentations at meetings / training sessions / workshops etc. Coordinating skills, highly proficient with Microsoft Office Suite (MS Word, Excel, and PowerPoint); 
• Skills required: Advanced Project Management, coordinating, Time management, Leadership and People Management; and 
• The incumbent should meet the standards set out in the Core Competency Requirements as per Regulations

• Leading competencies: Strategic Direction and Leadership; People Management, Program and Project Management; Financial management; Change Management; Change leadership; Governance leadership. 
• Core Competencies: Moral competence; Planning and organising; Analysis and innovation; Knowledge and Information management; Communication; Results and Quality Focus. 
• Minimum Competency Requirements for Senior Managers. 
 
Primary Function (KPA’s): Lead the development and oversee the implementation and evaluation of primary Health Care, public health and environmental health, Integrated Health Policy Planning, Finance and Management and Development Programmes for improved general health, well-being and increased life expectancy of the citizens of Johannesburg. Ensure compliance to National Legislation through reviewing, drafting, recommending and implementing relevant By-laws so that effective regulatory mechanisms are in place for Health and within the City. To Plan, Manage, monitor, govern and control the department’s operating and capital budget so that spending is in line with the Council’s requirements. Monitoring and Evaluation; Training and Mentoring; leads, supports and controls the financial management, budgeting and forecasting.

Appointment Requirements: 
• Bachelor OF Science Degree (NQF Level 7) in Engineering / B Tech: Engineering; or equivalent. Bachelor of Science Degree in Building Sciences/ Architect/Bachelor Degree in Town and Regional Planning or Development Studies; or equivalent. 
• Registration with recognised relevant professional body will be an added advantage 
• Experience at middle management level, or as Programme/Project Manager 
• 10-15 years’ experience at professional/ management level with management Professional Development/ Town and Regional Planning 
 
The applicant must have: 
• Leading competencies: Strategic Direction and Leadership; Strategic Planning and Strategy Formulation; People Management, Program and Project Management; Financial management; Change leadership; Governance leadership.

Primary Function (KPA’s): Lead, direct and control the Division to support IDP (strategy) relating to the implementation of the Environment Sector Local Government Support Strategy, National Waste Management Strategy and Waste Disposal Strategy and related programs within the areas of Air Quality Management; Waste and Chemicals Management; Environmental Governance and Impact Management; Conservation and Biodiversity and Water and Sanitation.

Appointment requirements: 
• Bachelor Degree in Computer Science/NQF level 7; Information Systems or associated discipline; 
• Honours Degree will be an added advantage 
• 10 – 15 years’ experience of which at least 5 years has been at a senior level in ICT Management, System Development and Analysis in a large organisation; 
• Demonstrated experience in ICT strategic planning in ICT strategic planning and development, project management and policy development; 
• Experience with infrastructure and system design and development from business requirements analysis through day to day management; 
• 5-10 years’ experience in a SAP environment 
• Demonstrated experience of developing ICT functional requirements and managing new service development; 
• Experience of leading small to medium sized service development ICT projects; 
• Strategic direction and leadership; 
• People management; 
• Program and project management; 
• Financial management, change leadership and governance leadership;
