The City of Johannesburg (CoJ), Health Department has the following short term contract opportunities for a period NOT exceeding three (3) months. 
 
The details are as follows: 
 
THESE POSITIONS ARE AIMED AT RE-ENFORCEMENT OF STAFFING LEVELS IN PREPARATION FOR EXPANSION OF EXTENDED SERVICE HOURS AND INTEGRATED SUBSTANCE ABUSE MANAGEMENT AND ACTIVATION OF MOBILE CLINICS 
 
 
 
1. Department: Health
Branch: Region A – G Central and Pharmacy 
Designation: General Worker 
Salary Range: R8 329.27 pm (cost to company, basic salary inclusive of benefits) 
 
Appointment Requirements: 
• Grade 10/NQF level 2 is required; 
• Basic reading and writing skills; and 
• Basic Cleaning skills. 
 
Primary Function The position will undertake cleaning duties of clinics under supervision in the prescribed way so as to facilitate the delivery of acceptable health care services and standards. 
 
Key Performance Areas: Provide daily, weekly and when necessary cleaning services that will create a clean and healthy environment conducive for quality health services, in Clinics or all other Health facilities. Assist all activities/tasks related to Cleaning at the PHC Unit/facility. Ensure delivery of a good, clean, well-maintained service area to patients and colleagues. Execute all activities related to the cleaning of both inside and external environment of the clinic or all other health facilities.

Branch: Environmental Health (Region A - G) - Central and Pharmacy 
Designation: Pest Control Operator 
Salary Range: R9 594.21pm (cost to company, basic salary inclusive of benefits) 
 
Appointment Requirements: 
• Grade 10/NQF level 2; 
• Entry post, thus no experience required; 
• Basic knowledge in Pest Control and Basic Customer Care; and 
• Basic command of English. 
 
Primary Function: Performs tasks/activities associated with vector control using hand held equipment for spraying of poisons and placing of rodenticides and rodent traps and other appropriate measures to curb and control risks in order to ensure the provision of a clean and healthy environment conducive to and supporting a better quality of life in the Regions of the City of Johannesburg. 
 
Key Performance Areas: Conduct inspections of residential, commercial or other premises and/or open spaces and/or public facilities to determine compliance to By-laws and statutory legislation.

• Must have a valid driver’s license Code C1 with PDP (Public Driving Permit); and 
• 1 year driving experience. 
 
Primary Function Render an effective and efficient courier for Health Department. 
 
Key Performance Areas: Transport goods, parcels, and documents from one point to the other which includes loading and offloading of goods. Collect equipment from various facilities and store as well as drugs from Pharmacy and various stocks from store.

4. DepartmentHealth

Designation: Driver (Mobile Clinic Unit) Code (14) 
Salary Range: R15 130.73pm (cost to company, basic salary inclusive of benefits) 
 
Appointment Requirements: 
• Grade 12/NQF level 4 is required; 
• Valid Code EC/EC1 (Code 14) Driver’s license with a clean driving record for more than 3 years; 
• 2 years’ experience operating and maintaining large vehicles; 
• 1 years’ experience in administrative work environment, dealing with clerical duties, record keeping and stock inventory; 
• Heavy duty vehicle mobile unit operation and setting up and logistics relating to mobile driving. 
• Knowledge of City processes, best practices, policies and procedures on accurate and detailed completion of logbooks, trip authorities and any administrative duties associated with driving; and 
• Knowledge of relevant geographical area of the work site and road signs as they relate to the driving practice and processes. 
 
Primary Function: Drive one of the City of Johannesburg Mobile Clinic Units to various clinics, health functions and community outreach or events, setting up for clinic services and performing a variety of administrative support duties as assigned at clinic sites during clinic operating hours. May perform the acts described in the key performance areas under the direct personal supervision of a registered nurse. 
 
Key Performance Areas: Conduct safe driving of the Mobile Clinic Unit to and from clinic sessions, health campaigns and events. Set up the Mobile Unit prior to the beginning of the session. Coordinate maintenance of the Mobile Unit to ensure that all maintenance schedules are timely. Plan, organize and monitor administration systems to ensure they are in place. Ensure stock control and supplies for the Mobile Clinic in accordance with SOP’s for receipt, storage and disposal of expired and obsolete stock. Ensure proper record keeping systems are in place for the purpose of administrative value, fiscal value, legal value and archival value.

Core Competencies: Satisfactory computer literacy (MS Office, emails, Internet). Knowledge of driving, road signs, packaging and delivery. SAP training module will be an added advantage

Designation: Secretary 
Salary Range: R15 130.73 pm (cost to company, basic salary inclusive of benefits) 
 
Appointment Requirements: 
• Grade 12/NQF level; 
• 1 year experience in secretarial duties with excellence; 
• Computer literacy; and 
• Basic knowledge of the City’s processes, best practices and policies and procedures on Health issues. 
 
Primary Function: Provide professional secretarial duties and administrative support to the office of the Regional Manager. 
 
Key Performance Areas: Implement and monitor the Service delivery Plans (SDP) as defined by the key performance indicators (KPI’s - as well as all other responsibilities described I relevant health Legislation. Implement a performance management system to measure compliance with SDP and level of work quality. Assist with the distribution of information. Appointment Requirements: 
• Grade 12/NQF level 4 is required; 
• Computer Literacy in MS Office Applications; and 
• 2 years’ relevant experience in an administrative work environment, dealing with ordering, receipt, storage and control of stock supplies and stock in line with Supply Chain management; 
• Knowledge of City processes, best practices, policies and procedures on medical supplies and equipment; and 
• Knowledge of MFMA as it relates to procurement processes. 
 
Primary Function: Undertake administration and clerical duties at Health care Centre/Clinic. Assess and manage administrative process within the office. Render support services with regard to answering phones, taking memos and maintaining files responsible for sending and receiving correspondence in the office. May also perform the functions describes below only under the direct personal supervision of an administrative officer or managers appointed in the unit. 
 
Key Performance Areas: Coordinate and execute sequences / action associated with the provision of support and administration, Data Management and record keeping with regards to Management Systems Development. Execute all activities / tasks related to administration, clerical and record keeping for the PHC facility. Ensure the delivery of a good clean well-maintained services area to patients and colleagues by adhering to SOP’s and good practices in the health departments. Ensure stock control in accordance with SOP’s for receipts, storage and disposal of expired and obsolete stock. Plan, organize and monitor administration systems in place. Provides information to patients and community on the safe use and storage of stock according to scope of practice to empower them on heath related matters.

• Grade 12/NQF level 4 plus Enrolled Nursing Assistant certificate; 
• 1 year post training as an Enrolled Nursing Assistant; 
• SANC registration; and

Primary Function: Apply procedural nursing sequences in the management of comprehensive primary health care services and participates in community focused awareness initiatives, providing support, information distribution and demonstrations to ensure that the health objectives in terms of all relevant national policies and standard guidelines are met. 
 
Key Performance Areas: Communicate with patients at the clinics and accessing case files and records / or referring emergency client/Situations to professional personnel. • 2 years’ experience after training, provision of comprehensive primary health care services, be licensed to perform relevant nursing duties according to the scope of practice;

• Knowledge of relevant standards as well as statutory and regulatory framework within the Nursing Act; and 
• Computer literacy, SAP administration; Project management, communication (verbal and written); coordinating and interpersonal skills required.

Appointment Requirements: 
• Grade 12 or equivalent. (NQF level 4); 
• DHIS course, computer literacy (MS Office), including MS Excel, TIER.Net course and ETR.Net course; 
• Minimum of 2 years’ experience with DHIS; 
• Good Communication (verbal and written), coordinating, time management and interpersonal skills required; 
• Basic knowledge in calculations and data collection, collation and quality checks; and 
• Pharmacy Post basic Course. 
 
Primary Function Responsible for capturing, updating and cleaning of District Health Information data; checking quality of the captured data; generating pivot tables and systems generated report. Assist in health facility data validations. Ensure the health data from eHealth is complete, accurate and is uploaded timeously into other City, provincial and National systems. 
 
 
Key Performance Areas: Capture/provide reports on various datasets as specified, and per the relevant data application. Assist with TIER.Net (ART)/THIS (ART integrated with TB) data, for the different modules. Capture and process quarterly TB data for facilities not on THIS (TIER.Net integrated with TB). Capture electronic campaign data. Capture (electronically) other datasets as being implemented/as requested. Compile population data for sub district/region. Assist in provision of feedback on regional (sub district) routine health data. Monitor and control clinic uploading of eHealth clinic data. Provide administrative support in relation to the unit and Health Information Systems (HIS) training and meeting proceedings. Render procurement administrative support to the unit.

Primary Function: Applies procedural nursing sequences with regards to the diagnosis, treatment, monitoring, evaluation and control of communicable diseases and participates in community focused awareness initiatives and personal development inter interventions through the dissemination of advice and information on health issues and associated treatment applications in order to ensure that objectives related to affordable and cost-effective health care are realized. 
 
Key Performance Areas: Render a comprehensive and integrated Primary Health Care Services by assessing diagnosing treating and/or referring which includes all elements and principles of the national Core Package and the National Priority Programmes. Actively participate in the identification, design and delivery of health awareness campaigns at clinic and community level. Conduct specific administrative processes and procedures. Implement the activities and procedures in relation to the rendering of comprehensive health care services at Primary Health Care Facility level and in accordance with the MFMA and other relevant legal framework. Initiate, facilitate and maintain community and intersectoral collaboration at clinic/regional level.

Appointment Requirements: 
• National Diploma in Environmental Health (NQF level 6); 
• Registered with Health Professional Council of South Africa as an independent practitioner; 
• 3 years’ relevant experience in an Environmental Health environment; 
• Must have a valid code 8 driver’s license; and 
• Must be a qualified law enforcement officer. 
 
Primary Function Coordination, investigation, inspection, monitoring, evaluation, reporting and compliance enforcement procedures, related to the environment. Distribute information; educate as well as advice on practices that negatively impacts in the environment. Implement measures to prevent and control risk in order to ensure the provision of a clean and healthy environment conducive to and supporting a better quality of life in the City of Johannesburg. 
 
Key Performance Areas: Conduct inspections and investigations of residential, commercial or other occupied premises and / or open spaces and or public facilities to determine compliance to by – law and statutory legislation. Enforce specific procedures and measures on residents, commercial and industrial business. • Understanding of the city’s policies as they relate to WBOT, school health and disease outbreak response; and

Primary Function Apply procedural Health Promotion sequences by assisting in the management of comprehensive primary health care services and participate in community focused awareness initiatives, providing support, information distribution and demonstrations to ensure that the health objectives in terms of all relevant National Policies and standard guidelines are met. 
 
Key Performance Areas: Plan and coordinate Health Promotion activities in the health facility. Create conducive environments that support healthy behaviour in the surrounding community. Facilitate the implementation of all priority health programmes. Facilitate the coordination and implementation of Advocacy and Communication Strategy. Conduct targeted community mobilization. Provide support and technical assistance to the WBOT teams. Integrate health promotion into school health services and health promoting schools. Plan, coordinate and implement health promotion activities in support for disease outbreak response and intervention in collaboration with the sub-district outbreak response team.

• Public Health Medicine (MMED) or Fellowship of the College of Public Health Medicine of South Africa; 
• Current registration with Health Professions Council of South Africa (HPCSA); 
• Current registration with the College of Public Health Medicine of South Africa as a Public Health Medicine Specialist; 
• 8 - 10 years’ relevant experience in the Medical field; 
• Knowledge of Health measurement and informatics; social sciences; occupational health; communicable diseases; environmental health; Non-Communicable Diseases (NCD’s) and Organisation, development and management of health care;

Primary Function: Lead, give strategic direction, control and monitor and evaluate the implementation of health programmes that minimize the burden of disease resulting from NCD’s. Develop a multi-sectoral approach that address the social determinants of NCD’s such as preventing the behavioural risk factors of eating unhealthy foods, using tobacco, consuming alcohols and inactivity and ensuring that the health services are geared to undertake early detection, cost-effective and appropriate treatment and control. Ensure that the provision of the Non-Communicable Diseases programme in the City is developed and implemented within and aligned to the national and provincial framework. Conduct research on NCD’s. Assist executive management in taking informed decisions on NCD’s based on the latest research and health management information. 
 
Key Performance Areas: Provide strategic direction, planning, decision making and leadership relating to NCD management in the City. Participate and advise in the development and reviews of appropriate strategies, business plans, policies, SOP’s and Standard Treatment Guidelines and ensure that the approved ones are communicated to the relevant stakeholders and implemented. Monitoring and evaluation of health services as it relates to health programmes and health promotional campaigns. Research and development to identify programme gaps and new initiatives implemented by other Provinces/Municipalities and to enhance the knowledge base for ongoing local, provincial, national and global action. Support training and mentoring to strengthen the capacity of manager and operational staff in relation to NCD’s. Lead, support and control the financial management, budgeting and forecasting. Appointment Requirements: 
• Grade 12/NQF level in numeracy and literacy 
• No experience required as training will be provide. 
• Basic Knowledge in collection, collation and quality checks. 
• Knowledge of the City’s process, best practices and policies and procedures on Health and Social issues; 
• Computer skills, including MS Office (Word, Excel) and Outlook; 
• Good communication and typing skills. 
• Knowledge / exposure to WEB DHIS would an added advantage.
