SHORT TERM CONTRACT EMPLOYMENT - (STC)
The City of Johannesburg (CoJ), Housing Department has the following short-term contract opportunities for a period NOT exceeding twelve (12) months.
The details are as follows:
1. Department: Housing
Branch: Office of the Executive Director
Designation: Assistant Director: Stakeholder Management
Salary: R41 114.59 pm (cost to company, basic salary incl. benefits)
Workplace: 222 Smit Street, Braamfontein
Appointment Requirements:
• Bachelor's degree / NQF level 7 in Public Administration / or equivalent.
• Six — (6) — eight (8) years relevant experience in Public sector environment.
• Basic knowledge of developing education material (Brochures / Material).
• Knowledge of Human Settlement policies and legislation.
Primary Function: Develop and implement housing educational programme for the beneficiaries of the City of Joburg. Assist with the development of strategies regarding Beneficiary education and stakeholder Management. Establish and monitor good relation between beneficiaries and Public representative, promote communication and interface between communication and the directorate.
Key Performance Areas: Plan and co-ordination of Beneficiary Education Workshops. Conduct beneficiary Education Workshop. Strengthen and improve the relationship between internal and external stakeholders. Interface between the department and the community for accessibility.
Leading Competencies: Conflict management Confidentiality. Ability to work under pressure and produce accurate reports within limited timeframes. High degree of interpersonal skills to interact with all levels of staff and external stakeholders. Ability to produce documents of a high quality.
Core Competencies: Computer (Microsoft Literacy (Microsoft Word, PowerPoint and excel); good communication (verbal and written), coordinating; presentation skills required.
2. Department: Housing
Branch: Office of the Executive Director
Designation: Assistant Director: Public Hostels
Salary: R41 114.59 pm (cost to company, basic salary incl. benefits))
Workplace: 222 Smit Street, Braamfontein
Appointment Requirements:
• Bachelor's degree / NQF level 7 in Public administration / Built environment or related field
• Six — (6) — eight (8) years relevant experience in Public sector environment.
• Understanding of MSA and Local Government Framework, as well as the national Housing code.
• Experience in managing hostels and stakeholder management.
• Knowledge of Housing Code, MFMA, Stakeholder Management.
Primary Function: Develop and manage the implementation of housing programme and projects within the area of jurisdiction of COJ. Coordinate the initiation, planning, implementation and monitoring of integrated housing programmes within Hostels in a way that ensures that programmes are implemented within se tome frames according to allocated budgets and according to quality requirements. Also perform property management role for the City of Johannesburg owed stock (hostels). Efficient management and provision of basic services in Public Hostels.
Key Performance Areas: Property Management. Communication Facilitation to ensure meaningful participation of affected stakeholders. Generic administration duties.
Leading Competencies: People management; Leadership, able to analyses and assess the environment. Good coordinator; Conflict management Confidentiality. 3. Department: Housing
Branch: Business Management Support
Designation: Deputy Director: Business Management
Salary Range: R47 283.58 pm (basic salary excluding benefits)
Workplace: 222 Smit Street, Braamfontein
Appointment Requirements:
• Bachelor's degree in Business Management or relevant degree (NQF level 7); and
• 7 — 9 years' experience in the Local Government at senior Management level.
Primary Function: Lead and manage the Business Management Unit so as to oversee the activities of the Housing Department and all its units to ensure that the department is aligned and complies with the City's Strategic agenda, policies, strategies and the Departmental Annual Business Plan.
Key Performance Areas: Lead, direct and manage the Business Management Unit through regular monitoring of staff duties and tasks in order to be able to engage and respond to the business needs of the Housing Department; Manage the development of the Housing Department's Annual Business Plan; Ensure that the Department's Organisation structure is designed to deliver the strategic agenda of National, Provincial and the City; lead and direct staff within the Department so that they are able to achieve the objectives set for them; Defining/adjusting role boundaries, workflow processes and job design against laid down service delivery requirements; Coordinate and manage the attendance of strategic meetings by the senior management; Develop, implement and manage the Information Management System by developing project management, project tracking, M&E and data management.

4. Department: Housing
Branch: Office of the Executive Director
Designation: Director; Support and Coordination
Salary: R58 620.46 pm (basic salary excluding benefits)
Workplace: 222 Smit Street, Braamfontein
Appointment Requirements:
• Bachelor's degree in Public Administration / or equivalent (NQF level 7).
• Ten (10) years relevant administrative and managerial experience. Relevant experience at Senior administration management level in a National or Provincial / Local government environment.
• Knowledge of Municipal System Act; Municipal Structure Act; MFMA; Housing Environment and Legislation. Access to Information Act; Stakeholder Relations Management; Understanding of Records management regulatory environment.
• Understanding of MSA and Local Government Framework, as well as the National Housing Code.
Primary Function: Provide overall strategic support under the general direction of the Executive Director: Housing through provision of various professional and administration services. Represent the Executive Director in various forums as and when required and maintain relationships with multiple internal and external role players and stakeholders. These include inter-departmental co-ordination and support relating to strategic programmes and special projects of the Executive Director.
Key Performance Areas: Lead and direct the provision of high-quality executive management and service s to support and contribute to the achievement of key organisational priorities. Manage and execute a range of special projects on behalf of the Executive Director to ensure the efficient achievements of the project outcomes while fostering high levels of collaboration an information transfer amongst the projects participants and supporting the management and impact of any subsequent changes and improvements. Management of Physical and human resources in the office of the ED; Develop and manage all systems and operations of the office of the ED. Provide and oversee administration in the Office of the ED.
Leading Competencies: Ability to operate at strategic management level. Ability to function under stress; Collaborative/Teamwork & Accountability; Advice and guidance; Information gathering; Change management; Problem solving; Resource management and networking skills. Time management; High level of confidentiality and Organisational skills.

5. Department: Housing
Branch: Office of the Executive Director
Designation: Administration Assistant
Salary: R14 240.70 pm (basic salary excluding benefits)
Workplace: 222 Smit Street, Braamfontein
Appointment Requirements:
• Grade 12 / NQF level 4 is required.
• Two (2) years' relevant experience in an administrative work environment
• Computer literacy and Office Application.
Primary Function: People specific administrative tasks and provide general office support to a specific functional.
Key Performance Areas: Provide support to the Administration Assistant in respect of specific administrative / clerical tasks associated with activities undertaken at the Head Office. Perform general clerical duties and renders support to specific functional areas.
Leading Competencies: Accountability; Confidentiality and Team player.
Core Competencies: Batho Pele principles. Knowledge of City's process, best practices including policies and procedures on medical supplies and equipment. Good communication, coordinating and problem-solving skills required.
