Minimum Requirements: 
  • Grade 12 plus B Com Degree/NQF level 7 in Economics / Finance / Business Management or Banking or equivalent qualification is a prerequisite. 
  • 5 - 7 years’ experience in Banking sector, Financial and or Management Accounting, Cash Management or Treasury related operations; 
  • Minimum of 5 years banking operations; 
  • Must have a valid driver’s license. 
 
Primary Function:
To ensure that all banking operation run smoothly and efficiently. Monitor all banking operations according to the MFMA regulations and banking rules in line with South African Banking Act. Includes but not limited to administration of banking services of the City and Municipal Owned Entities, Accordingly the position entails stakeholder’s management in respect of both core departments and Municipal Entities. To this end the incumbent travels to various sites to ensure that banking operations run efficiently.

Minimum Requirements: 
  • Grade 12 plus Degree/B Tech in ICT/related qualification (NQF level 7) in Business Administration or Public Administration; 
  • 5 years’ experience at middle management level, with overall 10 years’ preferred experience in a leadership/management position; 
  • Proven ability to effectively manage and guide technical/operational support staff on an integrated basis with workstations, server networks, telephony, and web-based applications; 
  • Proven strong strategic, analytical, technical, and reporting skills at a strategic level; 
  • Must have a valid driver’s license;

Primary Function: 
Improve multi-sectoral delivery to residents of the city. Reduce response time for JMPD, EMS, and Disaster first responders to incidents. Support traffic management, by-law management, and crime prevention plans and strategies for a well-regulated city, using technology and innovation, and provide intelligent information and data to inform strategic and operational decision-making on safety issues. The IIOC is a local government facility using state-of-the-art technology to obtain real-time data to proactively address various incidences ranging from crime, fire safety, traffic management, by-law enforcement, and service delivery issues. Drive the strategy and service as the principal advisor on IIOC and integrated operations in Public Safety. Produce intelligent analysis that should help the City to improve its stability in terms of emergency response. Ensure that there is a full integration of Disaster Management and Call Centre technology systems to the IIOC. 
 
Key Performance Areas: 
  • Lead in planning, organization, direction and prioritization of daily tasks for work to be performed and the coordination and management of the IIOC to ensure work activities and tasks are carried out in accordance with schedule, specifications and standards; 
  • Maintain an action plan with assigned responsibilities to manage and monitor IIOC operations; 
  • Schedule work to be performed according to instructions or requirements and within quality standards for the management of the IIOC platform, systems and associated CCTV and ICT infrastructure; 
  • Direct the management of service providers for the acquisition and maintenance of infrastructure and equipment for IIOC operations; 
  • Present and report on operational and technical IIOC issues and performance progress at various structure an manage and coach direct reports, including: 
  • Develop scorecards and performance reviews; 
  • Provide inputs, data and reports on strategic issues for departments and entities within the City; 
  • Develop Business Plans with the relevant KPIs; 
  • Update relevant SOPs pertaining to IIOC operations; 
  • Completion of audit reports on data standards and process compliance; 
  • Direct the training of staff 
  • Manage reporting management system for both internal and external clients, in order to make reporting of intra-organisational crime more accessible; 
  • Participating in senior management forums, committees and working groups relating to smart city technological issues, strategic planning issues dealing with data on safety and security within the city; 
  • Direct the development of scorecards, coaching and performance reviews for direct reports to ensure accountability for operations and effectiveness in terms of provision of information/data to improve IIOC service delivery, strategic plans and operations; 
  • Lead and guide the recruitment, selection, training, development and discipline to ensure that the directorate is positioned to provide an efficient service to the end users; 
  • Allocating resources between directorate components on an optimal basis and in line with budgetary constraints; 
  • Planning, development and quality control to ensure work activities and tasks are carried out in accordance with schedule, specifications and standards; 
  • CCTV infrastructure expansion, upgrades and maintenance to acceptable levels of quality and performance whilst creating a collaborative and integrated working environment; 
  • Stakeholder mapping/engagement to ensure that coordination of service delivery is efficient and effective; 
  • Supply Chain Management/Financial management and control to ensure constant supply of the required goods, materials and tools to enable the team or relevant stakeholders to complete required activities and tasks as well as to ensure compliance with SCM standards according to the MFMA; 
  • Asset management to ensure availability of resources to facilitate efficient service delivery; 
  • Monitoring and reporting to ensure compliance with reporting requirements; 
  • Effectively lead teams and inspire others to achieve goals through innovation, quality and excellence; 
  • Governance and risk to ensure that all risk are identified and mitigated in accordance with the regulations, Municipal structures and SLAs.

  • Grade 12/Matric plus a Bachelor’s Degree/Advanced Diploma (Risk) Management (NQF level 7); 
  • Disaster Management in South Africa (DMISA) Registration Practitioner; 
  • 10 years experience in a similar environment, of which 2 years in Senior Management within disaster management. 
 
Primary Function:
To develop, implement and maintain a comprehensive, integrated and effective Disaster (Risk) Management strategy, policy and plan; a Disaster Management Compliance Planning and Reporting; effective Disaster Management Information System and operational Disaster Management Centre for the City of Johannesburg to improve knowledge, awareness and understanding of disaster through a multidisciplinary stakeholder engagement. To give effect to the requirements of the Disaster Management Act, Act 57 of 2002 as it relates to Municipalities., read in conjunction with the National Disaster Management Framework, sections 1.1, 1.2, 1.3 and 1.4), Government Gazette No. 27534, Notice No. 654, dated 2005/04/29, and relevant regulations. 
 
Key Performance Areas: 
  • Establish integrated institutional capacity within the municipal spheres for effective implementation of disaster management policy and regulations; 
  • Establish a functional Disaster Management Centre, to execute disaster management planning and disaster risk reduction undertaken by the City; 
  • Ensure all disaster management stakeholders develop and implement integrated disaster management plans and risk reduction programs following the approved frameworks;
  • Ensure effective and appropriate impact concerning personal injury, health, loss of life, poverty, infrastructure, environments and government service; 
  • Develop, implement and manage a Disaster Management Information System and Integrated communication links with all disaster risk management role players;
