MANAGER: DEMAND MANAGEMENT

Remuneration: R49 780,13 pm (basic salary, excluding benefits)
Location: Metropolitan Centre, 158 Civic Boulevard, Braamfontein
Minimum Requirements:
- Grade 12/Matric at NQF level 4 plus a degree in Finance/Supply Chain Management/ Business Admin/Public Admin or related fields (NQF level 7).
- Training in SAP will be an added advantage.
- 5 – 7 years ' relevant experience of which 2 years in a lower management within the Supply Chain Management environment.
- Knowledge of MFMA and its circulars as they may be applicable to the Supply Chain Environment.
- Knowledge of principles and practices of municipal budget preparation.
- Knowledge of principles and practices of municipal Supply Chain Management
- Code 8 valid driver’s license.
Primary Function:
Oversee the day-to-day procurement of works goods and services through the relevant procurement mechanisms as outlined in the City’s SCM Policy, and provide guidance in all procurement matters in line with the City’s Procurement Plan.
Key Performance Areas:
- Oversee the day-to-day demand management activities relating to the procurement of works, goods and services.
- Provide demand management supervision.
- Provide input into the strategic plan and development of the section.
- Build and maintain strong relations with internal and external business units’ entities, key stakeholders and peers to ensure the correct focus and support.
- To efficiently and effectively manage the operational assets and resources of the section cost-effectively in accordance with the legislative framework of the City’s policies and procedures.
- To maximise the productivity of the subsection by optimising the effectiveness of its employees in order to enable the achievement of the objectives of the subsection and manage the human resources thereof.
- Manage all aspects of the finance in the control of demand planning and consolidation subsection, including but not limited to, revenue, expenditure, assets and liabilities, in accordance with the legislative framework as well as the City’s policies and procedures.
- Provide quality reports on the functions and performance of the subsection, which are factually accurate and complete, timely contribute to and support the overall reporting requirement.
- Comply with all relevant legislative frameworks, including the City’s Code of Ethics, and manage and mitigate risk effectively.
Leading Competencies:
- Computer Literacy (all Microsoft Programs);
- People Management experience and skills;
- Operations planning skills;
- Financial management skills;
- Time Management skills.
Core Competencies:
- Knowledge of MFMA and Regulations, and their circulars as they may apply to the Supply Chain Environment;
- Knowledge of principles and practices of municipal budget preparation;
- Knowledge of the principles and practices of municipal supply chain management.
