GROUP HEAD: GROUP RISK AND ASSURANCE SERVICES

BRANCH: Group Risk, Audit and Assurance Services 
DESIGNATION: Group Head: Group Risk and Assurance Services 
REMUNERATION: R 2 148 405 pa (all-inclusive, cost to company) 
LOCATION: Metro Centre, 158 Civic Boulevard, Braamfontein 
 
Minimum Requirements: 
• Matric/Grade 12; 
• Bachelor’s degree in risk management and assurance disciplines with completed articles in Internal Audit / Chartered Accountant (CA)SA / Association of Chartered Certified Accountants (ACCA) / Chartered Institute of Management Accountant (CIMA) / Chartered Internal Auditor (CIA); 
• Must be a registered member of the relevant professional body; 
• 5 years’ senior management experience and 3 years at middle management; 
• At least 8-10 years’ extensive experience and subject matter expertise in the Assurance disciplines; 
• Sound understanding and working experience of Enterprise Risk Management practices and philosophy, including the design and implementation of processes and systems; 
• Knowledge of the MFMA/PFMA, Treasury Regulations and other relevant legislative frameworks is essential; 
• Extensive experience and exposure to risk management, corporate governance, compliance and regulatory environment; 
• Advanced knowledge and application of the new forward-looking and proactive integrated reporting practice guided by King III Principles of Good Governance; 
• Project management experience is critical; and 
• Have no criminal record. 
 
Primary Function:
As the Institutional Advocate for Enterprise-wide Risk Management – To provide leadership on overall efficiency of the ERM function, embedding of risk management practices, fostering a risk aware culture with technical expertise in integrating risk management throughout the City. 
 
Key Performance Areas: 
• Provision of Risk Management Services; 
• Provision of strategic leadership of an Enterprise–wide Risk Management Service; 
• Ensure a proactive and effective Compliance Monitoring Service to the Group; 
• Provision of strategic leadership and provision of a Combined Assurance and Business Process Excellence Service to the Group; 
• Provision of Integrated Reporting services; 
• Financial and Human Resources Management. 
 
Leading Competencies: 
• Strong business acumen; 
• Good verbal communication (including presentation and public speaking) skills; 
• Good written communication (Report writing, PowerPoint presentation, etc.). 
 
Core Competencies: 
• Knowledge of Risk Management and Compliance Standards; 
• In-depth knowledge of current internal audit philosophy and practices and compliance practices, internal controls, risk assessment, and investigative processes; 
• Knowledge and understanding of good governance policies, practices and directives including the King’s Reports; 
• Knowledge and understanding of internal audit processes and procedures; 
• Knowledge of PFMA and MFMA and Treasury Regulations; 
• Knowledge and understanding of monitoring and evaluation; 
• Knowledge and understanding of project management systems and processes.

• Must be a registered member of the relevant professional body; 
• 5 years’ senior management experience and 3 years at middle management; 
• At least 8-10 years extensive experience and subject matter expertise in the transportation and infrastructure planning and development disciplines of which 3 three years must be at senior management in a metro or medium-sized municipality or similar public sector environment; and 
• Have no criminal record. 
 
Primary Function:
To provide policy development, transport planning, project implementation and regulation of public transport services. Provide infrastructure and services that support walking, cycling and public transport, for fostering behavioural change to improve road safety, and for enabling mobility of passengers and freight. 
 
Key Performance Areas: 
• Provision of Transport Planning and Policy Development (Strategic Planning, Integrated Transport Planning and Service Planning) services; 
• Ensure transportation transformation services; 
• Provision of design and maintenance services; 
• Provision of integrated reporting services; 
• Provision of promotion and marketing services; 
• Financial and human resources management.
