EXECUTIVE DIRECTOR: HEALTH 
Department: Office of the City Manager

Designation: Executive Director: Health 
Remuneration: R 2 085 830 pa (all-inclusive, cost to company) 
Location: Metropolitan Centre, 158 Civic Boulevard, Braamfontein 
 
Appointment requirements: 
• Matric/Grade 12; 
• A professional Degree in Medicine (MBChB, MBBCh, or equivalent) or relevant qualification in a healthcare field, including public health and environmental health management (NQF level 8); 
• Current registration in one of the practitioner categories of the Health Professional Council of South Africa (HPCSA); 
• 5 – 8 years’ relevant working experience or more in a senior/executive management level in health services; 
• 10 years’ relevant working experience at a senior/executive management level in health service will be an added advantage; 
• Must be able to work extended hours and be on standby; and 
• Must not have a criminal record (excluding previous conviction relating to political activities in the previous dispensation) and such a person shall undergo security vetting. 
 
Primary Function: 
To provide sound strategic primary health and environmental health services (Municipal Health Services) in the City of Johannesburg and ensure that the residents of the City are provided the opportunity for a long and healthy life.
 
Key Performance Areas: 
• Drive the Department’s strategic planning process in contribution to the City’s Strategy; 
• Ensure provision of both personal primary health and environmental health services; 
• Provide sound leadership for the achievement of the Department’s objectives; 
• Implement good governance and effective risk management systems; 
• Ensure effective control of the financial and human resources of the Department. 
 
Leading competencies: 
• In-depth knowledge, critical thinking, understanding of the management and control of all the Primary Health Programmes and Environmental Health policies and legal frameworks; 
• Proficiency in basic methods of epidemiology, disease prevention, environmental health, health promotion, behavioural change, group process, community/organisational development and methods of instruction, public information and mass media methods, data analysis and research methods; marketing principles, public information and mass media and methods of instruction; 
• Proficiency in the identification of population health status and determinants of health and in the use of methods and instruments for collecting valid qualitative and quantitative data; 
• Proficiency in quality improvement principles and application of the public health standards; 
• Proficiency in policy development, feasibility analysis, incorporating policies into program plans and structures, and policy evaluation and impact analysis; 
• Proficiency in assuring that cultural, social, and Behavioral factors play a significant role in the accessibility, availability, and delivery of public health services; 
• Knowledge of the Municipal business planning processes feeding into the development of Strategic plans, Service Delivery Implementation Plans (SDBIP), and departmental implementation plans; 
• Excellent oral and written communication skills; 
• Clinical risk management experience; 
• Organizational skills; 
• Outstanding leadership and managerial skills; 
• Requires the ability to perform upper-level data analysis, including the ability to hypothesize, theorise and assimilate, to modify or adapt existing policies/methods to meet unusual conditions within the context of existing theories and management principles; 
• Ability to utilise a variety of reference, descriptive, and advisory data, and information such as professional literature, fiscal reports, advisories, contracts, policy manuals, statutes, procedures, and guidelines; 
• Requires the ability to apply communication and group dynamic strategies for interacting with persons from diverse backgrounds and levels; 
• Proficiency in teaching methods and techniques for presenting material and engaging a wide variety of audiences in learning experiences including but not limited to group process and facilitation; and formal education using a wide range of audio-visual equipment; 
• Proficiency in team building, group facilitation, leadership, and development of supervisory trust and capacity across the Department and among community partners.

Minimum Requirements: 
• Matric Certificate, plus a Bachelor’s Degree in Organisational Development/Business Administration/Human Resources/Human Behaviour/Human Psychology, or a related field at NQF level 7; 
• Organisation & Work Study Certificate/Management Services Certificate or Diploma will be an added advantage; 
• 10 years’ overall experience in Organisational Development/Human Resources or related field, of which 5 – 7 years must be in leadership/management experience in Organisational Development with a strong appreciation of the interplay between OD and Human Resource Management; 
• Minimum of Code 8 Driver’s License. 
 
Primary Function:
Responsible for the implementation of OD, IDP programmes, and ongoing interventions that foster a total systems approach to ensure alignment of business processes, systems, structures, people, and organisational culture within the City’s vision, mission, and strategic priorities. Ensuring strict adherence to organisational development legislative and policy framework throughout the City. 
 
Key Performance Areas: 
• Ensure optimal utilization of the City’s resources (Human, Systems/Machinery/Building, Material and Budget) and the delivery of City’s services in a more effective, efficient innovative manner. 
• Ensure the delivery of the Job and Organisational Design programmes in line with City’s strategy (IDP), prescribed Methodologies, Legislative, Policy and Regulatory Frameworks. 
• Oversee the development and implementation of City’s Workforce Planning Strategic Framework that ensures alignment of the City’s Strategic Priorities, talent, skills, technology and organisational culture with the Future Worlds of work. 
• Oversee City-wide strategic and tactical organisational change and transformational initiatives through effective change management structures and sound change management strategy, project methodology, mentorship and coaching initiatives that promotes an organisational culture that supports the City’s vision and mission. 
• Contribute to the development of the Department and the Branch’s strategic planning process; 
• Ensure effective and efficient Directorate functions, processes, procedures, systems and policies; 
• Direct the delivery of the Organisational Development functions; 
• Ensure effective management of specific administrative and reporting requirements associated with the Directorate and individual performance.
