EXECUTIVE DIRECTOR: ECONOMIC DEVELOPMENT 
Department: Office of the City Manager 
Branch: Economic Development 
Designation: Executive Director: Economic Development 
Remuneration: R 2 148 405 pa (all-inclusive, cost to company) 
Location: Metro Centre, 158 Civic Boulevard, Braamfontein 
 
Minimum requirements: 
• Matric/Grade 12; 
• Bachelor’s degree in Business Management / Administration / Economics or related field at NQF level 7; 
• A minimum of 10 years’ overall working experience; 
• 5 years’ senior management experience and 3 years at middle management; 
• Sector-specific experience in Economic Development which may include leading diverse teams in transformation of an emerging economy will be an added advantage; 
• Comprehensive understanding of local government; 
• Knowledge of the City’s strategy (IDP), prescribed methodologies, legislative, policy and regulatory frameworks; 
• In-depth knowledge of the regulatory environment and the public sector generally including the democratic, political and organizational framework; 
• The incumbent should meet the standards set out in the Core Competency Requirements as per Regulations; 
• Good knowledge and interpretation of policy and legislation; 
• Good knowledge of performance management system; 
• Good knowledge of the MFMA and MFMA Regulations, (Act No.56 of 2003); and

Primary Function: 
Implement the City’s vision and long-term economic growth strategy to facilitate economic growth by collaborating with City Departments, Municipal Entities, other spheres of government, private sector and all other affected stakeholders whilst capitalizing on the City’s own economic levers. 
 
Key Performance Areas: 
• Market and promote and facilitate trade and investment within the City; 
• Approve all enterprise development strategic frameworks and develop high-level implementation plans; 
• Analyse inherent comparative advantages in a particular locality relative to strategic sectors and value chains; 
• Advise the City on emerging and long-term economic trends affecting economic development, sustainable human development, and their policy and programme implications; 
• Lead preparation of impact assessment, feasibility studies, due diligence, and associated management plans; and 
• Provide strategic leadership to the department and contribute towards the overall management of the organisation.

• Registration with a recognised relevant professional body; 
• 10 years’ working experience in local government and must demonstrate a clear understanding of developments in the environment and infrastructure environment; 
• 5 years’ senior management experience and 3 years at middle management; 
• The incumbent should possess good knowledge at a competent proficiency level:

Primary Function: 
To lead, direct, and control the Department to support IDP (strategy) relating to the implementation of the environment sector local government support strategy, national waste management strategy, waste disposal strategy, air quality management; waste management, chemicals management; environmental management, governance, impact management; conservation and biodiversity, and water and sanitation.

• Lead the strategic planning of air quality management services; 
• Lead, direct, and manage the by-law making and enforcement of air quality management; 
• Lead the by-law making, enforcement of setting of solid waste standards and buffer zone setting in respect of hazardous waste storage facilities and monitoring; 
• Lead the planning, monitoring, and reporting in conservation and biodiversity; 
• Lead the provision of water management services, by-law making and enforcement;
• Lead the provision of electricity and gas reticulation services; by-law making and enforcement; 
• Ensure effective control of the financial and human resources of the department;

CALL FOR NOMINATIONS FROM MEMBERS OF THE PUBLIC TO FILL THE POSITION OF INTEGRITY COMMISSIONER OF THE CITY OF JOHANNESBURG METROPOLITAN MUNICIPALITY 

The Speaker of Council, Cllr Margaret Arnolds, hereby calls for nominations from members of institutions and civil society to fill the position of the Integrity Commissioner in the City of Johannesburg Metropolitan Municipality.
 
1. Requirements for the Position 
To qualify for the nomination, the nominee shall: 
a) be a South African citizen; 
b) reside in the jurisdiction of the City of Johannesburg Metropolitan Municipality; 
c) be a fit and proper person to hold the particular office; 
d) be a retired judge of the High court or a retired Magistrate in the Magistrate court; or 
e) be admitted as an advocate or an attorney and has, for the accumulative period of at least 10 years after having been admitted, practised as an advocate or an attorney; or 
f) is qualified to be admitted to as an advocate or an attorney and has, lectured in law at a university; or 
g) has specialised knowledge of or experience, for a cumulative period of at least 10 years, in the administration of justice, public administration or public finance; or 
h) have acquired any combination of experience mentioned in (e) to (g), for a cumulative period of at least 10 years. 
 
2. Conditions of Appointment 
a) The Speaker shall present the appointment of the Integrity Commissioner to the House for adoption by a two-thirds majority. The removal of the Integrity Commissioner due to misconduct or abuse of power shall be subject to the same procedure. 
b) The Integrity Commissioner shall be appointed for a period of five (5) years;
c) They shall not remain in Office for more than ten (10) years; 
d) They shall be assisted by staff members assigned by the Secretary to Council for the work of their Office; 
e) Their remuneration and conditions of service shall be determined by the Secretary to Council in consultation with the City Manager. 
 
3. Functions of the Integrity Commissioner 3.1. 
a) The Integrity Commissioner may on their own accord investigate any alleged violation of the Code of Conduct by any councillor in so far as such violation relates to the disclosure and declaration of financial interest by the councillor; 
b) Should the Integrity Commissioner find evidence of a violation, they must report the facts and conclusions to the Ethics and Disciplinary Committee of Council; 
c) The Integrity Commissioner shall: 
i. Open and keep a register called the Register of Financial Interests; 
ii. Record in the Register particulars of Councillors’ registrable interests; 
iii. Amend any entries in the Register as and when necessary; and 
d) Perform other duties as and when assigned by the Ethics Committee within the ambit of the Code of Conduct. 
e) The Integrity Commissioner shall submit quarterly reports to the Ethics Committee on the performance of their functions.
