REGIONAL MANAGER
DEPARTMENT: Legislature
BRANCH: Community Participation & Ward Governance
DESIGNATION: Regional Manager
REMUNERATION: R42 403,58 pm (basic salary, excluding benefits)
LOCATION: Region F
Minimum Requirements:
• Grade 12 plus Degree/NQF level 7 in Public Management/Administration is required;
• 5 years’ experience in Local Government of which 3 years’ experience at management level.
Primary Function:
Provide managerial and administrative support to the Regional Ward Governance Office. Ensure performance arrears and result indicators associated with the provision of Administration, Leadership, Management, Performance Management, and Facility Management, and participate in the design, development and implementation of the successive running of the Ward Governance Office and ensure efficient office operations and reporting.
Key Performance Areas:
• Provide effective administration management to centralized and decentralized Ward Governance Office;
• Monitor performance management functions;
• Manage specific administrative sequences and attend to the general applications and interventions associated with functionality;
• Coordinate specific procedures associated with the management of facilities;
• Manage the implementation of the procedure and systems associated with controlling document flow and quality systems/statutory and audit requirements regulating recordkeeping;
• Support Ward Councillors.
Leading Competencies:
• Computer literacy including MS Office Applications;
• Accountability;
• High level of confidentiality and organisational skills;
• Time Management, working independently, under pressure and ability to prioritise.
Core Competencies:

REMUNERATION: R54 544,98 pm (basic salary, excluding benefits)
LOCATION: Metropolitan Centre, 158 Civic Boulevard, Braamfontein
Minimum Requirements:
• Grade 12 plus Degree/NQF level 7 in Public Management and Administration//Business Management/Administration or related field;
• 7 - 9 years’ experience in Local Government of which 5 years’ experience at senior management level within local government;
• Experience in project management;
• Experience working with the public in the context of governance.
Primary Function:
Lead and direct the Ward Governance and Ward Committee function located in the Office of the Speaker, Legislature. Develop systems and procedures for Ward Governance and Ward Committee Unit. Ensure development, implementation and amendment of policies on all aspects of ward governance and ward committees. Ensure progressive implementation of sound ward committees in the City and vertical alignment with the national framework. Ensure Ward Governance operates at an optimal level and is efficient.
Key Performance Areas:
• Policy development and implementation;
• Oversee ongoing training, database management interventions, payments, supplementary elections and budget for all Ward Committee members;
• Oversee the functions of the Ward Governance Unit in order to support Ward Councillors in arranging meetings, provision of refreshments, logistics accommodation, repairs and maintenance, projects and tools of the trade;
• Oversee, develop and manage the contracts and performance agreements of all staff in the Ward Governance and Ward Committee Unit;
• Oversee and assist in setting up annual consultative stakeholders’ forum that is representative of the different sectors of the community including women and Youth and People Living with Disabilities;
• Ensure a coordinated approach for service delivery interface;
• Ensure financial prudence City with clean audits by the Auditor General;
• Manage the Directorate projects risk to an acceptable level.

• High level of confidentiality and organisational skills;
• Time Management, working independently, under pressure and ability to prioritise.
