Salary: R58 620.46 pm (basic salary excluding benefits)
Appointment Requirements:
• Bachelor's degree in Human Resources Management or associated discipline/NQF level 7;
• A Post Graduate qualification in Human Resources Management or related field is preferred;
• Organisation and Workstudy Diploma/Certificate and/or clear training as an Organisational Development Practitioner;
• At least 5 years' relevant senior management experience in organisational development in a large organization; and
• Demonstrated experience in organisational development and management, project management and policy development.
Primary Function:
Responsible for planning, managing and directing the full suite of Group, Citywide including MEs Organisational Development initiatives and functions; including organizational effectiveness, human resource planning and change management. Roles and responsibilities will include:
• Strategic integration of strategies, policies, standards and practices across the City;
• Institutional, functional and organizational design and development;
• Job design and development of job descriptions;
• Business process optimization;
• Productivity improvement programmes and projects;
• Cross-cutting programmes and project management;
• Interventions to bring about increased organizational effectiveness and efficiency;
• Manpower planning;
• Change management programmes; and
• Financial control and management of Unit Capex/Opex budget on annual/decade time horizon.
Interface with a broad range of external stakeholders, including politicians, labour and other senior government departments and officials and coordinate OD activities with other City Departments, Municipal Entities and outside agencies and service providers.
Key Performance Areas:
Manage and lead the Organisational Development Unit to ensure quality management and pro-active leadership. Strategic integration of strategies, policies, standards and practices in respect of Organisation Development across the Group/City/MEs. Manage the Human Resource Planning of the Group/City/MEs by planning, managing and implementation. Manage the Organisational Effectiveness function of the Group/City/MEs by planning, managing and ensuring. Plan, manage and control the Change Management function of the Group/City/MEs. Administration Management. Business Management of the Unit and People Management.
Leading Competencies:
In-depth understanding of strategic thinking and policies in relation to organizational effectiveness and resource planning and how they can be applied practically; Change Management; Governance and Leadership; People Management; Strategic Perspective; Financial Management; Emotional Intelligence; Goal Orientation.
