INVITATION TO SERVE ON THE FINANCIAL MISCONDUCT BOARD
CLOSING DATE THURSDAY, 18 AUGUST 2022
FINANCIAL MISCONDUCT BOARD 001/2022
City of Johannesburg Municipality hereby invites independent and suitably qualified persons to serve as members of the Financial Misconduct Board established in terms of Chapter 2 of the Municipal Regulations on Financial Misconduct Procedures and Criminal Proceedings; Government Gazette No. 37699 of May 2014 on Local Government Municipal Finance Management Act, 2003.
MINIMUM REQUIREMENTS:
• A Bachelor’s degree or preferably a postgraduate degree in any of the following fields: Finance, Accounting, Audit, Legal, Governance, Risk Management or Compliance.
PREFERRED QUALIFICATION
• The external Financial Misconduct Board member should be at least one of the following: An admitted Attorney, Advocate, retired Judge, Chartered Accountant South Africa (CA(SA)), Certified Internal Auditor (CIA), Certified Forensic Accounting Professional (CFAP), Certified Fraud Examiner (CFE), Certified Forensic Investigation Audit Professional (CFIAP), or Labour Law Specialist.
EXPERIENCE
A prospective Financial Misconduct Board member should have at least 2 of the following levels of experience:
• Having worked in an accounting/audit environment,
• Experienced board member in corporate South Africa or organs of state,
• Experience in Commissions of Enquiry,
• Minimum of 10 years practicing experience as a CA (SA) or Attorney or Advocate
• Membership with recognised professional bodies.
COMPETENCIES/ SKILLS:
• Ability to communicate effectively, to lead and participate in the discussions.
• Sound knowledge and understanding local government is essential.
• A good understanding of the treatment of allegations and investigations
• Research, investigation, and report writing skills.
In addition to the above, candidates should demonstrate experience in participating in governance structures and should be able to dedicate time to the activities of the municipality. Preference will be given to applicants with experience in serving on Disciplinary Boards or committees of the same purpose.
KEY RESPONSIBILITIES:
The Financial Misconduct Board will be expected to:
• Assist Council/City with the investigation of allegations of financial misconduct.
• Investigate allegations of financial misconduct in the municipality or municipal entity upon receipt of instruction from Council/ Accounting Officer.
• Prepare and submit reports to the Municipal Council/ Mayoral Committee and Accounting Officer as appropriate for each case.
• Provide recommendations on further steps to be taken regarding disciplinary proceedings, or any other relevant steps to be taken.
• Monitor the institution of disciplinary proceedings against an alleged transgressor.
