UP TO A MAXIMUM OF FIVE (5) YEARS FIXED-TERM PERFORMANCE-BASED CONTRACT POSITION

The City of Johannesburg seeks to fill this Executive Level Position.
Note the following in terms of all of the below mentioned position:
Appointment in this position will be subject to the signing of an employment contract and performance agreement, as well as disclosure of financial interests.
The applicant needs to comply with the MFMA unit standards as prescribed by Regulation 493 of 15 June 2007 as published in Government Gazette 29967 of 15 June 2007. The applicant shall undergo a competency assessment in terms of Annexure A (competency framework for Senior Managers) Notice 21 published in Government Gazette of 17 January 2014. Applicant shall undergo security vetting. The Relevant MFMA Unit Standards for the above position are preferred, however a grace period of eighteen (18) months will be provided to obtain the Unit Standards as per Publication in the Government Gazette No 40593, Government Notice 91 of 03 February 2017 by The Minister of Finance.

Appointment requirements:
Standard 10/Senior Certificate/Matric/Grade 12 PLUS Tertiary qualification, A Degree (NQF Level 7) in LLB or BCom Law;
At least 10 years’ “business” experience, of which at least 7 years should have been in a senior leadership role, and/or including 3 years as Head of Corporate Secretariat/ Group Legal/ Strategy and Policy Formulation/ Finance Function, in a large organisation/ group company;
An in-depth understanding of the Public Sector and Governance related legislation, regulation and guidelines are required. In addition, previous experience at local government level is essential.
PRIMARY FUNCTION: To provide strategic leadership of an integrated Group Governance Function by conceptualising, developing and implementing the policies, frameworks, models, standards and interface to ensure that:
• The Executive is able to plan, decide and ensure the implementation of the agenda of the COJ.
• There is an integrated approach to governance and to ensure that there are efficient structures and systems for effective coordination, oversight, monitoring and evaluation of government business by the Executive.
• Standardised Group governance policy and procedures, standards, guidelines and frameworks are provided.
• There is sufficient support and management of the business of the Executive and its committees.
• Corporate secretarial support is provided to the Mayoral Committee, Mayoral Sub-committees, EMT Committee and sub-committees; Group Committees (Group Audit Committee, Group Risk Committee, Group Performance Audit Committee, EAC Committee, and CAC Committee) and Cluster Committees.
• The tracking and reporting on Committee and Council resolutions are accurate, up to date and relevant
• Municipal Entity oversight is coordinated at a high level to enable and capacitate the MMC’s to exercise their oversight role.
• Support to the MMC’s on the oversight and management of Service Delivery Agreements (SDA’s) with MOE’s, is provided.
• Support to MOE Boards and Board members are provided
In order to ensure sound governance principles and practices and high-quality reporting are upheld throughout the CoJ.
The applicant must have:

Minimum competency requirements for Senior Managers
Primary function: Governance Business Planning and Strategy; To manage all aspects of the finance, including but not limited to, expenditure in accordance to the legislative framework as well as the City’s policies and procedures; Ensure the strategic leadership and provision of an effective Committee Support Service; Ensure a proactive and effective Shareholder Service to the Group; Ensure the strategic leadership and provision of an effective Group Governance and Reporting Function; Create an environment and build capabilities within and around Group Governance Services to realize CoJ strategies; Develop, Communicate, and maintain a healthy working relationship with all stakeholders, Identify, assess, and inform the Executive team and political heads (or other appropriate stakeholders) of internal and external status; progress or matters that affect the Department; Communicate strategies, plans and policies of the Department to all relevant stakeholders; Build and maintain relationships with internal and external stakeholders in order for information, advice or opinions on relevant matters is made available and/ or communicated appropriately and timeously. Lead and initiate opportunities to enhance internal relationships between management, unions and employees, and support processes to maximize a collaborative working relationship; Establish good external working relationships and collaborative arrangements with community groups, service providers, funders, politicians, government, and other organisations to help achieve the goals of the Department; Represent the Municipality and Department at various forums and committees; Collaborate with different Departments to ensure effectiveness of service delivery and integration; Align to the municipal stakeholder management plan and assigned responsibilities; maximize the productivity of Logistics by optimizing the effectiveness of its employees to enable achievement of objectives of the Department; Provide quality reports on the functions and performance of Logistics which are factual, accurate and complete; timely; and contributes to and supports the overall requirements of Credit Management.
