ASSISTANT DIRECTOR: NATIONAL BJUILDING REGULATIONS

Minimum Requirements: 
• A Degree/NQF Level 7 qualification in one of the following disciplines:

Primary Function:
The Assistant Director: National Building Regulations is required to manage the allocated Region/s to ensure proper management of the built environment in terms of safety , structural stability and the health building through the strategic and tactical implementation of the National Building Regulations and Building Standards Act, No 103 of 1977 (as amended); the National Building Regulations as stipulated in the SABS 0400 code of practice; Council By-Laws; the Town Planning Schemes and any other applicable legislation.

• Manage and empower staff in the allocated Region/s. 
• Manage the inspection of building works in progress in the Region/s to ensure that the building works complies with approved building plan and the National Building Regulations and Building Standards Act, 103 of 1977, as amended and the National Building Regulations as stipulated in the SABS 10400 code of practice. 
• Manage and control correspondence, queries and enquiries elevated by the Chief Building Inspector to ensure that escalated correspondence is addressed. 
• Provide on-the-job training to subordinates to ensure that staff is effectively trained on all relevant processes and systems and have a clear understanding of what is required and expected for efficient functioning of the unit.

• 7- 8 years intensive experience in GIS of which 5 years in managerial experience. 
• High degree of Computer literacy.

Primary Function:
Provide strategic support and oversight in the management of key performance areas and indicators associated with the Geographic Information Systems (GIS) Projects and Public Information Services. Facilitate the provision of relevant, quality spatial data information and related services to support decision-making and broaden the internal and external customer base through innovative, word class spatial information solution Coordinate the overall Customer Relationship Management of the directorate and the implementation of its marketing strategy.

• Identify and define the immediate short- and long-term objectives associated with Geographic Information System (GIS) related projects and customer services. 
• Direct and control outcomes associated with the utilization, productivity and performance of personnel within the Projects and Public Information Counter sections.

• Manage the formulation of specific contracts and control contractual obligations. 
• Coordinate and control specific processes associated with the implementation monitoring and communication phases of the GIS projects. 
• Disseminate functional and operational information on the immediate, short- and long-term objectives and current developments, problems and constraints related to spatial information. 
• Develop and implement Geographical Information System strategies relating to GIS projects, requests and customers service responsibilities of the Section. 
• Prioritize and control the capture and maintenance of core spatial datasets for the City, Municipal Entities and external stakeholders. 
• Disseminate and report functional information regarding objectives, developments and problems. 
• Facilitate Geo- Science research and developments to ensure keeping up with technological development and sharing knowledge.

• 7- 8 years’ experience in Financial, Accounting or Business Management in either the public or private sector, of which 3 – 5 years /must be in middle management position; 
• Experience of revenue, cash management and payroll; 
• Understanding of IT Innovation in a related industry / field and potential application to the department function; 
• Problem Sound knowledge of the Municipal Systems Act 32 of 2000, Municipal Structures Act, Municipal Finance Management Act 2004 and Municipal Fiscal Powers and functions Act 2007, GAAP Income Act and PFMA;

Primary Function:
Lead and direct the Accounting, expenditure, budgets and assets of the development Planning Department and to manage the key performance and result indicators associated with it so that their financial position is reported accurately, the fiancé section runs efficiently and effectively, and the department conform to the requirements of the Municipal Finance Management Act and the City’s financial strategies and policies. Establish strategic leadership, direction and control over the finance section in the Development Planning Department. Analyse financial systems in terms of overall strategies are supported. The section manages the Accounting, Expenditure, Budget, Procurement and Asset management.

• Lead, direct and control the short to medium objectives and; priorities of the section encapsulating procurement, assets, insurance expenditure, income, bulk contribution collection and remuneration control functionalities;

• Ensure statistical analyses and regression modelling;
