Minimum Requirements:
· B Degree in Electrical Engineering (Heavy Current) / Relevant NQF 7
· ECSA registered as Pr Eng./ Pr. Tech Eng./ Pr Cert Eng.
· Code B driver's license.
· 5 years' experience in the operation, maintenance and refurbishment of municipal electrical distribution networks
· Electrical Engineer's Certificate of Competency will be an added advantage.
Core Responsibilities:
· Manage the operations and maintenance of the total electrical distribution network with the Distribution Business Unit
· Develop Operations and Maintenance section operational and budget targets in support of tactical delivery plans and organisational strategic objectives in partnership with divisional leadership.
· Advise on strategic installations and support operations to either eliminate electrical network security risks or reduce the frequency or severity thereof.
· Continuously monitor quality to ensure that the highest required standards and conformance to specifications and codes are achieved.
· Manage operations and maintenance section personnel at a depot level and ensure optimal utilisation of personnel and create an acceptable work ethic and environment.
· Execute administrative functions to ensure proper documentation and record keeping.
· Manage the expenditure of the section budget and ensure effective implementation of supply chain management procurement measures.
· Ensure compliance with legislation and organisation policies and implementation of council resolutions.
· Manage contractors and consultants for the section maintenance and refurbishment and operations projects.
· Implement and maintain the department asset management strategy, policies and standards.
· Ensure that requirements of the section are budgeted for and that the budget is utilised efficiently and effectively.

Core Responsibilities:
· Manage the support services of the of the electrical distribution network business unit
· Provide strategic support to the chief area engineer to meet the departments strategic goals and objectives
· Manage, control and coordinate the maintenance of streetlights and area lighting to ensure optimum service delivery.
· Manage the performance of electrical networks to identify trends of electrical equipment failures and derive effective solutions and remedies.
· Prepare reports as per developed set standards, requirements, legislation and regulations.
· Appoint and monitor contractors in accordance with supply chain measures and procedures.
· Evaluate and monitor contractor performance to ensure compliance with contractual obligations.
· Design and review street, area and sport field lighting designs and review plans and specifications of proposed new lighting installations.
· Ensure compliance to governance, legislation and mitigate risks with area of accountability.
· Manage and maintain electrical infrastructure which include street, and area lighting and electrical maintenance of Council buildings.
· Lead and manage direct and indirect teams by providing a meaningful context, setting performance standards and educating on policies and processes.

Core Responsibilities:
· Manage the electricity meter installation and meter maintenance processes performed in all Depots
· Plan, monitor and manage projects within the Project Management sub-section
· Provide overall direction for management of the Metering and Electrical Installation section
· Develop and manage processes that ensure Energy Department revenue stream is optimized
· Manage installation and maintenance of prepayment meters, conventional meters and AMR metering in the Depots
· Manage Capital and Operational Budgets of Metering and Electrical installation section
· Manage revenue-based capital budget allocations made to the metering and electrical installations section
· Manage and provide strategic direction to develop, drive, implement and monitor effectiveness of customer education activities, campaigns and community projects
· Ensure that all electrical installations connected to the municipal grid complies with electrical regulations and by-laws
· Ensure that projects are managed in accordance with best practice methodologies and in line with policies and procedures
· Lead and manage direct and indirect teams by providing a meaningful context, setting performance standards and educating on policies and processes
· Execute Governance and Risk Management, Council policies and municipal by-laws to ensure effective revenue protection and legal compliance
· Comply with legislation and organisational policy to effectively contribute towards meeting organisational objectives
· Ensure compliance with the Batho Pele principles, maintain good customer relations and efficient and productive service delivery
· Provide effective and efficient management to maintain a high level of productivity
