Core Responsibilities:
- Manage short, medium and long term operational processes within the Waste Management operations depot
- Coordinate activities of various sub services within the depot to ensure optimal utilization of resources
- Plan for vehicle routes to balance activities and ensure equal work distribution and vehicle distribution
- Maintain the administrative processes of the Waste Management Operations depot
- Plan for operational requirements by means of ensuring a balance between productivity vs workload
- Identify training needs for personnel and enforce discipline when required to
- Ensure proper supervision of applying council policies and improve work relationships
- Plan for activities that expand the service provision and generating revenue for the Municipality
- Ensure optimal and cost effectiveness of services rendered within the section
- Control income vs expenditure within the section
- Manage the fleet of the Waste Management operations depot
- Ensure optimal utilization of rendering refuse removal services
- Ensure good relationships and excellent liaison with stakeholders

Core Responsibilities:
- Plan and monitor outsourced services
- Determine the needs and resources required for community programs and events including special projects
- Monitor provision of services rendered in the outsourced areas
- Ensure compliance with all relevant environment, waste, health and safety legislations
- Initiate and conduct area inspections in all outsourced areas (jointly with contractors)
- Ensure improved service provision and compliance with relevant legislations and by-laws
- Perform administrative functions of outsourced services
- Compile reports for submission to the Operations Officer: Outsourced Services
- Compile bulk containers' data statements for billing
- Receive monthly invoices and prepare payment certificates and cheque applications for the service providers
- Prepare compliance notices and impose penalties as per contract specification
- Ensure excellent liaison with stakeholders
- Attend public meetings/IDO/Imbizos, ward and service delivery meetings
- Build and maintain sound relationships with both contractors and co-workers
- Inform contractors and public about council policies and initiate short term interventions and campaigns
- Control the overall performance of contractor

The City of Ekurhuleni (City) hereby invites applications from suitable individuals to be included in the panel of candidates from which the City can appoint external members of committees.
Minimum Requirements:
- B Degree at NQF 8 and Charted Accountant (SA) or Certified Risk Management Practitioner (CRM Prac) or Certified Internal Auditor or Registered Government Auditor or Certified Information System or Admitted Attorney
- Candidates must be suited for appointment by virtue of their qualifications, expertise and experience in the fields of Financial Management, Accounting, Auditing, Law & Compliance, Actuarial Science, Information & Communication Technology, Investment Management, Finance, Internal Auditing, Risk Management, Infrastructure Development and Project Management, Development Finance, Socio-economic Development, Strategic Planning and Performance Management, Business, Pension Fund Management, Social Housing, Engineering, Built Environment, Community Activism and Participation, Governance and Public Sector and or Local Government Administration.
- Applicants must possess no less than 10 years’ executive management and 5 years board experience in any of the specialist areas enlisted above
- Professional registration/certification in the fields of accounting, finance, auditing, law, engineering, built environment, risk management, and ICT will be added advantage.
- Certification from the Institute of Directors South Africa (IODSA), as Certified Director or Chartered Director and Relevant master's degree, will be an added advantage.
