Purpose:
Responsibilities
- Translate Organizational Strategy into operational objectives, whilst ensuring delivery of functional strategic plans
- Developing and aligning the department operating model and value chain in relation to the organizational mandate in partnership with stakeholders
- Establishing and manning strategic internal & external relationships inclusive of customers, service providers & relevant legislative agencies & structures
- Directing development, ensure implementation and governance of By-Law compliance throughout the organization
- Develop and implement an integrated Waste Management strategy and business plan for Ekurhuleni, with ongoing innovation as necessary
- Ensure strategic Human Resources decisions are dealt with effectively as it relates to operational efficiency
- Ensure that strategy and the operating model is adequately budgeted for through the development and implementation of a fit-for-purpose budget
- Ensure effective financial management, control, and corporate governance throughout area of accountability
Job Requirements
- BSc Civil Engineering or Environmental Management or a relevant NQF level 7 qualification
- MBA/MBL will be an added advantage
- A minimum of 10 years in a leadership capacity in an organisation of similar scale and complexity of which 5 years was in the Senior Management level
- Well-honed judgement, strong leadership and high levels of integrity and personal drive
- Knowledge of relevant legislation
- Tenacity and excellent problem-solving skills
- Advanced project and programme management skills
- Excellent people and communication skills

Note: The successful candidate who does not have the NQF Level 5 Finance Management qualification will be required to obtain it within 18 months, in terms of the National Treasury Requirement.

Purpose:
Responsibilities
- Translate organisational strategy into operational and service delivery objectives, while ensuring delivery of functional strategic plans
- Develop and implement a robust financial strategy of the Municipality and its entities to ensure its financial sustainability
- Ensure that strategy and the operating model are adequately budgeted for through the development and implementation of a fit for purpose budget
- Ensure that implemented business systems are financially viable and in support of strategy and structure
- Ensure effective treasury, strategic and operations management
- Ensure the provision of leading procurement and supply chain management practices
- Ensure that statutory reporting, new regulatory and accounting developments are undertaken in accordance with required standards
- Responsible for revenue management, debt collection, asset management, financial accounting, property evaluation, contract management and payroll administration functions
- Integrate and maintain a financial system to ensure effective financial reporting
- Provide an advisory and supportive service to the Council and relevant stakeholders with regard to relevant legislation and financial policy matters
- Establish and maintain strategic internal and external relationships inclusive of customers, service providers and relevant legislative agencies and structures
- Lead and manage direct and indirect teams by providing context, setting performance standards and educating on process, quality and policy
Job Requirements
- B Degree in Accounting or Finance
- A postgraduate qualification in Accounting will be an added advantage
- Be a qualified, registered Chartered Accountant (CA) SA
- 10 years’ strong management experience in which at least 5 years should have been at Senior Management level within the financial environment
- Strong leadership and financial management experience
- Extensive experience in implementing new accounting standards, for example GRAP and IFRS
- Well-honed judgement, strong leadership and high levels of integrity and personal drive
- Knowledge of relevant legislations
- Tenacity and excellent problem-solving skills
- Advanced project and programme management skills

Purpose:
Responsibilities
- Facilitate the coordination of an integrated human settlement strategy in the City
- Drive and manage the programming and rollout of a portfolio of diversified housing typologies in the Metro that contribute to balanced human settlements
- Facilitate the integrated programmes to manage and mitigate urban informality within the City's settlements
- Drive organisational governance and compliance processes and practices as determined by internal stakeholders, specialists, industry groups and legislative requirements
- Ensure the integrity and efficient registration of subsidized housing
- Ensure effective financial management / control and corporate governance throughout area of accountability
- Drive innovative approaches for human settlement infrastructure development and maintenance, benchmarked with global best practices
- Establish and maintain strategic internal and external relationships inclusive of customers, service providers and relevant legislative agencies and structures
- Ensure that agreed service level agreements are met
- Maintain client satisfaction
- Provide mechanisms and support to implement major changes

Job Requirements
- Bachelor's Degree in Built Environment, Civil Engineering / Architecture; Quantity Surveyor or equivalent NQF level 7

- Registration with a relevant professional body is required
- 10 years' experience of which at least 5 years must have been at senior management level within the human settlement / construction
