Minimum Requirements:
· BSc/B.Eng/BTech in Civil Engineering
· Professional registration with ECSA as Pr. Eng or Pr. Tech

Core Responsibilities:
· Identify, plan and manage the key performance areas and results indicators associated with the rehabilitation and maintenance of road infrastructure, storm water drainage.
· Plan and manage department construction of roads and storm water infrastructure.
· Ensure adequacy of traffic signage and road markings through investigation, analysis and interpretation of developmental requirements.
· Compile, manage and ensure effective implementation of the operational and capital budget as well as ensuring compliance with Supply Chain Management policy and relevant legislation.
· Develop, implement and monitor the operational strategy for the maintenance and project management section.
· Manage and coordinate all projects implemented by the depots in terms of the capital investment plan.
· Continuously review and update all policies, bylaws, procedures and guidelines to ensure alignment and standardised approach.
· Direct, control and optimise resources to meet established objectives, monitor results against business plans and make necessary adjustments where necessary.
· Advise on appointments of procurement service providers and ensure compliance with government procurement framework.
· Scan external environment to identify and take advantage of new knowledge of related acts, regulations and regulatory frameworks to ensure integration and compliance
· Ensure effective administration of the section, optimum utilization of resources and compliance of council and departmental policies and the element of stakeholder engagement

Core Responsibilities:
- Assess, investigate and recommend approvals of project designs for roads and storm water infrastructure and public transport facilities.
- Ensure that designs comply with specifications and are acceptable in terms of CoE, SABS and National Traffic Standards and public transport facilities.
- Design Road Traffic Signs and Roads Markings
- Plan, manage and implement departmental construction of roads and stormwater infrastructure and public transport facilities and ensure compliance with specifications, plans and accepted standards.
- Manage consultants and contractors when implementing approved projects and accept completed projects on behalf of council.
- Compile and submit various reports relating to project progress, financial reporting etc
- Monitor and enforce effective financial control on project expenditure at area level and certify payment certificates and invoices.
- Provides input on budget compilation, monitor implementation of the Capex budget and responsible for project financial reporting.
- Administer and control the functioning of the implementation section by planning tasks, delegating/issuing instructions and ensure effective performance of the execution.
- Monitor, oversee and drive the effective management of the departmental asset management system at area level by verifying and updating the asset register
- Manage and align processes relating to contract obligations against general principles of law and statutory regulations

- Liaise with passengers regarding bus times, tariffs and validity of bus coupons.
- Report problems on routes and accidents, complete relevant forms to capture data for further investigations.
- Ensure that order is maintained in the bus and behave courteously towards passengers and the general public.
