Description
 
Position: Senior Specialist: mSCOA Performance Monitoring & Reporting (3 year fixed term contract)
Department:   Office of the City Manager
Division: Compliance
Salary: R550 008 - R754 512 per annum
 
 
 
Core Responsibilities
  • Provide a direction for the organisation and inspire others in implementing mSCOA to ensure effective delivery of compliance and governance throughout the organisation
  • Implement the overall function of mSCOA and disseminate information from both the National and Provincial Treasury to ensure that the City delivers at optimal levels what these reforms brings about

  • Participate in maintaining the mSCOA structure within the Municipality to ensure the integrity and accuracy of the mSCOA structure on the financial systems and all other subsystems that are affected by the reform
  • Assist with the administering of all interfacing subsystems in conjunction with the ICT Department to ensure that the interfacing of financial and non-financial information is integrated into the financial systems for full transacting and reporting
  • Implement new initiatives and contribute to Municipal transformation and change with all aspects of mSCOA reforms to initiate Municipal transformation and change
  • Follow financial processes in place to ensure that financial administration delivery processes comply with internal control and governance standards and report on any deviations
 
Qualifications
Minimum Requirements:
  • National Diploma in Public Administration and Governance / Accounting
  • Demonstrable experience in managing field research processes and supporting the design of data collection tools
  • Sound knowledge of Project management
  • Sound communication skills both written and verbal

Note: The successful candidate who does not have the NQF Level 5 Finance Management qualification will be required to obtain it within 18 months, in terms of the National Treasury Requirement.
 
Appointments will be made on a 3 (three) year fixed term and will be subject to the signing of an employment contract, performance agreement and disclosure of financial interest. 
 
Candidates will be subjected to relevant competency assessment as well as security clearance / vetting processes.

Position: Divisional Head: Organisational Development and Employee Wellbeing
Workplace: 52 Woburn Avenue, Bensan Building, Benoni
Department:   Human Resource
Salary: R1 125 640 - R1 391 000 per annum (TCTC)
 
Key Performance Areas:
  • Partner with key senior leaders in the development of organizational solutions focused on strategy, structure, processes and integrated wellness programmes to achieve well-being of employees.
  • Provide strategic wellness interventions responding to wellness needs and develop tactical delivery plans in alignment with operational and organisational strategic objectives
  • Build organizational capability through the design and implementation of impactful OD interventions
  • Direct occupational health programmes through implementation of workplace occupational health interventions to prevent employee disability and compensation claims
  • Research, develop and implement policies in relation to relevant functional areas and legislation
  • Develop, integrate and monitor human resources information management strategies and plans in alignment with the overall HR strategy
  • Provide change management expertise in support of organizational change projects
  • Participate in the development of organizational effectiveness methodologies and toolkits to be used in Municipality
  • Ensure the implementation of the Human Resource Information System infrastructure that meets organisational requirements
  • Oversee the preparation budgets and financial reports in accordance with statutory and CoE Council requirements
  • Lead and manage teams by providing a meaningful context, setting performance standards, clarifying roles and educating on policy and practice
 
Qualifications
Core Requirements
  • A B degree in Human Resources / Industrial Psychology /Organisational Development or equivalent NQF Level 7 qualification in related fields
  • 8 years’ experience, of which at least 4 years must have been at Senior Management level
  • Proven knowledge on change management, organizational design and Employee Well-being
  • Proven ability in building relationships
  • Strong ability in communicating (report writing, presenting) skills
  • Strategic capability and leadership competency
  • Knowledge of relevant legislation and acts
  • Stakeholder and relationship management skills
  • Programme and project management skills
