DEMAND MANAGER
[Task Grade 16 - Salary Scale R583, 503.00 – R757, 422.00 per annum plus benefits]
TOTAL REMUNERATION PACKAGE – R1003, 885.23 per annum (subject to certain conditions)
Minimum Requirements:
• Matric
• B. Comm. Degree in Economics & Supply Chain Management /ND in Accounting or relevant qualification majoring with Supply Chain or Accounting.
• At least 5-7 years relevant experience of which three (3) years must be at a managerial or supervisory level.
• Valid driver’s licence
Key Responsibilities: (include but are not limited to)
• Develop and implement the District procurement plan.
• Manage the program and the processes of total needs assessment in demand management
• Assist user departments in developing and drafting specification for goods and services to be procured.
• Facilitate functionality of SCM Committees and credible database processes
• Promotes & implement Black Economic Empowerment Programmes & strategies.
SENIOR MANAGER: OFFICE OF THE SPEAKER
(One (1) Year fixed term Contract)
[Task Grade 16: Salary Scale R583, 503.00 – R 757, 422.00 per annum plus benefits]
TOTAL REMUNERATION PACKAGER: R 1003, 885.00 per annum (subject to certain conditions)
REQUIREMENTS:
• Matric
• Bachelor’s Degree in Public Administration /National Diploma in Public Administration or relevant qualification in Public Administration at NQF level 6.
• At least 5 – 7 years relevant experience of which three (3) years must be at supervisory or management level.
• Understanding local Government Administration, Policy formulation and political environment.
• Valid Driver’s License
KEY RESPONSIBILITIES: (include but are not limited to)
• Management administrative support for the legislative arm of the Council.
• Management of Councillor Welfare on behalf of the Speaker and adequate support.
• Manage seating of the Speaker’s Forum and coordinating the technical team of personnel in the Speaker’s office within the District Municipal area.
• Maintaining the compliance of Rules of Order in Council and Portfolio meetings and Code of Conduct for Councillors by reviewing/ distributing and monitoring/ evaluating the implementation of rules of order and policies for adoption by Council.
• Develop and implement policies relating to Council Welfare, Civil Education, Community Development, social transformation and nation building.
• Developing, implementing and monitoring strategic programmes within the Office of the Speaker.
• Facilitate development, implementing and monitoring of by-laws, policies/ protocols/ terms, sectors plans / ward committees, and involvement of relevant stakeholders.
MANAGER: SPECIAL PROGRAMMES UNIT
Task Grade 16: Salary Scale R583, 503.00 – R 757, 422.00 per annum plus benefits
TOTAL REMUNERATION PACKAGER: R 1003, 885.00 per annum (subject to certain conditions)
REQUIREMENTS:
• Matric
• Bachelor’s Degree in Public Administration or ND in Public Administration or Community Development
• At least 5 – 7 years relevant experience of which three (3) years must be at supervisory or management level
• Valid Driver’s License
KEY RESPONSIBILITIES: (include but are not limited to)
• Provision and management of technical assistance to special groups on implementation of special programmes in the district.
• To raise awareness, advocate and lobby for special programmes and projects of the special groups
• Develop, review and implement socio-economic development policies and programmes in the special programmes unit to ensure special programmes mainstreaming
• Establishment of Programmes Forum and promote relations between gender, youth, older persons, children and disability forums
• Develop systems on implementation, participation and functionality of the youth and children’s advisory councils and HIV and AIDS structures
DEVELOPMENT PLANNER
Task Grade 15: Salary Scale R 518,243.00 – R 672,723.00 per annum
TOTAL REMUNERATION PACKAGER: R898, 477.00 per annum
(Subject to certain conditions)
Requirements:
• Matric
• Bachelor’s Degree in Development Studies or relevant qualification.
• At least 5 – 7 years experience on development planning of which 3 years must be at supervisory or managerial level.
• Valid Driver’s License.
Key Responsibilities (include but are not limited to):
• Provide a comprehensive and professional planning service for the institution
• Control processes and procedures associated with integrated development planning function within the District Municipality.
• Control the internal processes to establish the Integrated Development Plan.
• Support the cascading and alignment of objectives for the Municipality.
• Facilitate review the performance of the organisation for reporting on the IDP processes, successes and shortcomings.
• Provide professional support, guidance and consult with local municipalities, sections, directorate, etc. in order to create the integrated development plan.
SKILLS DEVELOPMENT FACILITATOR
Task 11 Salary Scale R300 361.00 – R389 884.00 per annum plus benefits]
Minimum Requirements:
• Matric
• Bachelor’s Degree/National Diploma in Human Resources or relevant qualification majoring with Personnel Management/Management of Training at NQF Level 6
• At least 3 – 4 years relevant experience in training and development
• Valid Driver’s Licence
Key Performance Areas (include but not limited to):
• Conduct in-depth statistical analysis of organisational skills development and training trends to determine training outcomes.
• Advise the immediate supervisor municipality regarding skills development budget and grants application.
• Develop, implement and submit Workplace Skills Plan and Annual Training Report to LGSETA
• Facilitate implementation of Training interventions in line with approved Workplace Skills Plan
• Implement activities associated with Internship, Learner ship and Experiential Learners
• Facilitate the compilation, approval and implementation of the Employment Equity Plan.
