MANAGER: ORGANIZATIONAL PERFOMANCE, MONITORING AND EVALUATION 
[Task Grade 16: Salary Scale R583, 503.00 – R 757, 422.00 per annum plus benefits] 
TOTAL REMUNERATION PACKAGE: R 1003, 885.00 per annum (subject to certain conditions) 
 
Requirements
 Matric 
 A Bachelor’s Degree/National Diploma in Internal Audit/ Public Administration/ Human Resources/ Development Studies/ Monitoring and Evaluation or any relevant qualification at NQF Level 6/7. 
 At least 5 – 7 years’ relevant experience of which three (3) years must be at managerial or supervisory level 
 Valid driver’s license 
 
Key Responsibilities (include but are not limited to): 
 Support the Strategic Planning and IDP Process in full. 
 Development, submission and reporting of a Compliant SDBIP. 
 Manage the implementation of performance management and ensure it’s cascaded to the institution and advise on its short-comings. 
 Foster relations and alignment with internal audit and risk function. 
 Align IDP, Budget and SDBIP in line with MSCOA. 
 Align the Performance Management System Framework with all relevant legislations. 
 Manage, monitor and evaluate organizational performance, verification and evaluation reports 
 Manage the implementation and review of the organizational performance monitoring policy and framework 
 Attend to reporting requirements of the function to the relevant committees. 
 Prepare for Assessment and review sessions. 
 
 
 
 
 
BUSINESS DEVELOPMENT MANAGER 
[Task Grade 15: Salary Scale R518, 243.00 – R 672, 723.00 per annum plus benefits] 
TOTAL REMUNERATION PACKAGE: R 907, 065 .70 per annum (subject to certain conditions) 
 
REQUIREMENTS:
 Matric, 
 National Diploma in Business Management or relevant qualification majoring in Business Management at NQF level 6/7 
 At least 5 – 7 years’ relevant experience of which three (3) years must be at managerial or supervisory level 
 Hands-on experience in strategic consulting and/or business development is an added advantage 
 Valid Driver’s License 
 
KEY RESPONSIBILITIES (INCLUDE BUT ARE NOT LIMITED TO): 
 Tracking global industry and technology trends to formulate appropriate industry promotion and marketing strategies for Chris Hani District Programs. 
 Identify and promote companies to make Chris Hani District Programs a part of their regional & global activities. 
 Knowledge of the legislation regulating SMMEs and Cooperatives 
 Knowledge and experience in preparation of feasibility and viability studies. 
 Work with local authorities at each Local Municipality to help build and understand capabilities to enable desired activities. 
 Working with CEOs, senior management and decision-makers in both the private and public sectors to attract investments towards Chris Hani District Programs as well as facilitate project implementation. 
 Work with Chris Hani District Municipality companies to help them access business opportunities created by Investment Companies and government. 
 Prepare analytic report on sustainable investments and liaise with financial institutions. 




 
 
TECHNICIAN - WATER MANAGEMENT AND INFORMATION SYSTEM 
[Task Grad: 12 Salary Scale R354, 599.00 – R460, 291.00 per annum plus benefits] 
 
Minimum Requirements 
 Matric 
 National Diploma: Civil Engineering or BSc. Degree in Civil Engineering at NQF level 6. 
 At least 3 - 5 years’ experience in the area of water services 
 Valid Driver’s License 
 
Key Performance Area: (Include and not limited to) 
 Provide input into the designing and planning of bulk water and sanitation infrastructure and reticulation systems. 
 Updating and maintaining the Water Management Information systems and procedures to support administrative reporting and monitoring. 
 Update and maintain records that are entered into the WMIS of all water and sanitation systems in the District, 
 Assess existing Water and Sanitation infrastructure assets in the District’s communities through the WMIS, 
 Monitor the Blue drop, Green drop and No drop system desktop maintenance system. 
 Liaise with various stakeholders on functional matters and conduct necessary investigation/ research to address queries and concerns. 
 Monitoring compliance with administrative and reporting requirements on functional matters. 
 Input data from different sources into the WMIS. 
 

 
 
INTERNAL AUDITOR X2 
Task Grade 11: Salary Scale: R300 361.00 – R389 884.00 per annum plus benefits 
 
Minimum Requirements 
 Matric 
 Bachelor of Accounting Science in Internal Auditing/ National Diploma: Internal Auditing or relevant qualification majoring with Auditing at NQF Level 6. 
 At least 3 years relevant experience in auditing 
 Valid Registration with the relevant professional body. 
 Valid Drivers’ Licence. 
 Proof of Computer Literacy 
 
Key Responsibilities (include but are not limited to): 
 Conducts assurance and consulting services through evaluating adequacy and effectiveness of governance, risk management and control processes. 
 Preparing internal control questionnaire, conducting interviews with the auditee. 
 Documenting system description, walkthrough tests and flow chart. Confirming system description with the auditee. 
 Developing risk and control matrix to identify and evaluate risks associated with objectives of the operations in terms of likelihood and impact and controls designed to mitigate the identified risks by management 
 Co-ordinate tests, interviews and other interventions as required. 
 Implement auditing and reporting operational function. 
 Determining critical risk areas and audit criteria from the preliminary survey and the level of tests to be performed prior to preparing an audit programme. 
 Conducting preliminary investigations, including identifying activities within the Auditee’s environment, internal control and accounting/ financial system analysis, inherent and control risks associated with the audit. 
 Conduct cyclical audits/annual audits/follow up audits and ad hoc audits. 
 Reviewing financial statements to provide credibility to the financial affairs of the Municipality through analyzing financial statements to ascertain compliance with relevant legislative prescripts and standards encompassed in the Municipal Finance Management Act (MFMA). 
 
 
 
 
 
DEMAND MANAGEMENT OFFICER 
Task Grade 11 - Salary Scale R300, 361.00 – R389, 884.00 per annum plus benefits 
 
Minimum Requirements 
 Matric 
 B. Comm. Degree: Economics and Supply Chain Management /National Diploma or relevant qualification majoring in Supply Chain or Accounting at NQF level 5/6.
 At least 3 - 5 years relevant experience. 
 Valid driver’s license 
 
Key Responsibilities (include but are not limited to): 
 Apply appropriate procedures and bid systems to solicit responses in the form of quotations from suppliers/ vendors or service providers. 
 Monitor and maintain supplier database, supplier performance and validation. 
 Coordinate and facilitate drafting of specification, terms of reference and advertisements. 
 Conduct need assessment of goods and services with departments and draft demand management plan and strategy linked with the budget of the Municipality. 
 Advise and provide administrative requirements in procurement committees. 
 Facilitate and conduct information sharing with suppliers and internal departments in relation to Supply Chain Management requirements and relevant regulations. 
Attends to and controls activities associated with personnel performance, productivity and administrative requirements of the function 
 
 
 
 
FIRE FIGHTER X2 
[Task Grade 09: Salary Scale R225, 957.00- R293, 336.00 per annum plus benefits] 
 
Minimum Requirements: 
 Grade 12. 
 Certificate in Fire Fighter 1 Course. 
 HAZMAT Awareness. 
 Valid First Aid Certificate or Basic Ambulance Course. 
 At least 2-3 years’ experience in fire fighting environment. 
 Valid Code C1 driver’s license. 
 
Key Responsibilities (include but are not limited to): 
 Respond to fire and all emergencies incidents, 
 Conducting the day to day preparedness of equipment to respond to fire and emergency incidents 
 Undertakes Specific activities during disaster and / or establishes and communicates potential risk hazard situations 
 Rendering basic first aid to rescue victims to help recuperation and supporting the medical team with transporting/ holding victims. 
 Attend to Risk visits, drills, lectures, station duties, control room duties and humanitarian services, 
 Check Inventory and operate all appliances and equipment, 
 Candidates must be prepared to be transferred to any Local Municipality within Chris Hani District Municipality.
