SHEQ MANAGER: REFINERY AND PROCESSING

CEF is a Schedule 2 state owned diversified energy company reporting to the Department of Mineral & Petroleum Resources. The Mandate of CEF is to contribute to the security of energy supply of South Africa and the Region through exploration, acquisition, development, marketing and strategic partnership. It is derived from the CEF Act (No 38 of 1977) and the Ministerial directives issued thereafter.
JOB PURPOSE:
Lead the development, maintenance and implementation of SHEQ policies, systems and programs in compliance with applicable legislation and international standards to ensure employee health and safety, environmental sustainability, and quality assurance across the refinery.
REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE:
- Honours Degree (NQF 8) in Environmental Sciences / Health and Safety / Engineering/ Quality Management or equivalent.
- A minimum of 5 years' experience managing a SHEQ department.
- Registration with a professional body is required.
- Master’s Degree (NQF 9) in Environmental Sciences / Health and Safety / Engineering/ Quality Management or equivalent qualification will serve as an added advantage.
DESIRED ADDITIONAL SKILLS/ COMPETENCIES:
- Knowledge of ISO Standards (OHSAS18001, ISO4001, ISO9001)
- South African SHEQ legislation
- SHEQ Management systems and critical industrial compliance frameworks?
- Environmental compliance, monitoring and performance management
- Occupational health practice compliance requirements and management
- Total Quality management/assurance principles
- Industrial safety systems/protocols and associated best practices
- National Key Points Act, standards and regulations
- Risk analysis, management and reporting principles, practices and protocols
- Incident prevention, management and investigation
- Knowledge of/experience in major hazard installation regulatory and compliance requirements and best practice protocols.
- Public Finance Management Act (PFMA)
- Advanced understanding of SHEQ auditing, assessments and incident management
- Knowledge of budgeting and exposure to people management
- Strong research and presentation skills
- Good problem-solving skills and communication skills
- Proficient in auditing processes and strong interpersonal and leadership skills
- Highly attentive to detail and Service orientated
- Composed and methodical approach
KEY PERFORMANCE INDICATORS:
SHEQ Strategy & System Oversight
- Develop, implement, and review integrated SHEQ policies, procedures and systems for the refinery
- Oversee the Environmental Officer in conducting impact assessments, managing environmental risks and compliance reporting
- Manage and support the Occupational Nurse in implementing employee wellness, occupational health surveillance and injury case management
- Guide and review the Safety Officer’s implementation of health and safety standards, risk assessments, emergency planning and incident investigations
- Lead and support the Quality Officer in implementing quality control systems, managing ISO certifications and internal/external audits
- Coordinate SHEQ audits, monitor risk registers and ensure corrective actions are implemented across functions at the refinery
- Represent SHEQ in engagements with communities, regulators, and internal/external auditors
- Oversee performance, development plans and coaching of SHEQ team members
