SENIOR MANAGEMENT ACCOUNTANT – FINANCIAL PLANNING AND FORECASTING

CEF is a Schedule 2 state owned diversified energy company reporting to the Department of Mineral Resources and Energy. The Mandate of CEF is to contribute to the security of energy supply of South Africa and the Region through exploration, acquisition, development, marketing and strategic partnership. It is derived from the CEF Act (No 38 of 1977) and the Ministerial directives issued thereafter.
REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE
BComm in Accounting/Management Accounting/Equivalent qualifications
Honours/CIMA/CA(SA) will be an added advantage
Minimum of 6 - 8 years’ experience in financial management with at least 3 years within cost and management accounting environment.
DESIRED ADDITIONAL SKILLS/ COMPETENCIES
Sound knowledge of the Planning Cycle, Budget Planning processes and applicable in the State environment |A strategic thinker with analytical and scenario building skills |Reporting skills/ High degree of computer literacy – working with spreadsheets and large data |Risk Management/ Planning Skills |General business acumen/ assertive |Communication skills |Ability to interact at different levels | Ability to coordinate budget planning activities.
KEY PERFORMANCE INDICATORS
Budget Planning and Forecasting
Prepare annual budget planning guidelines for review by the Group Management Accounting Manager.
Assist CEF SOC management to cost the strategy; and support the subsidiaries on costing their strategy.
Advise and guide subsidiaries on the budget planning exercises, taking into account the National Treasury guidelines
Evaluate the budget inputs from subsidiaries ensuring alignment with individual subsidiary strategy and the alignment with Group Strategic direction.
Prepare the Group consolidated financial plan for review by the Group Management Accountant and incorporation into the Corporate Plan
Prepare the Group financial plan for incorporation into the Group Corporate Plan
MTEF and ENE Reporting; and Budget Adjustments
Ensure alignment of budget inputs received from subsidiaries with the National Treasury guidelines and templates.
Consolidate the Group MTEF and ENE Reports for review by Group Management Accounting Manager and submission to both DMRE and National Treasury
Assist with consolidation of compensation of employees in line with National Treasury’s directives and the Group HR Strategy
Initiate requests for budget adjustments and prepare the requests for budget adjustments for review by Group Management Accountant and submission to EXCO and Board
Cash Flow Management
Prepare the Group Cash Flow Forecast and manage it continuously to ensure availability of funds for the planned transactions.
Monitor monthly forecasts against actuals in order to continuously improve accuracy.
Liaise with Treasury on the daily, weekly and monthly financial requirements based on the planned business activities
Budget Maintenance
Upload the budget on the system before the beginning of the financial year.
Maintain the budget by effecting adjustments as per the managers’ requests and approval by Board
Communicate the adjusted budget to affected managers when the need arises and communicate the consolidated adjustments to the Group Management Accounting Manager

APPLICATIONS SPECIALIST

It is derived from the CEF Act (No 38 of 1977) and the Ministerial directives issued thereafter.
REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE
Relevant Bachelor’s degree in Information Technology at NQF 7 and/ or equivalent qualification
SQL certification, an international certificate in ITIL and COBIT would be advantageous.
Project Management and Business Analysis qualifications will be an added advantage.
Minimum 6 – 8 years’ experience in an IT / Applications environment.
Experience in ERP systems and Enterprise Content Management Systems is required.
Experience in SAGE ERP systems would be an added advantage
KEY PERFORMANCE INDICATORS
Management of 3rd Party applications
Identify changes needed in the applications of a given operation and identify current and projected application limitations.
Assess impact of proposed changes to the software applications on the overall business and staff resources.
Work with business / IT Leadership to understand and forecast application demand including transaction and data volume and timing.
Participate in technology / project planning sessions and ensure clear understanding / feasibility of any relevant implementation milestones from the perspective of readiness / change.
Manage software application transformation initiatives, as applicable.
Implement data models and database designs, data access and table maintenance codes.
Development and administration of SQL databases
Provide input, as needed, to the development of business cases when enterprise-wide database solutions are proposed
Develop and implement database performance monitoring process and analyze data for performance optimization opportunities.
Manage the on-site backup and recovery process and / or support of the off-site backup and recovery teams.
Plan for and execute any required database upgrades and migration (patches, etc.).
Management of 3rd Party Vendor Contracts
Effectively manage the 3rd party vendor’s relationship and performance to ensure timely setup / maintenance of applications.
Liaise with procurement with respect of contract renewals and negotiations
Project Management
Manage all aspects of the business applications related projects that include governance, scope, delivery, communication, change management, quality assurance, training, budget, risks and reporting.
Budget Management
Prepare budget for approval and integration to the departmental budget.
Budget tracking and reporting to ensure that departmental expenditure is within budget.
Manage Document Management Software (SharePoint)
Design, implement and administer a Document Management Solution.
Implement Data Classification process.
Produce documentation on the solution.
