PAYROLL ADMINISTRATOR (PERMANENT) 
 
CEF (SOC) Ltd is involved in the search for appropriate energy solutions to meet the energy needs of South Africa, The Southern African Development Community (SADC) and the sub-Saharan African region, focussing on clean energy options as well as fossil fuels as per the mandate from the Department of Energy. It also manages the operation and development of the oil and gas assets of the South African government including strategic crude oil assets and management. CEF controls entities with commercial and developmental roles, housed in eight operating subsidiaries. 
 
JOB PURPOSE: 
Provide full Payroll function within CEF (SOC) Ltd 
 
QUALIFICATIONS AND EXPERIENCE: 
 Matric plus National Diploma in Payroll or equivalent qualification in Human Resources. 
 An accounting qualification will be an added advantage. 
 3 years’ experience in full payroll function. 
 Knowledge of Acc. Pac. 
 Must be able to reconcile General Ledger to Payroll system. 
 Having experience in VIP/SAGE Payroll system will be an added advantage. 
 Must understand Taxation statutory legislation and e-filing. 
 
MAIN OUTPUTS AND RESPONSIBIITIES 
 Audit incoming payroll data. 
 Set up payroll definitions and method of calculation. 
 Set up General Ledger accounts for interface from Payroll to Acc. Pac GL. 
 Perform and check salary input correctness of earnings and deductions. 
 Capture new engagements and effect terminations by ensuring that loan balances are deducted and leave payments are effected. 
 Ensure that payslips are printed and distributed on time. 
 Reconcile basic salaries against previous month’s payment (variances) 
 Transfer net pays and third party payment via Cash Focus. 
 Make relevant provisions and ensure payments went through by printing audit trials. 
 Make sure that any variances found are substantiated. 
 Ensure cash book posting is done. 
 Make corrections where necessary and ensure completeness. 
 Complete reconciliations after salary interfaces with GL. 
 Respond to enquiries from internal and external parties 
 
Month End: 
 Supply the Accountant with relevant reports and salary expenditure through General Ledger after leave 
 
Annually
 PAYE Reconciliations against IRP5’s annually, IRP5 test and live submissions to SARS. 
 Complete COIDA reports for Department of Labour.
