EQUALISATION FUND MANAGER
CEF SOC is a Schedule 2 state owned diversified energy company reporting to the Department of Mineral Resources and Energy. The Mandate of CEF is to contribute to the security of energy supply of South Africa and the Region through exploration, acquisition, development, marketing and strategic partnership. It is derived from the CEF Act (No 38 of 1977) and the Ministerial directives issued thereafter.
REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE
• Matric (NQF Level 4), Bachelor’s degree in Financial Management/ Commerce (NQF level 7) and/ or equivalent
• Honours Degree (NQF Level 8) in the relevant field as an added advantage
• Minimum 10 years relevant experience of which 5 years must be at Managerial experience in financial management within the public sector; and experience in management of third party accounts or Trust Accounts.
• Willingness to work extended hours.

KEY PERFORMANCE INDICATORS
Equalisation Corporate Plan
• Prepare a 5-year corporate plan for the Equalisation Fund aligned to the strategy of the
Fund Administration and Fund Accounting Management
• Prepare annual financial statements and monthly management reports for submission to the CFO, Audit Committee and the Board
• Review monthly balance sheet and income statement reconciliations.
• Review monthly interest calculations for all the different levies and monitor the accurate capturing of the journals.
• Monitor the levy payments to the Oil Companies
• Review the annual accruals.
• Manage the processing of payments to Oil Companies
• Ensure that oil certifications are filed appropriately.
Reporting on Fuel Price
• Oversee and approve the calculation of daily fuel price and the distribution to key stakeholders, inclusive of oil companies, banks, public, etc.
• Participate in the activities that contributes to the monthly press release to indicate changes in fuel price rates following consultation with the DOE and external auditors.
Stakeholder Relationship Management
• Maintain relationships with the Department of Mineral and Energy and Oil Companies in the management of the Equalisation Fund
• Manage relationships with the external auditors for fuel press releases.
• Maintain internal relationships with the CFO, CEO, Audit Committee and Board to report back on the performance of the Equalisation Fund
Monitor Compliance
• Monitor Equalisation Fund compliance to legislation and regulations inclusive of the PFMA, CEF Act, Treasury regulations and all other requirements for Schedule 2 entities.
• Monitor the claims of the Oil Companies to ensure validity of claims.
• Monitor compliance of CEF entity to legislation and regulations with respect to the Equalisation Fund
People Management
• Manage the administration of staff i.e. leave approval and travel expense approval.
• Conduct quarterly performance reviews of subordinate and attend to areas of non-performance.
• Identify training and development opportunities for subordinates.
• Provide coaching and mentorship to subordinates.
• Participate in the recruitment of staff members.

REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE
• Matric (NQF Level 4), Bachelor’s degree (NQF Level 7) and/ or equivalent in Procurement / Supply Chain Management/Commerce
• MCIPS qualification as an added advantage
• Honours Degree (NQF Level 8) in the relevant field as an added advantage.
• A minimum of ten (10) years relevant and demonstrable experience in Supply Chain Management/ Procurement in the Public Sector of which 5 years must be at middle management level.
• Practical leadership skills, experience and a demonstrable track record in managing a large and complex multi-layered organisation with results-driven delivery record.
• An in-depth practical knowledge of supply chain management processes in a public sector setting

KEY PERFORMANCE INDICATORS
Group Supply Chain Management Planning and Implementation
• Guide and enable business strategically through supply chain management process.
• Ensure development and implementation of supply chain management policies and strategies that enable business and are responsive to developmental agenda of government
• Establishing an effective system of risk management for the identification, consideration and avoidance of potential risk in the SCM processes.
• Ensure development and implementation of demand and procurement plans across the Group
• Develop and recommend commercial and contracting supply chain strategies, working across the Group with the various subsidiaries’ Supply Chain teams
• Lead, manage and monitor the group procurement of transactional goods and services according to procurement regulations and best practice to ensure an efficient supply chain process,
• Oversee implementation of demand and acquisition management; and contract administration in line with developed strategies, policies, procedures, prescript and SLAs
• Oversee the provision of secretariat services to Bid Committees and provide necessary guidance to the processes
Contracts and Supplier Management
• Serve as a partner for the project management teams, helping them to assess and manage project-related risks, outsource specialized tasks, and establish a project-related sourcing strategy that aims to leverage spending volumes as well as procurement activities beyond the particular project’s scope.
• Ensure development and effective implementation of contracts administration best practice.
• Development and implement value driving Supplier Relations Management (SRM) process.
• Negotiate and liaise with Users and Suppliers/Contractors on contract amounts.
Financial Management
• Prepare, manage and monitor the capital and operational budgets of the division, including total labour budget of the division to ensure effective and efficient functioning and cost control.
• Evaluate the department’s performance against the approved budget and addressing deviations/variances.
• Monitor, recommend and implement corrective measures to rectify deviations/acts contrary to budgetary provisions, financial regulations, audit requirements and departmental procedures.
• Authorise payment requests, requisitions, etc. regarding expenditure as delegated.
• Prepare reports to the CFO detailing the status of expenditure and availability of funds for current and short-term interventions.
• Prepare motivational reports on behalf of CFO and CEO for submission to the Board or its subcommittees for approval when required.
People Management
• Identify designated staff responsibilities, authority and personnel performance measurement criteria.
• Implement staff development and training to achieve overall objectives.
• Determine human resource requirements taking into consideration operational needs, skills scarcity and retention capability.
• Evaluate individual and team performance, and address deviations from agreed performance indicators.
• Address workplace conflict the initiation and coordination of consultative processes and implementation of appropriate disciplinary procedures.
