CEF SOC
CEF (SOC) Ltd is involved in the search for appropriate energy solutions to meet the energy needs of South Africa, The Southern African Development Community (SADC) and the sub-Saharan African region, focussing on clean energy options as well as fossil fuels as per the mandate from the Department of Energy. It also manages the operation and development of the oil and gas assets of the South African government including strategic crude oil assets and management. CEF controls entities with commercial and developmental roles, housed in eight operating subsidiaries.
SECURITY OFFICERS X2 (PERMANENT)
Minimum Qualifications
Grade 12
Grade B or higher Certificate plus registration with PSIRA
Computer literacy on MS Office
Driver’s License
Minimum Experience:
3 years’ relevant experience in security services in commercial environment plus knowledge of security procedures
Key Responsibilities
Patrol industrial and commercial premises to prevent and detect signs of intrusion and ·ensure security of doors, windows, and gates.
Answer alarms and investigate disturbances
Warn persons of rule infractions or violations, and apprehend or evict violators from premises
Operate detecting devices to screen individuals and prevent passage of prohibited articles into restricted areas.
Inspect and adjust security systems, equipment, and machinery to ensure operational use and to detect evidence of tampering
Monitor and authorize entrance and departure of employees, visitors, and other persons to guard against theft and maintain security of premises.
Monitor and adjust controls that regulate building systems, such as air conditioning, furnace
Entering, transcribing, recording, storing, or maintaining information in written or electronic/magnetic form
Ensure effective communication with Supervisors and colleagues
Ensure employees and visitors adhere to Covid-19 regulations when entering the premises
Screen employees and visitors before entering the premises
Circulate among visitors, patrons, and employees to preserve order and protect property
Call police or fire departments in cases of emergency, such as fire or presence of unauthorized persons.
Write reports of daily activities and irregularities, such as equipment or property damage, theft, presence of unauthorized persons, or unusual occurrences
Act as back up to the Receptionist.

GROUP SECURITY MANAGER (PERMANENT)
Minimum Qualifications
Degree in Law or Security or Risk Management or other equivalent to NQF 8
Grade A PSIRA registration and/or police training accreditation or other institutional accreditation recognized within RSA for either forensic investigation or cyber investigation and prevention.
Valid Firearm Certificate.
Valid Code B or EB driver’s license without any restrictions or prior or criminal convictions.
Minimum Experience:
8 years’ security or policing (at an investigative level) experience.
Must include 3 years' experience in supervisor/management role.
Knowledge and understanding of sector needs and business requirements.
Key Responsibilities
Oversee and manage the successful investigation and analysis of all identified criminal activities or cases, employee vetting related matters and law enforcement.
Ensure the liaison with all relevant law enforcement agencies to enable the successful prosecution of all identified or alleged criminal investigation and also associated cases
Ensure the effective management of the vetting process within the department
Ensure the development and management of criminal information database for utilisation of relevant statistical management data
Facilitate the development of technical expertise within the department and keep abreast of security and investigative technical developments
Create and build partnerships with various internal and external stakeholders in support for the execution of the functional duties as lead Security Manager.
Develop and implement security policies, protocols and procedures and including guidelines for intelligent information collection.
Keep abreast with legislative requirements within the security intelligence and investigative cluster affecting the energy sector or CEF's operational needs.
Proficiency with security equipment software, installations and applications.
Thorough knowledge of security threats and the available protective systems.
Provide overall Cyber Security (CS) assurance.
Implements the Security strategy at department level and CEF Group.
Implements and co-ordinates the customer security survey and prepare response plan
Develops, implements and maintains the security performance management and execution plan
Implements and maintains the security change awareness management programme
Conducts weekly inspections of security systems and controls for protections of persons and manning of buildings.
Conduct regular Risk and threat analysis.
Liaise with other security units, intelligence and law enforcement agencies regarding security management.
Effective management of analysed information pertaining to the security department
Attend to specific administration reporting and ensure that the recording requirements are complied with.
Required to perform all duties in accordance with the applicable privacy Policies and Procedures.
Train and supervise security personnel.
Ability to work independently, and as a part of a team when needed.
Ensure the CCTV control room is manned by suitably skilled and experienced operators who shall be responsible for monitoring the security system and the equipment and Cameras installed on the premises.
To record, minimize and use their best endeavour to prevent incidents and or security risks detected by the equipment.
To maintain an incident register.
CCTV operators to receive intensive induction and ongoing training in the operations of the security system.
To immediately report faulty elements of the security system.
Ensure strict access control measures to the CCTV control room are adhered to.
To perform miscellaneous CCTV Operator's duties as required and information leakage fault finding.

GROUP FINANCIAL MANAGER (PERMANENT)
JOB PURPOSE
To manage the accounting functions of the Group encompassing budgeting and forecasting, financial reporting, tax submissions and transactional financial activities. To formulate and maintain the Group’s financial policies, procedures and practices.
REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE
B Degree in Finance / Accounting and Chartered Accountant (CA/SA)
8 to 12 years’ experience in financial accounting 5 years which should be in a managerial position/middle management

KEY PERFORMANCE INDICATORS
Financial Policies and Procedures
Develop and review financial policies and procedures for the Group aligned to the company strategy, and in accordance with the appropriate accounting standards
Facilitate the communication of financial policies and procedures across the Group
Act as the Group custodian of financial control policies and monitor adherence therein
Promote continuous improvement and compliance to financial policies and procedures
Monitor compliance to IFRS and National Treasury reporting guidelines
Tax Submissions
Establish working methods for the submission of tax returns and provide guidelines to Accountants to avoid penalties
Review tax returns, SARS requests and reports and tax reconciliations
Coordinate the timeous preparation of tax calculations by the external service provider
Review VAT for return submissions per subsidiary
Financial Reporting
Oversee the preparation of the consolidated and company Annual Financial Statement:
- Facilitate the provision of input from the relevant stakeholders
- Review the financial statements and trial balances and provide commentary for submission to the CFO
Audit Process Facilitation
Act as the key interface with Internal and External Auditors
Monitor that internal and external audit requests are communicated to the right people and that information has been provided timeously
Review and respond to audit findings
Participate in regular meetings with the Internal Audit Manager to discuss progress and pressing issues
Revenue Management
Develop and maintain the SLAs between CEF SOC and entities receiving services from CEF SOC
Negotiate terms of the SLAs and propose reviews of SLAs taking into account changes in the factors affecting the revenue environment
Recover the revenues due to CEF SOC, follow-up on overdue revenue, initiate discussions to make arrangements for overdue revenue and ensure that the interests are charged on overdue revenue in terms of the SLA – Implement the SLAs
Manage CEF SOC loan accounts and facilitate reviews of repayment terms with relevant parties
Oversight of Transactional Accounting Functions
Provide guidance and oversight of the day-to-day transactional functions performed by the Accountants, encompassing the following:
- preparation and posting of journals
- verification of assets
- passing of new entries
- technical accounting matters
Authorise invoices and ensure that supporting documentation is attached to the invoices
Monitor the timeous payment of creditors and attend to those outstanding payments that have been escalated
Sign-off on monthly reconciliations
Monitor the maintenance of the asset register
Stakeholder Management
Manage external stakeholder relationships with the Department of Energy, National Treasury, SARS and suppliers:
- Act as point of contact for CEF Holdings
- Liaise with suppliers
- Liaise with the Department of Energy for responses to queries and requests for information
- Engage with the National Treasury on budgets and forecasting and monitor the quarterly and annual reporting therein
- Liaise between the CFO and the subsidiaries in the communication of information for roll-out
- Represent Finance at different forums (e.g. Board Audit Committee and Procurement Committee) to provide commentary and feedback to the relevant stakeholders on finance issues
- Act in an advisory capacity to management on financial management issues across the business
People Management
Manage the administration of staff i.e. leave approval and travel expense approval
Conduct quarterly performance reviews of subordinates and attend to areas of non-performance
Identify training and development opportunities for subordinates
Provide coaching and mentorship to subordinates on financial management issues
Participate in the recruitment of staff members
Supervise outputs to ensure the deliverables of the Department are met

RENEWABLE ENERGY PROJECTS MANAGER
QUALIFICATIONS AND EXPERIENCE
Bachelor’s degree in Engineering or Natural Sciences or equivalent qualification.
Project Management qualification will be an added advantage
Master’s in Business Administration /Leadership will be an added advantage
A minimum of eight (8) years relevant and demonstrable experience of which 5 years in a project managerial role of capital projects, preferably in the energy sector
A record of delivering results in complex project in Africa.
In-depth knowledge of the Energy value chain particularly renewable energy.
Experience in managing a (renewable) energy project development process.
Experience in developing waste to energy projects
Understanding of the South African renewable energy sector
Understanding the national environmental management policy and regulatory framework
Understanding the permitting and licensing requirements for energy projects
Critical skills: analytical ability, creativity, communication, influencing, negotiation and leadership
MAJOR RESPONSIBILITIES INCLUDE:
Develop and implement CEF Renewable Energy (RE) strategy to ensure that planning of the section is aligned to EPD strategic objectives and the broader organisation’ strategic deliverables.
Lead and manage the Renewable Energy section of CEF and set the necessary policies, rules and regulations in place to ensure proper and effective RE Projects delivery.
Identifying and executing Renewable Energy projects for CEF;
Leading the negotiations for CEF’s participation with other project partners;
Manage renewable energy programmes or complex projects by combining business strategy and project management techniques in order to implement the business strategy and to deliver organisational breakthroughs
Procuring the necessary CEF approvals for CEF participation in renewable energy initiatives;
Manager the budgets of the RE projects to ensure effective and efficient functioning and cost control.
Monitor, recommend and implement corrective measures to rectify deviations/acts contrary to budgetary provisions, financial regulations, audit requirements and departmental procedures
Develop execution strategies and negotiate commercial terms for Renewable Energy capital projects
