TRAINING AND DEVELOPMENT OFFICER (PERMANENT) 
 
CEF SOC 
CEF (SOC) Ltd participates in the search for appropriate energy solutions to meet the energy needs of South Africa, The Southern African Development Community (SADC) and the sub-Saharan African region, focussing on clean energy options as well as fossil fuels as per the mandate from the Department of Energy. It also manages the operation and development of the oil and gas assets of the South African government including strategic crude oil assets and management. CEF controls entities with commercial and developmental roles, housed in eight operating subsidiaries. 
 
Required minimum qualifications: 
 Three-year National Diploma/B Degree in Human Resource Management or Related field 
 
Required minimum experience 
 At least 2-3 years’ relevant experience 
 SETA Assessor Accreditation will be an advantage. 
 Proficiency in MS Office (Word, Excel, and Outlook) 
 Experience in higher education administrative or bursaries environment will be an added advantage 
 
Key Performance Indicators 
 Assist the OD & Learning Manager in ensuring that CEF’s performance management process is adequately linked to other talent management processes. 
 Assist to ensure that training of staff is aligned to the departmental objectives and accordingly captured in the IDP’s. 
 Assist in Preparation of WSP and Annual Training reports for submission to SETA. 
 Administration of Employee Financial Study Assistance 
 Prepare monthly, quarterly, and annual L&D reports 
 Assist the Internal and External Audit processes 
 Assist with bursary administration. 
 Compilation, reconciliation, research, and presentation of status/annual reports 
 Liaison with stakeholders that re relevant to external and internal processes.

SENIOR INTERNAL AUDITOR - ACCOUNTING (PERMANENT)

CEF controls entities with commercial and developmental roles, housed in eight operating subsidiaries. 
 
RESPONSIBILITIES:
 Prepare individual audit plans on receipt of audit allocations from the Chief Audit Executive 
 Draft audit objectives, scope, background and period of execution 
 Prepare planning memorandum 
 Communicate in advance to management that the audit will be taking place and participate in meetings with management to outline the scope of the audit 
 Develop an internal audit programme aligned to the scope agreed to with management 
 Plan audits in compliance with the Institute of Internal Auditors (llA) standards 
 Prepare audit working papers based on audit programme 
 Request information from management to execute the audit 
 Gather appropriate evidence to substantiate audit findings 
 Draft audit findings and submit to Chief Internal Auditor for review 
 Monitor the delivery of the audit in accordance with the time budget and communicate any audit overruns to the Chief Internal Auditor 
 Engage with management throughout the audit 
 Recommend corrective action and process an internal control improvement 
 Conduct the audit in accordance with the llA standards and Internal Audit Plan 
 Exercise a significant level of responsibility for the provision of accurate, professional and timely audit related services within CEF Group, including internal audit, risk and compliance management, internal control frameworks, systems and processes and business continuity management. 
 Provide expert advice, support and recommendations to management and staff on a range of complex internal audit, compliance, audit and risk management matters, in accordance with established government policies and procedures, legislative requirements and professional standards. 
 Undertake complex project work including initiating, planning, implementation and evaluation of internal audit, compliance and risk management functions and processes to improve their efficiency. 
 Contribute to the achievement of CEF Group objectives, goals and priorities, through the application of specialist compliance related knowledge, expertise and experience. 
 Prepare reports to document audit findings and submit to the CAE for approval 
 Provide feedback to process owners on outcome of audit 
 AFS Review. 
 Proficiency on IT systems, Teammate 
 
QUALIFICATIONS AND EXPERIENCE 
 B Degree in Auditing or Accounting 
 Member of the Institute of Internal Auditors (llA) 
 Certified Accountant (CA) 
 3 to 5 years' experience in auditing

RISK OFFICER (3 YEAR CONTRACT)

Required minimum qualifications: 
 3-year Bachelor's degree in Risk Management, BCom Finance/Audit or equivalent Relevant Bachelor’s (Honours) degree. 
 
Required minimum experience 
 Three (3) year degree in relevant field and accreditation with professional institute is RSA. 
 3 – 5 years’ demonstrated experience in audit, Risk and possibility compliance.
 Audit expertise, Risk setting, review, monitoring and ERM maturity skill set. 
 Association with Risk & Compliance Professionals will be an advantage. 
 Thorough knowledge of laws and regulations relevant to industry will be an advantage. 
 Driver’s license. 
 
Key Performance Indicators 
1. Strategy Implementation 
 Provide strategic guidance and support in development of CEF’s Risk Management, Plan and mitigation. 
 Lead, manage and provide oversight of the Risk Management Plan, monitoring and mitigation implementation. 
 Manage and oversee the development of the business continuity plan (BCP) in alliance to risk and strategic focus. 
 Facilitate and ensure the implementation of the BCP and policy throughout the organisation. 
 Lead, oversee and monitor the implementation and testing of BCP. Provide strategic support in the developing of CEF’s Compliance Management Plan. 
 Development and obtain approval of the following policies 
 
2. Fraud Management 
 • Develop Fraud Prevention Plan 
 • Develop the methodology for Fraud Risk and reporting Process 
 • Manage and monitor Fraud awareness process 
 • Draft, review and develop the ethics practices, procedure and policy. 
 
3. Risk Management 
 Lead, manage and coordinate CEF’s Risk Register process, including the monitoring and implementation of the Register. 
 Communicate a corrective action plan to all employees affected and monitor the implementation of actions to ensure compliance 
 Engage with Senior Manager in various departments to assess alignment between CEF’s strategy and the departments' operational plans. Recommend solutions to address risk misalignment. 
 Provide oversight and guidance for management and implementation of risk controls. 
 Provide oversight and guidance for management and implementation of risk initiatives. 
 
4. Stakeholder Management 
 Stakeholder identification and contribute to the stakeholder identification process from a unit perspective. 
 Stakeholder analysis 
 Provide relevant stakeholder information that will contribute to the stakeholder analysis exercise. Stakeholder communication 
 Manage internal communication channels to communicate enterprise risk, insurance and compliance management, i.e. newsletter to all staff. Contribute to the stakeholder communication plan. 
 Communicate and provide feedback to relevant stakeholders on a regular basis. Provide the critical information/feedback/presentation that will facilitate management decisions. 
 
5. Governance Management 
 Monitor legislative developments and practices, which may influence Risk across the organisation and recommend changes/actions. 
 Manage and oversee Risk training within the CEF Group. 
 Manage and oversee the implementation of appropriate Compliance reporting processes to CEF EXCO and the subsidiaries. 
 Provide oversight and guidance for all Compliance activities 
 Ethic management and training. 
 
6. Budget Management and Monitoring 
 Compile the department budget, monitor the management account to ensure that the Department does not exceed the budget. 
 Manage, support and monitor the tender process to appoint a panel of service providers

LEGAL ADVISOR – LABOUR, LITIGATION AND LEGAL ADVISORY (PERMANENT)

Required minimum qualifications: 
 Relevant Bachelor’s degree in Law - preferably LLB qualification, Strictly Admitted Attorney with necessary litigation experience. 
 
Required minimum experience 
 2- 3-years post admission experience 
 Experience in CCMA matters 
 Having practiced as an attorney 
 Understanding of the Rules of court and court processes 
 Experience in handling litigation in the Magistrate, High Court, CCMA and Labour court. 
 Provide general advisory on litigation and other 
 
Key Performance Indicators 
1. Management of legal services Litigation, Labour related disputes Mechanism. 
 Provide assistance in the development of legal services department operational plan 
 Provide assistance and support in the implementation of legal services department operational plan 
 Periodically and timeously perform contracts and/or applicable documents vetting and review 
 Provide assistance and/or undertake commercial negotiations of contracts. 
 Periodically and timeously provide assistance to review and draft contracts 
 Provide legal advice, opinions and interpretation of all legislation administered and affecting CEF Group Business in relation to contracts and implementation of contracts 
 
2. Management of Legal related services 
 To provide support to procurement and must have understanding of PFMA and relevant procurement regulations and process. 
 Assist with the handling of litigation by and against the Business; 
 Assist with dispute resolution and legal processes. 
 
3. Management Legal Administration Services 
 Scan legal documentation and file originals 
 Maintain the legal library by updating the legal resource books as and when updates are received from the publication companies 
 Prepare and complete all required e-workflow requisitions and ensuring timeous payment of all invoices associated with the legal department 
 Facilitate conciliation-hearing process at CCMA on behalf of CEF. 
 Attend to all Arbitration, Labour Court, Magistrate and High Court on behalf of CEF with appointed Legal representation. 
 Advise and guide on the drafting and drive investigations including conclusion of preparation of charge sheets were relevant. 
 Assist in managing Disciplinary processes for the preparations of bundles and serving of bundle on behalf of organisation. 
 
4. Stakeholder relations Management 
 Interface with other contracting parties, regulatory authorities and external lawyers 
 Manage and monitor litigation and/or outsourced legal matters where applicable via outsourced expertise 
 Act as link between the department and the different business units. 
 Prepare update reports on all matters for department and Board submissions. 
 Liaison with arbitration system and rules.

RESPONSIBILITIES:
This position will carry out multiple administrative duties, including:
•Serve as a first point of contact for executive and developing systems to prioritize executive’s time and activities.
•Process and screen various documents that are directed to the office of the GCFO.
•Check compliance and engage relevant employees who submitted and guide them on what is missing.
•Track and submit time and expense reports and perform support project-oriented activities.
•Administration- processing of invoices, monitoring of the GCFO budget.
•Type letters, memoranda, reports and presentations on behalf of the Executives. These will include compiling Excel spreadsheet, Power Point presentation and Project Plans.
•Develop and maintain an accurate record of papers and electronic correspondence on behalf of the executives
•Providing back up assistance to other administrative support team members as needed.
•Communication- Editing and formatting of finance documents/presentations, drafting and issuing correspondence from Finance
•Research- Research on valuable and relevant information to support the Finance and SCM team
•Establish and maintain effective and cooperative professional business relationships with all levels of management, employees and outside clients
 
QUALIFICATIONS AND EXPERIENCE
•National Diploma in Administration, A Diploma or Bachelor’s Degree in Commerce will be an added advantage
•10 years’ experience as an Office Administrator/Manager or Middle Manager in Finance
