QA ANALYST X5 
Fixed Term Contract for 6 months 
Municipality: Matsikamma, Makana, Emthanjeni, Mahikeng, Matlosana 
Roll-out of the National Solar Water Heater Programme 
 
CEF (SOC) Ltd (“CEF”) and the Department of Energy (“DoE”) are involved in a Social Programme to install 87 000 Solar Water Heater (NSWH) in low-income water reticulated households in 19 municipalities across the country, who have signed the Framework Agreements with the DoE. The SWH units have no electricity back-up. The units and their installation are fully subsidised. 
 
The National SWH Programme is supported by a web-based Data Base Management System (DBMS) that issues the job cards for the installations; allows for evidence of installation to be uploaded and stores other project information e.g. inventory of SWHs. The installation companies will undertake a self-audit on the installation reports uploaded on the DBMS. The QA Analyst is expected to review these reports and if not satisfied request the installation company to perform a re-inspection or to conduct rework. 
 
Qualifications and experience 
 Plumbing Trade Test 
 Registered with PIRB (Plumbing Industry Regulation Board) 
 Minimum 3 years’ experience as a Plumber and SWH Installer 
 Basic Knowledge of OHSA Act 
 Experience of workmanship inspections 
 
Responsibilities
 Audit the quality of the data/reports submitted by the installation companies in the DBMS. 
 Ensure that all required data is provided for each installation and to sign-off an installation as completed. 
 Perform site visits to physically assess quality of work on a (random or structured) sampling basis. 
 Perform site visits to make sure that installation companies adhere to their safety protocols or procedures. 
 Advise the DMRE/CEF Project Leader on technical issues during the installation phase. 
 Recommend to the Project Leader any additional material required by the installation companies. 
 Manage the SWH inventory in the local municipality storeroom. 
 
Desired additional skills/ competencies 
 Good written and verbal communication skills in both English and local vernacular
 Computer literate in Microsoft office applications will be an added advantage 
 Experience in using internet browsers e.g. google chrome, internet explorer, fire fox 
 Basic knowledge of android based mobile devices

PROJECT COORDINATOR X1 
Fixed Term Contract for 6 months 
Municipality: Sol Plaatjie 
 
Roll-out of the National Solar Water Heater Programme 
 
CEF (SOC) Ltd (“CEF”) and the Department of Energy (“DoE”) are involved in a Social Programme to install 87 000 Solar Water Heater (NSWH) in low-income water reticulated households in 19 municipalities across the country, who have signed the Framework Agreements with the DoE. The SWH units have no electricity back-up. The units and their installation are fully subsidised. 
CEF and DoE have identified the need to capacitate the Project Team to assist with the implementation of the programme. The Project Coordinators will work closely with the CEF and DoE Project Teams to provide dedicated project support, stakeholder management and project administration. 
 
Qualifications and experience 
 Matric + 3-year qualification 
 Qualification in project management will be an added advantage 
 2 to 3 years experience in Project Administration/Coordination role 
 Proficiency in MS Office 
 
Responsibilities
 Stakeholder management for the project between DMRE/CEF service providers or contractors, municipality and the beneficiary communities. 
 Promote a clear and consistent message on the project objectives 
 Closely engage with the Community Liaison Officers on developing communication strategies, platforms 
 Identify, resolve or escalate any risks or issues arising from stakeholders 
 Tracking and reporting project progress 
 Ensure that all financial processes relating to the invoicing are adequately adhered to 
 Project cost control and projections 
 Prepare and submit progress reports 
 Ensure that all documents are properly filed and information managed appropriately. 
 Keep all records up to date at all times 
 Coordinate that all resources submit their information as is necessary for the reports on time 
 Arrange meetings and venues 
 Prepare documents for meetings 
 Record & distribute minutes 
 Coordinate project resources 
 Assist the Project Leader in all project matters as required
