SENIOR MANAGER IN THE OFFICE OF GROUP CEO 
CEF SOC 
CEF is a Schedule 2 state owned diversified energy company reporting to the Department of Mineral Resources and Energy. The Mandate of CEF is to contribute to the security of energy supply of South Africa and the Region through exploration, acquisition, development, marketing and strategic partnership. It is derived from the CEF Act (No 38 of 1977) and the Ministerial directives issued thereafter.

REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE 
• Matric (NQF Level 4) and Bachelor’s degree/BTech Degree/Honours Degree (NQF Level 8) in Law/ Commerce or in Engineering 
• Master’s Degree (NQF Level 9) in the relevant field as an added advantage. 
• Minimum 10 years relevant experience in Institutional Coordination, Governance Compliance and Oversight at senior management level of which 3 years should preferably be within the energy sector. 
• Understanding of market dynamics in order to advise as and when required by the Group CEO’s direct reports or any stakeholder.

KEY PERFORMANCE INDICATORS 
Group Strategic Support & Management 
• Provide executive summaries of government and other policy changes, the anticipated impact on the organisation, and recommend actions to be taken in terms of the company strategy and policies to best meet changing requirements. 
• Review documentation and provide briefings and executive support on all functions to the GCEO for meetings and other interactions on external platforms, to ensure the GCEO is optimally equipped to represent CEF Group 
• Managing the schedule of the GCEO and ensure that all internal/ external meetings involving the GCEO are properly planned, with background material collated beforehand and ensuring that appropriate time is allocated for such material to be analyzed by the GCEO 
• Ensure that timely follow-up action is taken and that the GCEO commitments and agreements are appropriately actioned and met. 
• In liaison with the Business Development, Corporate Finance and Strategy teams, analyses the project portfolio (monitor the sequencing of current and proposed projects, note relationships or inter-dependencies between projects, scope etc.) and formulate recommendations regarding project scheduling, funding and optimisation, to best maximize the benefits realised. 
• Provide advice to GCEO and EXCO regarding issues affecting CEF SOC and its subsidiaries, 
• Develop and present annual budgets for the office of the GCEO and all required resourcing for the GCEO’s approval. 
• Identify and evaluate risks in the Office of the GCEO and collaborate with relevant departments in mitigating and eliminating risks accordingly, to ensure risk is sufficiently managed. 
• Work closely with Group Executive in relation to operational performance for their respective areas on behalf of the GCEO to ensure relevant and timely progress is achieved. 
 
Business Relationship Management and Networking 
• In liaison with Stakeholder Relations Manager, lobby all levels of government, statutory bodies and members regarding supporting CEF Group Strategic objectives and initiatives. 
• Support the organisation with the development of Strategic Partnerships to facilitate and close green and brown field opportunities. 
• Lead business government to government, business to government and SOE to SOE engagements in liaison with Government Relations team 
• Build and maintain relationships with private and public executive level (C- Suite) stakeholders. 
• Develop and maintain relationships with commercial and channel client segments and key decision makers within those segments. 
• Views business from the perspective of multiple stakeholders to identify opportunities and drive action. 
• Shapes outcomes with relevant stakeholders to maximize opportunities and manage risk. 
• Leverages strategic customer/partner relationships to benefit broader CEF Company within South Africa and internationally as directed by GCEO. 
• Accountable for influencing stakeholders and managing ‘high value’ relationships at a strategic level, identifying shared goals and monitoring delivery against those goals. 
• Work collaboratively with across all organisational levels and areas with other senior managers in order to generate efficiencies and create synergies wherever possible.

PCE Meetings 
DOE engagements 
• Present to the board when requested Industry and subject matter networks.
