SENIOR FINANCIAL ACCOUNTANT-REVENUE AND EXPENDITURE MANAGEMENT (PERMANENT) 
 
CEF SOC 
CEF is a Schedule 2 state owned diversified energy company reporting to the Department of Mineral Resources and Energy. The Mandate of CEF is to contribute to the security of energy supply of South Africa and the Region through exploration, acquisition, development, marketing and strategic partnership. It is derived from the CEF Act (No 38 of 1977) and the Ministerial directives issued thereafter. 
 
JOB PURPOSE 
To do revenue and expenditure management and provide administrative and accounting support to the CEF group which includes but is not limited to preparation of financial reports, performing day-to-day transactional accounting functions, maintaining the asset register, managing petty cash and managing travel and expense claims.

REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE 
 B Com (Financial Accounting) 
 Post Graduate Degree will be an added advantage 
 10 years’ experience in expenditure management, revenue management, reporting and bookkeeping.

KEY PERFORMANCE INDICATORS 
Financial reporting 
 Prepare monthly trial balance and review monthly reconciliations 
 Provide support in the preparation of Annual Financial Statements 
 Provide expenditure and revenue reports for the purpose of preparation of financial reports 
 
Revenue Management 
 Develop and maintain the SLAs between CEF SOC and entities receiving services from 
 Negotiate terms of the SLAs and propose reviews of SLAs taking into account changes in the factors affecting the revenue environment 
 Recover the revenues due to CEF SOC, follow-up on overdue revenue, initiate discussions to make arrangements for overdue revenue and ensure that the interests are charged on overdue revenue in terms of the SLA – Implement the SLAs 
 Manage CEF SOC loan accounts and facilitate reviews of repayment terms with relevant parties 
 
Audit process facilitation 
 Submission of information to internal and external audit; and ensure timeous submission of required information 
 Review responses to audit findings and interact with management regarding proposed changes to the audit findings 
 Participate in regular meetings with the Internal Audit Manager and External Auditors and provide progress report on audit 
 Facilitate meetings between management and auditors on matters specific to units that require further intervention 
 Provide audit progress to management and report audit matters that require escalation 
 
Transactional Accounting Functions 
 Provide guidance and oversight of the day-to-day transactional functions performed by Accountants, encompassing the following: 
  • expenditure management 
  • management of ledger accounts - preparation and posting of journals 
  • verification of assets 
  • passing of new entries 
  • technical accounting matters 
 Review and sign-off monthly reconciliations 
 Review drafts for motivations and finalise for submission to the Group Finance Manager for approval 
 Authorise invoices and ensure that supporting documentation is attached to the invoices 
 Manage loans and facilitate review of loan repayment terms – between CEF SOC and lenders including entities that received loans from CEF SOC 
 Monitor the timeous payment of creditors and attend to those outstanding payments that have been escalated 
 Ensure payment of suppliers in accordance with Treasury Regulations 
 
Stakeholder Management 
 Manage external and internal stakeholder relationships such as the Department of Mineral Resources and Energy, National Treasury, Banks, AGSA, SARS, Suppliers and Internal audit. 
 Act in an advisory capacity to management on expenditure and revenue management issues across the business 
 
People Management 
 Manage the administration of staff i.e. leave approval and travel expense approval 
 Conduct quarterly performance reviews of subordinates and attend to areas of non-performance 
 Identify training and development opportunities for subordinates 
 Provide coaching and mentorship to subordinates on financial management issues 
 Participate in the recruitment of staff members 
 Supervise outputs to ensure the turnaround times of the unit are met 
 
Thought leadership and financial advisor 
 Research new/best practices in expenditure and revenue management 
 Lead awareness workshop 
 Research /develop new financial management techniques 
 Advice business on expenditure and revenue management transaction 
 Advice business on the impact of changes in loan agreements and SLA
